SUBJECT:INSTALLATION OF BULK WATER METERS TO PRIVATE
DISTRIBUTION SYSTEMS

A.GENERAL:
In this Policy Directive, unless specifically identified otherwise, the term “Engineer” shall mean the person appointed from time to time as the Municipal Engineer by Council, or the Municipal Engineer’s designated representative.
B.INTRODUCTION:
The implementation of a bulk meter installation by the City of Chilliwack must be based on the following criteria:
1.The development will utilize a private fire main and/or domestic water distribution system to service individual complexes, houses, dwelling units, townhouses, apartment units, recreational sites, facilities or similar arrangement of building(s) utilizing more than one water service connection on a singleproperty.
C.BULK WATER METER INSTALLATION:
At the discretion of the Engineer, a bulk water meter and chamber shall be installed with the following conditions:
1.The bulk water meter shall be of suitable size as specified by the applicant’s engineer and as approved by the Municipal Engineer; and
2.The bulk water meter and chamber shall be installed adjacent to the property line of the property to be serviced, and shall be located within the boulevard area of a City road allowance which contains a road constructed to the extent that easy vehicle access to the bulk water meter is available; and
3.The bulk water meter including the remote read device shall be supplied and installed by the City, at the expense of the applicant; and

- The bulk water meter and chamber shall conform to the requirements of the Subdivision and Development Control Bylaw #2227 and the Waterworks Rate and Regulation Bylaw No. 2175 and any subsequent revisions;
- The bulk water meter and chamber shall conform to the City of Chilliwack Master Municipal Standard Drawings and Specifications for outside meter installations and service connections; and
- The bulk water meter and chamber shall utilize a backflow prevention device, check valve or similar unidirectional flow control device to prevent the flow of water from the subject property to be serviced, to the City water distribution system.
- Where the water system being installed would contain a fire main service, the bulk water meter and chamber shall be sized and designed to the meter both domestic and fire flows.
D.CONDITIONAL WAIVER:
The City may, at the Engineer’s discretion, waive the requirement for a bulk water meter installation contingent on, but not limited to, the following conditions:
1.The subject watermain will become the property of the City after a specified date, period or condition has been reached and said watermain has been constructed in accordance with the City’s Subdivision and Development Control Bylaw.
2.The watermain will service lands beyond or adjacent to the property under application, and where the watermain crosses private or common property, will be protected by way of a statutory right-of-way granted to the City to provide unrestricted access in order to maintain, repair and replace the watermain.

E.BULK WATER METER BILLING:
Water billing for the consumed water recorded by the bulk meter shall be billed to:
1.The registered property owner, in the case of a multi-unit development on private property, or
- The person(s) of record for the strata management council, in the case of a multi-unit development on strata property, or
- The person(s) of record on the Development Servicing Agreement on file with the City of Chilliwack, in the case of a development on First Nations land, or
- The person(s) of record on the Services Agreement on file with the City of Chilliwack in the case of a development on First Nations land.
F.INDIVIDUAL METERS
At the request of the developer, the City may further install individual water meters at separate units in addition to the bulk meter.
Installation of individual meters shall be at the discretion of the Engineer, and shall be subject to the following conditions:
- The developer shall pay all associated installation costs.
- The individual meters installed within the development shall be consistent with other Engineering Department installations.
- Individual and bulk meters shall be read once during each period. The water and sewage consumption shall be billed on the basis of total consumption as recorded by the bulk meter. Total individual consumptions shall be compared to bulk consumption and any discrepancy shall be pro-rated to the separate accounts on the basis of unit consumption.
