PNHP Western Washington Chapter Strategic Plan

Vision: The United States has a universal, comprehensive single-payer National Health Insurance program.
The Mission of PNHP:Mobilize physicians, other health care workers, and the general public to create a comprehensive, high quality, publicly funded health care program serving all residents of the United States.

General Strategy: Mobilize US health care professionals to utilize their respect and credibility to convince opinion leaders, elected officials and the public about the need for a national health insurance program as the single rational solution to our worsening health care access, increasing costs, and decreasing quality.
Goals – 3-5 Years: Health care for all under a single-payer National Health Insurance program.

Objectives – 1 Year

I. Establish and Develop Chapter Structure:

A. Coordinator Responsibilities:

1. Communications hub for:

a. Local Chapter - email, Google listserve, web site

b. National PNHP Organization

c. Partnership Groups

2. Coordinate General membership and Steering Committee meetings

3. Coordinate Working Committees

4. Coordinate actions

B. Steering Committee:

1. Plan overall strategy

2. Plan general membership meetings

3. Develop officers

4. Oversee finances, PNHPWWA bank account

C. Working Committees:

1. Organization Building Committee

2. Outreach Committee

3. Legislative Committee

II. Activities of Working Committees:

A. Organization Building Committee:

1. Build local membership – physicians, medical students, health care community activists

a. Goal of active participation. Endorsements

b. Local membership drive events at public/community health venues

2. Development statewide movement – encourage other PNHP chapters

3. Develop partnerships with other healthcare reform activist groups

a. Partner on specific political projects

b. Information sharing

4. WSMA participation. ?endorsement of single-payer/NHI at annual meeting

5. Fundraising

a. 50% share of $120 physician level membership fee to local chapter

b. Fund raising events

B. Outreach Committee:

1. Create a Speakers Bureau

a. Recruit members

b. Develop training program for speakers

c. Seek out venues for presentations

2. Develop specific messaging and presentation for business

3. Media relations

a. Establish contacts with local media

b. Author and encourage and assist other members to write Op-Ed’s, letters

c.Meet with editorial Boards to seek endorsement of legislation

C. Legislative Committee:

1. Identify bills at the state and federal levels that deserve PNHP support

a. Foster member campaigns to meet with or write to key legislators involved.
2. Olympia legislation activity

a. Send delegations during the state legislative session to promote health care reform legislation on the Legislature’s agenda.
3. Support candidates in upcoming 2006 elections who make health care a top priority

a. Target state and federal districts that may change the landscape of healthcare reform

b. Identify local PNHP members who can meet with their candidates or representatives and staff to clarify their positions about a single-payer model

c. Because of IRS rules, PNHP can’t directly support electoral candidates, but we can as individuals
4. Seek out representation on and/or pressure health care planning committees & advisory groups:

a. Washington Blue Ribbon Commission on Health Care.

b. National Citizens Health Care Working Group process
