5. / Public Hearing - Relative to Agenda Item #23, “Authorize - Land and Building Lease Agreement with MGL Airport Realty, LLC for 123 Air Cargo Road (former USAirways Reservation Building) at Syracuse Hancock International Airport for land (217,800 sq. ft./5 acres) and a building (24,800 sq. ft.) for the period of fifteen years when MGL Airport Realty, LLC will purchase the building for $1.00. The land lease will continue for twenty five years with five 10-year renewal options with the approval of the Mayor and the Common Council. 9-0 / Amend - Ord. #526 (10/15/90), “Adopt - A new administrator for the City of Syracuse’s Flexible Benefits Plan. Authorize contract with Upstate Administrative Services for a two-year period, 1/190 through 12/31/92. Payment of $3,500 for the first year and $2,200 for the second year. Total cost not to exceed $5,700.” Amend to assign the contract to MVP Health Care, which purchased Upstate Administrative Services, to administer the City’s Flexible Spending (125) Plan for City Employees and add a Transportation Spending Account option to pay for commuter parking or public transportation. The administrative fee per participant is $5.00 per month for the medical expenses and/or child care expenses account and $2.75 per month for the transportation account. The yearly charge to the City is approximately $6,000. The savings to the City for the spending accounts in 2010 is approximately $13,500. The savings for the pre-tax premiums is approximately $82,800. The Mayor has waived the RFP Process. / 546

T / Local Law - Of the City of Syracuse to authorize the enactment of provisions of Section 485-a of the Real Property Tax Law, the Residential-Commercial Urban Exemption Program, to apply to the increase in assessed value due to conversion of non-residential property into a structure used for both residential and commercial purposes. / T

9-0 / Authorize - The Department of Assessment to retain Arrow Appraisal Service to appraise the property located at 1901 Glenwood Avenue tax parcel 089.-11-03.0 and Velasko Road tax parcel 006.-01-01.0 Total cost not to exceed $6,000 for a summary report, $12,000 for a complete trial ready report, $150 per hour for trial preparation and testimony and $75 per hour for staff. All expenses will be shared with the Town of Onondaga in proportion to the property value (24.2% Onondaga, 75.8% Syracuse). / 547
