  14. Theoretical contribution:

- The thesis synthetizeddefinitions about tuition fees, tuition fee and characteristics of tuition fee policies in public university.

- The thesis presented experimental lessons for tuition fee policies in public universities from different countries in the world.

- The thesis analyzed the reality of tuition fee policies in public university in Vietnam: qualitative and quantitative analysis on tuition fee policies in public universities.

Through research results, the thesis concludes that:(i) In the long term, the government should implement a roadmap to remove “tuition fee cap”, (ii) During the period of “tuition fee cap”, universities can increase tuition fees above the cap and the government will charge taxes on the gap between tuition fee cap and the actual fee, (iii) Thetuition fee policy should be classified into many programs, (iv) The government should promote quality assessment of universities, encourage independent institutes to assess, test and rank universities, (v) The government should maintain and complete policies on supporting fees, loans to poor students, (vi) The government should set up a council to inspect universities’ tuition fees.

  • Practical contribution:

The thesis interviewed university representatives and surveyed students’ opinions ontuition fee policies in public university. From the experimental lessons of different countries and analysis of survey results, the thesis promoted recommendations to complete tuition fee policies in public university in Vietnam.

The thesis promoted recommendations to complete tuition fee policies in public university in Vietnam. These recommendations could be implemented at MOET and universities.
