Local 2017Playing Rules – T-Ball Division

1.Introduction

These rules restate or supplement the rules found in the Little League 2017Official Regulations and Playing Rules. It is the Manager’s/Coaches’ responsibility to read and understand the Local Rules and the Little League Official Regulations book. Any questions or clarifications should be referred to the Chief Umpire or the board of Directors Rules Committee. Supplemental rules are intended to add value in creating a fair and competitive game play.

1.1.Player and Coach’s Code of Conduct

  • Each team is responsible for cleaning their dugout of trash after each game and practice.
  • No jewelry (rings, watches, earrings, necklace etc) shall be worn during practices or games. The only exception to this rule will be medic alert jewelry or certain religious jewerly.
  • No player, manager or coach wearing a hard cast may participate in the game outside the dugout.
  • During a game all players shall remain in the dugout or designated bullpen unless they are playing a defensive position,, batting or a base runner.
  1. Player Safety
  • Athletic supporters and protective cups are required for all players including practice (female players excluded).
  • Players in the Pitchers position are required to wear a helmet with a facemask.
  • Players in the Pitchers position are required to wear a heart guard.
  • Games will be cancelled if the temperatures and heat index are below 40°F or above 100°F.
  • Players are only allowed to have a bat in hand is when they are up to bat, especially in the dugout.

1.3.Assigned Team

  • Teams will be assigned by coach’s choice or by parent request.
  • Any player or coach requesting the re-assignment of any player for any reason, shall be facilitated and approved by the Player Agent and if necessary the Board of Directors.

2.Overall Game Play

2.1.Time Limit

  • All games will have a 60-minute time limit.
  • Game will be over and official at the end of 60 minutes from the first placement of ball on the tee.
  • The games shall be no more than 4 innings.
  • Home team is responsible for bringing the tee and keeping track of time.
  • A new half inning begins immediately after the last batter has completed his/her at bat. No inning shall begin after 8:30 p.m. A game may be called on account of darkness, weather, or playing conditions at any time upon agreement of both managers.

2.2.Team Standings

Score and standings shall not be kept. There will be no standings as the division is purely instructional.

2.3.Coaching Staff

When a team is in the field (defense), all League approved managers and coaches for that team shall be allowed on the field for instructional purposes. If a player remains in the dugout for any reason, a League approved adult must remain in the dugout with him/her.

2.4.Approved Help

  • Only registered players, managers, coaches, and other approved league volunteers are allowed in dugout or on the playing field during games and practices.
  • When any player(s) are in the dugout , anadult manager or coach is to remain in the dugout with the player(s)at all times.
  • Any parent that offers to help and that will have direct contact with the players must complete a volunteer application and submit it to the league for approval.
  • All volunteers must be approved by the league prior to any form of player interaction.

2.5.Make-Up Games

  • Manager will attempt to make up any games cancelled or delayed due to weather.
  • There will be no double headers.
  • Teams may play a game in lieu of practice upon agreement of both managers.

2.6.Umpires

  • There are no League approved umpires in T-Ball.
  • The manager of the batting team will be the umpire until all players have batted.

2.7.Approved Equipment

Games will be played with a League approved baseball.

Games will be played with League approved bats.

3.Defensive Rules

3.1.Fielding

  • All players play defense on the infield.
  • A player choosing not to play defense shall remain in the dugout. See section 2.4

4.Offensive Rules

4.1.Batting

  • An offensive team manager or coach shall place ball on the tee for his/her own team
  • Every player must appear on the batting roster.
  • No bunting.
  • The offensive team continues batting until all players have batted.
  • At such time, the offensive team manager will notify the defensive team that the last batter has batted.
  • All batters bat until they have hit the ball into fair territory.
  • To be fair, a ball must travel beyond a 10-foot arch from home plate and be in the field of play.

4.2.Base Running

  • No stealing.
  • Even if a runner is tagged out at a base, they may stay on that base. This allows the players to learnbase running (ie 1st to 2nd to 3rd to Home).
  • Fair batted balls that do not leave the infield will limit batters and runners to one base.
  • A batted ball that reaches the outfield grass in fair territory on the fly will be considered a Home Run. Aatted ball that reaches the outfield grass in fair territory on the ground will be considered a GroundRule Double. All runners advance 2 bases from where they started.
  • If there is no play on any of the runners, the runners, if between bases, can continue to the next unoccupied base.
