Project Coordination Meeting

The meeting minutes presented below provide a summary of the topics discussed during a Stakeholder meeting with staff of California State Polytechnic University, Pomona regarding the Pomona Valley ITS (PVITS) project. A list of the meeting attendees is provided below. The information contained in the meeting minutes will be incorporated into various PVITS project deliverables, including the Addendum Update to the 1995 Pomona Valley Forum Signal Synchronization Study.

Action Items
1. The meeting began with Marchetti providing a presentation of the project. Marchetti also explained the outreach efforts to date, the role that Cal Poly, Pomona could have in the project, and described some of the primary issues discussed with the other stakeholders.
2. Holt explained that the current Cal Poly, Pomona enrollment is approximately 17,000 students, and that there are approximately 10,000 parking spaces on campus. The University has approximately 2,300 employees, including faculty and staff.
3. According to Holt, there are currently no traffic signals on campus property, and none are planned because the college tries to keep a rural atmosphere along the internal campus roadways. The nearest signalized intersections to campus are:
- Temple Avenue / University Drive (southwest entrance to the campus)
- Temple Avenue / South Campus Drive (south entrance to the campus)
- South Campus Drive / Kellogg Drive (inside south entrance)
- Temple Avenue / Valley Blvd. (southeast corner of the campus)
- South Campus Drive/East Campus Drive (east side of the campus) / KHA will try to obtain existing traffic data for these intersections from the City of Pomona and/or the County.
4. During the evening peak hour (around 5:00 p.m.), traffic from departing Cal Poly, Pomona employees create a noticeable increase in traffic levels. This is particularly true for the southbound left turns at the Temple Avenue/South Campus Drive intersection.
5. During major campus events, the following intersections typically experience major traffic congestion:
- Temple Avenue / South Campus Drive
- Temple Avenue / University Drive
- Kellogg Drive / University Drive
6. The college's June commencement ceremonies fill most of the available on-site parking spaces. This creates a potential for traffic impacts on Temple Avenue, as cars search multiple lots for remaining spaces.
7. The Fall Festival occurs each year in October over a four-day period. Parking for the Fall Festival is at Lot 'K', near the Temple Avenue/South Campus Drive intersection. The 2001 Festival will be on the west side of Temple Avenue. This will create heavy pedestrian movement across Temple Avenue near the access to Lot 'K'.
8. Cal Poly typically informs and coordinates with the City of Pomona when there are larger on-campus events. The campus also communicates directly with the Pomona Police Department via a common radio channel for the larger events.
9. The Police Department occasionally needs to control the phasing of signals adjacent to campus during large events, via the existing controller boxes. / KHA will obtain additional information about this from the Pomona Police Dept.
10. Cal Poly has installed three new electronic information marquees on campus for information dissemination. Two are installed at the signalized intersection of Temple Avenue / South Campus Drive and one is installed at the unsignalized intersection of Kellogg Drive / University Drive. The electronic marquee signs can be controlled remotely from the Public Affairs office. / KHA will follow-up with Cal Poly, Pomona to identify what information is displayed on these signs.
  1. Holt explained that Mt. San Antonio College (Mt. SAC), is located directly to the west of the Cal Poly, Pomona campus. Mt. SAC has a current enrollment of approximately 30,000 students.

12. Most of the traffic generation from Mt. SAC occurs during late afternoon and evening, as most students attend night classes. / KHA will discuss the details of Mt. SAC characterisitics and local traffic issues during the meeting of 06/19.
