FISCAL POLICIES

FI0130 Fraud, Waste, and AbuseUpdated 07-01-06

To comply with the 2004 Higher Education Accountability Act, FI0130 was divided into two policies: FI0130 Fraud, Waste, and Abuse and FI0131 Cash Shortages and Property Losses, to better distinguish between the larger issue of fraud and employee involvement and the more commonly reported shortages/property losses (non-employee involvement). The state's coverage limit for the public employees blanket bond was raised from $100,000 to $1 million; and the deductible was raised from $10,000 to $100,000 for each occurrence. Employees who handle third-party funds as part of their official duties are covered under the state's blanket bond policy when a fund is established in IRIS.

FI0131 Cash Shortages and Property Losses New07-01-06

If a campus or institute has no police department, cash losses from robbery or apparent burglary and theft or losses of UT property should be reported to the campus or institute business office andto the local police department. Also, the amount of a cash shortage to be reported to Internal Audit was raised from $50 to $250.

Effective July 1, 2006, the $300 threshold for entertainment expenditures approved by Chief Business Officers is increased to $500.

HUMAN RESOURCES

HR0129 Performance ReviewUpdated 07-01-06

The policy was updated to include the planning of professional development activities for the employee to be accomplished during the next review period and to establish January through March as the time for reviews to be conducted in order to coincide with budget planning. Additionally, it was clarified that the completed performance review summary forms are to be sent to human resources.

HR0310 Continuous Service CreditUpdated 07-01-06

Instances in which continuous service credit criteriaare used, were updated.

HR0390 Tax-Deferred Income ProgramUpdated 7-01-06

Updates were made to reflect the new deferral amounts which are matched by the university.

HR0397 Workers’ CompensationUpdated 7-01-06

This policy was revised to provide clarification and a more systematic organization of information regarding the following topics: eligibility for coverage; reporting timelines; procedural responsibilities on the part of the injured employee, department/supervisor, campus workers' compensation human resources representative and system workers' compensation office; and guidelines for communication between injured/off-work employees and departmental supervisors.

HR0432 Longevity PayUpdated 06-01-06

The policy has been updated to reflect current guidelines.

HR0445 Overtime CompensationUpdated 06-01-06

This policy was clarified to reflect for overtime compensation that regular employees normally receive compensatory time off; term and student employees receive compensation; employees with multiple appointments at different salary rates receive any overtime pay at the weighted average hourly rate; and occasional and sporadic work has been defined as working 12 or fewer events and some examples of this work have been included.
