POLICY REGARDING THE RETIREMENT OF PERSONS

REGISTERED WITH THE COUNCIL

AND THE

ANNUAL FEES PAYABLE BY SUCH PERSONS

1.RETIREMENT AGE

Council accepts that a registered person’s retirement is dictated largely by the person’s personal circumstances, such as health and financial resources, together with employment availability.

It is, therefore, prepared to consider applications from registered persons who are aged 55 years or older and who are no longer in substantive employment in the Engineering Profession to be listed as retired persons for purposes of a reduction in the annual fees.

2.ANNUAL FEES – RETIRED PERSONS

2.1Retired Persons aged between 55 and 70 years

Such persons shall receive a reduction in the annual fees, which shall be determined by Council from time to time. In exceptional circumstances, Council may exempt the retired person from the payment of annual fees.

2.2Retired Persons aged 70 years or older

Such persons shall be exempted from the payment of further annual registration fees.

3.RETENTION OF REGISTRATION STATUS BY RETIRED PERSONS

Retired persons retain their registration status, the right to use their registration title and to continue to practice within their area(s) of engineering competence on an occasional basis within the limits contained in Section 4 below.

They remain subject to ECSA’s Code of Professional Conduct and remain responsible for all engineering decisions, past and future, made by them.

4.DEFINITION – NO LONGER IN SUBSTANTIVE EMPLOYMENT

A registered person shall be deemed to be no longer in substantive employment in the Engineering Profession if he or she does not, on an ongoing basis, receive professional fees, salary or other payment for work connected with the Engineering Profession amounting to more than 30 hours in total per calendar month, or 300 hours per year of twelve consecutive months.

NB!Retired persons aged between 55 and 70 years and whose remunerated workload exceeds that specified above are required to advise ECSA of this fact. They then become liable for the payment of the full annual fees.

PROCEDURE – LISTED RETIRED PERSONS

1.Application for Listing

Listing of a registered person as being retired is not automatic. A person seeking listing as a retired person, who is between 55 and 70 years of age, must make written application to Council for this, setting out fully the circumstances and motivation for it, in the prescribed format. (Annexure A) Where possible, the application should be accompanied by copies of appropriate supporting documentation confirming the applicant’s retired status.

2.Consideration of the Application

Council will acknowledge receipt of the application and refer it for consideration to the relevant committee(s) of Council.

The applicant will be advised by Council as to the acceptability, or otherwise, of the application. Where acceptable, he/she will be advised details of the reduced registration fee payable and Council’s records updated. Should the application be rejected, the applicant will be provided with details of the reason(s) for this.

3.Persons Reaching the Age of 70 Years

ECSA carries out a data search each year for such registered persons and automatically grants them listing as retired persons. However, should this not happen, or should such a registered person not require this listing he/she should write to the Council advising them of this.

3.I confirm that I am not, on an ongoing basis, receiving professional fees, salary or other payment for work connected with the engineering profession amounting to more than thirty hours in total per month or 300 hours per year or twelve consecutive months.

Should my workload in future exceed the limits set out in 3 above, I will immediately advise ECSA of this and accept that, thereafter, I will again become liable to pay a full Annual Fee.

I therefore apply for listing as a Retired Registered person for purposes of a reduction in annual fees.

Note:Applications received and approved by 30 June qualify for a reduction in Annual Fees for the current ECSA financial year. Those approved after 30 June only qualify for a reduction in the succeeding financial year.
