Key Selection Criteria
Essential:
·  Tertiary qualification in Occupational Health and Safety preferable
·  3-5 years experience in overseeing OH&S issues in the workplace

Desirable:

·  Experience in the Health Services industry

Principal Objectives

·  to develop an OHS Strategic Framework and implement and resource an OHS Management System to ensure an ongoing safe and healthy workplace at PDH

·  Oversee the design, implementation and review/audit of OH&S programs.

·  Investigation of reported OHS hazards and incidents

·  Undertaking risk assessments

·  Development of control plans in consultation with managers, employees, Manager Engineering Service’s

·  Delivery of training programs in line with Portland District’s Health’s OHS improvement strategy.

·  Ensuring legislative compliance and the application of standards

·  Dangerous Goods Manifest compliance

Responsibilities

·  Risk Management: Implement appropriate reporting and monitoring of safety, quality and risk management systems incorporating all delegated areas across the organisation to enable line managers to identify OHS issues.

·  Reporting: Act as a resource to Line Managers to assist in the rapid resolution of OHS issues

·  Incident Assessment: Review incident, report and determine next steps, including making recommendations for further investigation.

·  Providing Technical Expertise: Provide advice on appropriate legislation and its application to workplace OH&S. Utilise experience and technical expertise to review and develop operational policy and procedures.

·  Injury Prevention: Developing and implement injury prevention programs in conjunction with Workcover Officer.

·  Reporting and Administration: Complete all reports and administrative requirements in an accurate and timely manner.

·  Dangerous Goods Manifest: Develop, implement and maintain all reports and administrative requirements in an accurate and timely manner

·  Emergency Response: Participate in Emergency response during normal business hours as required.

·  Continuous Improvement: Indentify opportunities, make recommendations and implement improvements to processes, system and work practices.

Key Accountabilities

Contribute to the management of effective health and safety management systems as directed by the Manager Human Resources, in collaboration with key stakeholders:

·  Identify workplace hazards, assess risks and recommend control plans

·  Monitor progress against the plan and follow up of agreed actions.

·  Undertake literature search to determine best practice and legislative or other requirements as appropriate.

·  Liaise and consult with key stakeholders.

·  Analyse data from all sources.

·  Develop resource materials as appropriate.

·  Develop or revise policy and procedure as appropriate.

·  Develop & maintain dangerous goods manifest/register.

·  Perform other duties as directed.

Provide administrative and professional support to other managers or as directed:

·  Provide administrative support to OHS committees and subcommittees through taking of minutes, and monitoring progress of agreed actions.

·  Participate in working groups/committees as required.

·  Present technical skills training to individuals and small groups

·  Report any unsafe work practices, hazards, near miss incidents and accidents.

·  Maintain an awareness of the Occupational Health and Safety Act 2004 and the Accident Compensation (WorkCover) Act 1992.

·  Contribute to safety awareness and promotion by contributing ideas and suggestions.

·  Maintain knowledge and practice of infection control / hygiene precautions and Portland District Health infection control policies and procedures.

·  Observing polices and procedures in relation to security of self and others.

·  Participating in safety and disaster exercises.

·  Participating in safety training as scheduled by the Hospital.

·  Helping to develop strategies to remove or minimise hazards.

·  Maintaining a safe working environment for self and others.

·  Reporting incidents as they occur

·  Observing Hospital policies in relation to waste minimisation and recycling.

·  Performing duties so as to eliminate any risk of transferring infection from one source to another.

·  Maintaining a high level of personal hygiene.

·  Maintaining a high level of food hygiene.

Information Management:

·  Observing the utmost confidentiality over patient, staff and Portland District Health information.

·  Maintaining daily fingerscans, statistics, worksheets, records and reports as required.

·  Participating in quality and continuous improvement activities

Human Resources:

·  Maintain up-to-date knowledge through the literature, attendance at appropriate conferences, meetings and in-services.

·  Participating in annual performance appraisals as per Portland District Health policy.

This position is subject to a 3-month probationary period and satisfactory Police Check
