The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is to ensure the social, economic, and political welfare of rural society, especially poor and vulnerable people, through the provision of basic services, strengthening local governance, and promoting sustainable livelihoods.

MRRD is responsible for execution of ANDS rural empowerment and poverty reduction programs through an effective and affordable social protection policy. To achieve this, MRRD develops and executes effective policies, strategies and programs, undertakes resources, mobilization, monitoring, evaluation, research and advocacy and supports coordination and information sharing efforts among the stakeholders.

Objective

The main objective of the Procurement assistant is to coordinate the daily activities within the procurement department of MRRD, strengthen the capacity of the government staff, ensure a living, working harmony with the private sector and related institutions and pave the way for an accountable and transparent procurement manner.

This Terms of Reference (TOR) refer to the position of the Procurement assistant for Regional Programs within MRRD Procurement Department.

Scope of Work

The Procurement Assistant will be responsible to the Regional Programs Coordinator and Procurement Director for all aspects related to the procurement of works and services, and the supervision of all project implementation activities and disbursements. In particular, the Procurement assistant role will include, but not be limited to:

A. General

(i)  Ensure that the Donor and Afghanistan Law on Public Procurement, as described in the Official Gazette and Loan/Grant/Credit Agreements of the Donors, are fully complied with at all stages for procurement of goods, works and services under the Project;

(ii)  Assist in procurement of works and services.

(iii)  Prepare public notices, bidding documents, contracts

(iv)  Participate in bid opening sessions, prepare and record minutes of the sessions.

(v)  Assist in preparing reports

(vi)  Regularly update and keep the record of all proposals and incoming procurement requests

(vii)  to promote entry level skills together with social and employment skills;

(viii)  to liaise with relevant stakeholders involved in working process with procurement department;

Responsible to establish and maintain proper filling system

(ix)  Is responsible for activities\liaisons related to administrative tasks of procurement department;

(x)  Assist in implementation and administrating of procurement procedures and policies

(xi)  Translate the necessary documents from Local Languages to English and vice versa.

(xii)  Occasional visits to provinces.

Qualifications and Experience

·  Must be high school graduated. Bachelor degree in business administration, economics will be given preference.

·  Minimum 2-3 years experience in procurement or contract management for projects implemented by government and other agencies.

·  High levels of personal initiative, motivation, honesty and integrity, and be prepared to undertake on-the-job training.

·  Exposure to or involvement with the procurement of goods, works and services in projects funded by international lending institutions would also be desirable.

·  Knowledge of Afghanistan Law on Public Procurement will be an asset.

·  Excellent computer knowledge (Ms.Office and Internet)

·  Strong interpersonal skills

·  Should be fluent in spoken and written of local languages and English.
