Collection Assessment
Submitted by Hanrong Wang
January, 2007
INTRODUCTION
Following guidelines established by the OCLC/WLN Collection Assessment Service, which provide a framework for evaluating a library's current holdings and the level of activity of the collection development, the Military Science& Naval Science collection is rated an overall 3bP (Intermediate Study or Instructional Support Level; predominantly in the Primary Language: English). Although the previous assessment (2000) rated the collection a 3a, the current collection rating is higher based primarily on the defined access criterion set by the WLN and the availability of, and access to, journals in the discipline. This level supports all courses at the undergraduate. The collection though not a 3c, provides sufficient supplemental support to graduate level courses in other areas. Refer to the Military Science& Naval Science conspectus sheets and checklist analysis for a more detailed examination of the library's holdings.
Holdings
The Military Science & Naval Science collection contains 5,959 titles in the Library of Congress classification scheme U-V. In addition there are111Net Library e-book titles in these subject areas integrated into the Library’s catalog. 477 titles (366 print titles, 111 e-book titles) were added in the Military & Naval science call number ranges since the year 2001. This is a 7.9% increase in the whole collection since the last assessment. Further, patrons have unmediated access to over nine million volumes through universal borrowing agreements with other libraries. The numbers of titles for each subclass are listed below:

Periodicals and Serials
The Library subscribes or provides access to approximately 183 periodical titles (36 print subscriptions, 147electronic subscriptions) in the area of Military Science & Naval Science. A comparison of a report generated from the Library’s electronic serials manager, Serials Solution, to the Military Science & Naval Science titles listed in Ulrich'sInternational Periodicals Directory database revealed that the library provides access to 147 out of 183 titles listed, a percentage of 80.3%.Current print journal subscriptions decreased (only six titles remain) because of name changes, replacement or substitution into electronic subscriptions. Access to the number of the electronic journals has increased dramatically since the Air University Library Index to Military Periodicals database was added in 2001. The numbers of the electronic periodical titles held/accessible in each subclass are listed below:

Audio-Visual Materials
The Military Science & Naval Science collection contains 12 audiovisual (AV) titles. A subject search for Military Science & Naval Science limited to the AV locations revealed that the Library has 10videorecordings and 2 kits in the AV collection. A detailed list of AV materials is availablein the attachments.
Access to Electronic Resources (Defined Access)
The library's defined access is rated a 3 (Study or Instructional Support level). Access is provided to an extensive collection of remotely accessible electronic resources, including bibliographic tools, texts, indexes, journals, etc. Most of the electronic journal titles are integrated, analyzed, and accessible through the online Voyager catalog. These sources encompass titles available through various aggregator databases, e-book collections, appropriate websites, documents, and e-journals.
In addition, the Library provides access to AUL Index to Military Periodicals, and Military & Government Collection, which offers abstracts, citations and full text articles for research in various areas of military science & naval science. Links are provided in the library catalog to journals with full text in library-subscribed databases and Internet resources.
E-books in Military Science & Naval Science are accessible through the Library Catalog. A detailed list of E-books from NetLibrary is available in the attachments.
Subject specialist librarians also review and recommend World Wide Web sites for inclusion in the Voyager catalog. Examples of websites that are integrated into the library’s catalog include From Root to McNamara Army Organization and Administration( Swarming and the Future of Warfare( Globalization and maritime power(
Preservation
The Preservation Commitment indicator is Level 3, Content/Preservation Level/Planned Replacement. 39 titles were discarded in 2001-2006. Missing items are replaced by the original titles if possible (or with the purchase of new titles in the same subject area) while damaged items are sent for repair routinely.
Supplemental Support
Military history is well covered in the history collections classed in the D’s & E’s. Holdings in the related subject collections of Political Science, Auxiliary Sciences of History, Law, Nursing and Public Administration provide supplemental support to the Military science & Naval Science collection.
Summary
Total holdings, conspectus evaluations, and quantitative and qualitative comparisons indicate that the Military Science & Naval Science collection is more than adequate to support courses for the ROTC program and courses in History, Political Science and Public Administration.
Strengths:
The Military Science & Naval Science collection has grown since the last assessment in 2000. The total expenditures for thetechnology collection from fiscal year 2001/2002 to 2005/2006were $16,864.48. The overall average added percentage since 2001/2002 per the Blackwell’s All Publishers Approval Plan figuresis 25.5% which is above the 3b level.
The strongest subclasses within the Military Science & Naval Science classification are: Military Science (General) with 1,266 titles, Armies-Organization, Distribution, etc. with 1,772 titles, Military Administration with 677 titles, Air Force with 625 titles, and Naval Science (General) with 200 titles.
The results of the checklist comparisons indicate that the Library’s holdings are of good quality. Half of the bibliographies consulted revealed holdings percentages higher than 40%. Though some of the bibliographies checked showed lower percentages held, this is not indicative of a weak collection as these bibliographies concentrate on subjects outside the scope of the curriculum.
The Library holds or provides access to approximately 183 Military Science & Naval Science related periodicals/serials titles. In addition, several databases were added to provide access to full text articles, citations and abstracts from thousands of periodicals, conference proceedings, etc. The periodicals/serials collection is more than adequate to support the curriculum with high quality materials. A comparison of the Library’s journal holdings against the journal checklists revealed a holdings rate of 72%.The greatest strength of the Military Science & Naval Science collection is its journal holdings/access. Due to the Library’s database subscriptions there has been a high increase in the number of journals available for Military Administration, Armies, Naval Architecture, Naval Science-General, and Military Science-General.
Internet sites for Military Science & Naval Science are easily accessible from the Library’s catalog. Web sites are reviewed for scholarly content.
Weaknesses:
The checklist comparisons showed that the library collects at a level 1 (Minimal Information Level) or 2 (Basic Information Level) in the areas of Naval Ordnance (VF), Naval Administration (VB), Naval Maintenance, Marines (VE), and Minor Services of Navies (VG). However, these specialized areas are not part of the current curriculum, thus thesmallholdings are not indicative of a weakness for this assessment. The subject areas of Infantry (UD) and Naval Seaman (VD) need some work. Holdings in AV are minimal and dated. This area needs enhancement.
Recommendations:
Monograph collecting in this area should continue at the 3b level for Military Science & Naval Science overall. Academic journals with full-text available through databases, Internet sites, and other online electronic publication should continue to be added to the catalog for access. The subject specialist librarian should keep up with any name changes and subscription changes, and publicize this information to faculty.
