To start, input an address or outline the area of interest on the Map of Victoria. Then….

Zoom in, Zoom out, Set the scale, Pan. (Click icon first then click on the map for the action)

·  Choose “Zones + Overlays” in the top row of tabs. Also try each separately.

·  Use “ Build Map” to turn map layers on and off

o  In the bottom folder “Victoria”, unclick “Localities” and “Local government” to reduce clutter

o  Consider clicking on “Rivers and Streams”, “Waterbodies” and “Contours”

·  “Refresh Map” to see layer changes

·  A scale around 1:5000 displays property details

·  Choose “Legend” for explanation of codes

·  Use the Printer icon to create a pdf (set the scale, paper size etc) with Legend. Preview the pdf.

Look up a Zone to see its Purpose and what sort of land use requires or doesn’t require a planning permit. However, as the web site says: “You should obtain advice from either a council planner or a planning professional before taking any action which may be affected by a planning scheme requirement.”

The Victorian Traditional Owner Settlement Act 2010 provides for an out-of-court settlement of native title. The Victorian Government recognises traditional owners and certain rights in Crown land and in return for entering into a settlement, traditional owners agree to withdraw any native title claim under the Native Title Act 1993 (Cth) and not to make any future native title claims. The settlement includes a Land Use Activity Agreement which allows traditional owners to comment on or consent to certain activities on public land. The Dja Dja Wurrung Land Use Activity Agreement commenced October 2013.

DELWP requirements for our frog bog on public land

DELWP needs to give landowners consent. DELWP also needs to know whether the council requires a planning permit (in the Public Conservation & Resource zone PCRZ, but not in the Rural Living zone RLZ) because that will require DELWP’s consent as Public Land Manager. DELWP also assesses the proposed activity and steers the consent process required by the Dja Dja Wurrung Land Use Activity Agreement.

Approvals sequence….?

1.  We decide on the location and characteristics of our frog bog

2.  We ask Mt Alexander Shire if a planning permit is required

3.  We ask DELWP to carry out the Land Use Activity Assessment (Dja Dja Wurrung Land Use Activity Agreement)

4.  DELWP also asked us to check requirements for a Works on Waterways Permit –CMA and a Cultural Heritage Management Plan. My initial web checks suggest these are not required.
