GENERAL INFORMATION

1. PRACTICE FIELD SCHEDULES ARE AT SCHEDULED ONLINE EACH WEEK IN PRE SEASON. TEAMS NEED TO SUBMIT AN EMAIL WITH AVAILABLE DAYS/TIMES FOR THE UPCOMING WEEK. AFTER SEASON OPENS, INFIELDS ARE CLOSED FOR PRACTICE IF THEY HAVE BEEN CHALKED AND PREPPED FOR PLAY. OUTFIELD PRACTICE ONLY. FROM MAY 14 UNTIL OCTOBER 15, ALL INFIELDS ARE CLOSED EACH WEEKEND DUE TO WEEKEND LEAGUE PLAY AND TOURNAMENTS. - OUTFIELD PRACTICE ONLY.

2. GOLD CONTRACT CARDS MUST BE TURNED IN TO CITY RECREATION DEPT AT PALMER PARK COMPLETELY FILLED IN ,WITH PAYMENT ,AND SIGNED ALONG WITH PER CARD BY 4:30PM THE DAY OF YOUR FIRST GAME, AND 24 HOURS PRIOR TO YOUR NEXT GAME THEREAFTER. CARDS NOT COMPLETED OR NOT PAID ARE INVALID AND PLAYERS ARE SUSPENDED. (Note: Gold Cards and payment are required for each league you play in.) MANAGER MUST CO-SIGN ALL GOLD CARDS.

4. DEADLINE TO ADD PLAYERS TO YOUR TEAM IS Friday July 14 FOR LEAGUE PLAY. STATE ROSTERS FOR STATE/NATIONAL PLAY IS DUE JUNE 15 AND INPUT ONLINE TO GOSOFTBALL.COM.

SLOW PITCH 20 PLAYERS MAX, MODIFIED 25 MAX. PLAYERS MOVING DOWN TO A LOWER DIVISION, MUST HAVE BOARD APPROVAL. (72 HOURS NOTICE REQUIRED).East Division is only allowed 4 Board approved upper division Mod players

5. UNIFORMS: ALL PLAYERS ON A TEAM SHALL WEAR UNIFORMS ALIKE IN COLOR AND STYLE. BALL CAPS MUST BE ALIKE AND ARE MANDATORY FOR ALL MODIFIED PLAYERS. PANTS OR SHORTS ARE ALLOWED AS LONG AS THEY ARE TEAM COLORS. BESIDES PANTS/SHORTS, JERSEY'S ARE PART OF THE UNIFORM. CAPS, VISORS, AND HEADBANDS ARE OPTIONAL FOR FEMALE PLAYERS, BUT MAY NOT BE MIXED. DRESS CODE IS IN EFFECT FOR ALL GAMES STARTING OPENING DAY. TEAMS WITH UNIFORM PROBLEMS MUST NOTIFY THE LEAGUE OFFICE (385-2229). MANAGERS MUST HAVE PLAYERS COORDINATED AS CLOSE AS POSSIBLE TO TEAM COLORS AND STYLES. PLAYERS NOT IN UNIFORM, ARE NOT ELIGIBLE TO PLAY. ONLY TEAMS WITH WRITTEN PERMISSION WILL BE EXEMPT. LEAGUE OFFICE WILL HAVE COPIES OF THE EXEMPTION. FOR OPENING DAY, TEAMS NEEDING EXEMPTION, WILL HAVE TO CONTACT THE LEAGUE OFFICE 72HRS PRIOR. CALL 385-2229. SEE PHCSA BYLAWS PER PROTEST SITUATION.

6. TIME LIMIT FOR ALL MODIFIED IS 1 HOUR AND 30 MINUTES and WOMEN GAMES ARE 1 HOUR AND 15 MINUTES.IN MODIFIED NO NEW INNING IS TO BE STARTED AFTER ONE HOUR AND Twenty-SEVEN MINUTES EXCEPT IN CASE OF TIE, TIME LIMIT FOR MEN SLOW PITCH and CO-ED IS 1 HR. 15 MIN. NO INFIELD PRACTICE BEFORE GAME. PRE GAME CONFERENCE WILL BE HELD FIVE MINUTES BEFORE GAME. IF GAMES ARE RAINED OUT, MANAGERS MUST GO ONLINE TO PHCSA.COM FOR REVISED MAKEUPS AFTER 48 HOURS.

7. LINE UP CARDS WILL BE AVAILABLE FROM THE OFFICIAL SCOREKEEPER. WHEN TURNING IN LINEUP, FIRST AND LAST NAME, POSITION, AND UNIFORM NUMBER ARE REQUIRED. LEGAL NAME ONLY, NO NICK NAMES.

LINE UPS MUST BE TURNED INTO OFFICIAL SCORER 5 MINUTES BEFORE GAME TIME. AT PRE GAME CONFERENCE WITH UMPIRES, LINEUP WILL BE GONE OVER, ONCE APPROVED, ALL CHANGES OFFICIAL.

8. MINIMUM NUMBER OF PLAYERS TO START A GAME:

MODIFIED 8 with out in 9th spot

Slow Pitch 8 with out in 9th spot

Coed 9 with out in 10th spot 5male 4 female or 4 male 5 female

9. Players and managers that act in an unsportsmanlike conduct before, during or after the game can be ejected from the park. This can result in further suspension for all league play and fines. Also any abuse of umpires will not be tolerated and result in suspensions and fines. Threats to umpires are a two-year suspension from all games. Any player involved in fighting in a game or in a city park is also suspended for a minimum of one year. Drinking of alcoholic beverages before, during, or after games will result in suspensions and fines. Use of any narcotic substance in City parks also will result in suspension. Profanity in City Park and diamonds will also result in ejection and suspension. Players or managers that are ejected from the game must leave the park.

9B. All leagues, players can NOT dig out batters box. If done they will be asked to stop and fill in box, if they refuse, they are out for that time at bat. No digging out batter box is allowed.

10. Players/managers that are ejected from the game for unsportsmanlike conduct are suspended for that game, plus the next game, and MUST pay a $25.00 reinstatement fee before they can play again. 2nd offense is $50.00 reinstatement fee, 3rd offense-one year suspension and $100.00 reinstatement fee. Players that play in different divisions of softball will be reviewed by the Board to determine if the suspension from the incident should carry over to over to other leagues as well.

11. PLAYERS/MANAGERS THAT THROW EQUIPMENT WILL BE EJECTED FOR THAT GAME PLUS THE NEXT GAME.

12. GAME TIME STARTS AT SCHEDULED GAME TIME, UNLESS THERE IS A FIELD PROBLEM OR LACK OF UMPIRES. 2ND OR 3RD GAME START AT SCHEDULED TIMES OR FIRST PITCH. SCOREKEEPER WILL ANNOUNCE GAME TIME AND 15 MINUTES BEFORE TIME LIMIT EXPIRES.

PRE GAME CONFERENCE FOR FIRST GAME SHOULD BE HELD SO GAME TIME CAN START FIRST PITCH AT SCHEDULED GAME TIME.

THE FIRST GAME OF THE NIGHT HAVE A 15 MINUTE GRACE PERIOD FOR FORFEITS. FOR ALL OTHER GAMES, GAME TIME IS FORFEIT TIME. Game clock starts at published game time. If game ends in a tie in regulation play or time limit, international tie breaker will be used. Each team starts inning with last batter from previous inning on 2nd base and no outs.

13. PROTEST: KNOW THE PROPER PROCEDURE TO FOLLOW. NOTIFY HOME PLATE UMPIRE BEFORE THE NEXT PITCH, THEN THE OTHER TEAM MUST BE NOTIFIED BY THE UMPIRE AND NOTIFY OFFICIAL SCOREKEEPER TO INDICATE IT IN THE OFFICIAL BOOK. AFTER GAME UMPIRES SHOULD SIGN BOOK. A WRITTEN REPORT MUST BE FILED BY PROTESTING TEAM BY 4:30PM THE NEXT BUSINESS DAY AT CITY RECREATION DEPT, ALONG WITH A $25.00 PROTEST FEE. (JUDGEMENT CALLS ARE NOT PROTESTABLE.)

14. MEN’S SLOW PITCH -EAST 4 HOMERUN LIMIT, WEST 2 HOMERUNS ALL OTHERS A OUT. AFTER BOTH TEAMS HIT LIMIT, EACH TEAM MATCH THE OTHER ONE FOR ONE. IN COED EASTERN, 2 HOME RUN LIMIT, THEN AN OUT UNTIL TEAMS MATCH, THEN ONE FOR ONE.

15. COPIES OF LEAGUE BYLAWS AND UMPIRES CONTRACT ARE AVAILABLE; CALL 385-2229 FOR A COPY.

16. MAKE SURE ALL YOUR PLAYERS CONFORM TO P.H.C.S.A. RESIDENCY RULES. PLAYER MUST LIVE OR WORK FULL TIME IN ST CLAIR COUNTY AND NORTH TO M-90. PLAYERS MAY PLAY IN ANOTHER LEAGUE (MUST BE DIFFERENT DIVISION OF PLAY - Example: Modified to Slow Pitch or Slow Pitch to Modified, providing it is not on the same night as their other team. Players must pay players fee for both teams in each league. Players from upper and mid division’s teams wishing to play on lower division teams, must have board approval to move down to lower leagues. (Only 4 per team on West Div. East division is unlimted , Must have paid gold card for each league.

PLAYERS ARE URGED NOT TO WEAR JEWELRY, UMPIRES WILL REMIND MANAGERS AT PRE-GAME CONFERENCE. IF DURING THE GAME, A PLAYER IS WEARING JEWELRY THAT THE UMPIRE FEELS IS A DANGER, THE PLAYER WILL BE ASKED TO REMOVE IT. IF PLAYER REFUSES OR UNABLE, A SUBSTITUTION WILL BE MADE. (WEDDING BANDS WITHOUT LARGE STONES ARE OKAY.)

18. EACH TEAM IS REQUIRED TO BRING A NEW BALL TO FIELD. TEAMS THAT FORGET WILL BE ABLE TO BUY ONE FROM SCOREKEEPER FOR $7.00 PER BALL. TEAMS WILL BE REQUIRED TO USE A NEW BALL FOR EACH GAME. WOMENS HOME TEAM NEW BALL,VISITOR GOOD CONDITION 2ND BALL.

19. MODIFIED RULES: METAL CLEATS MAY BE USED. ALL BATTERS, BASERUNNERS AND BATTER ON DECK MUST PROPERLY WEAR " NOCSAE” APPROVED BATTING HELMETS.TEAMS HAVE OPTION TO USE ASA FLEX OR EP (10 BATTERS) PROVIDING IT IS INDICATED ON LINEUP CARD BEFORE THE GAME. Mercy Rule 12runs after 4 innings, 10 after 5 innings.

20. SLOW PITCH MEN, WOMEN, AND CO-ED: One and One count with grace, 3RD STRIKE FOUL WILL BE USED. ASA STRIKE ZONE. IF BALL HITS PLATE, IT IS A BALL. NO METAL CLEATS IN CO-ED - PENALTY FOR METAL CLEATS IS DISQUALIFICATION. CO-ED PLAYERS MUST SLIDE, AVOID CONTACT, OR GIVE UP A BASE OR HOME. RUNNERS THAT CRASH INTO FIELDERS WILL BE EJECTED. Pitching height: Men 6-10, Women 6-10, Coed 6-10. ALL MENS SLOW PITCH WILL USE STEALING RULE. WOMEN LEAGUE; TEAMS CAN ONLY SCORE 10 RUNS PER INNING, THEN CHANGE SIDES, UNLESS YOU ARE DOWN BY MORE THAN 10.

Mercy Rule: 15 runs after 4 inning, 12 runs after 5 innings.

21. THE ONLY APPROVED AREA TO TAKE WARM UP SWINGS IS THE ON DECK CIRCLE. ANY PLAYER IN VIOLATION, WILL BE EJECTED FROM THE GAME. EACH BALL PARK HAS APPROVED AREAS FOR TEAMS TO WARM UP.( SEE ATTACHED LIST). THESE ARE THE ONLY AREAS. TEAMS IN VIOLATION WILL BE ASKED TO MOVE ONCE, SECOND VIOLATION WILL RESULT IN TEAM BEING FINED BY LEAGUE OFFICE. ONLY PLAYERS AND COACHES WITH GOLD CARDS ALLOWED IN BENCH AREA. NO CHILDREN ALLOWED IN BENCH AREA OR ON FIELD.

22. HOME TEAM WILL SET ON 3RD BASE SIDE, VISITOR ON FIRST BASE SIDE. HOME TEAM IS REQUIRED TO PUT OUR BASES FOR FIRST GAME FOR THE FIELD. HOME TEAM ON THE LAST GAME BRINGS IN BASES FOR THE GAME OF EVENING WILL BE REQUIRED TO PICK UP BASES AND TAKE TO STORAGE SHED. TEAMS MUST PICK UP TRASH IN DUGOUTS AND KEEP PARK CLEAN.

23. ALL BATS MUST HAVE YEARLY BAT TEST BY PHCSA FOR ALL LEAGUES. FAILURE TO BAT WITH APPROVED PHCSA BAT IS DISQUALIFICATION FROM THAT GAME. ALL BATS MUST BE TESTED FOR ALL LEAGUES. WOODEN BATS DO NOT TEST STICKER, BUT MUST HAVE OFFICIAL SOFTBALL ON BAT.

24. REMEMBER, ALL PLAYERS ARE PLAYING AT THEIR OWN RISK OF INJURY. PLAYERS ARE RESPONSIBLE FOR THEIR OWN MEDICAL INSURANCE FOR ACCIDENTS OR INJURY. ANY PROBLEM OR COMPLAINTS, PLEASE CALL OR EMAIL. THE LEAGUE OFFICE (385-2229) ANY TIME, LEAVE A MESSAGE AND PHONE NUMBER AND I WILL GET BACK TO YOU.

25. After crossing double 1st bag, the bag orange & white section becomes one bag. Definition on foul Tip and Foul Ball. “Foul ball does not have to go over batter’s head to be caught & declared out. Foul tip - goes directly straight back.

26. Courtesy Runner: Slow Pitch & COED Only: each team may use any player on their roster as courtesy runner once per inning. If the runner is in batting lineup and is on base as a courtesy runner and comes to bat, he/she is out on base and comes to bat. Courtesy runner must be reported to home plate ump. In COED runner must be same sex. Teams still have option to use substitution for runners if they have players not in game.
