Planning Board Meeting Minutes

Monday November 19, 2012

I. Call to order

Chairman Michael Marciniec called the meeting to order at 7:00 pm on Monday, November 19, 2012 in The Planning Department office. Present were members Norman Czech, Andrew Golas, and Kathleen Burns. Thomas Skowyra was absent. Also present were Town Planner, Linda Leduc, and her Administrative Assistant, Nicole Parker, recording minutes.

New Business

1.  Special Permit for a ground sign in the General Business District- The Computer Wiz, N. Main Street, Palmer.

Public hearing notice was read by Town Planner, Linda Leduc.

Present was Frank Lombard, owner, speaking on the Business’s behalf, stated the need for a sign. Reasons given were the need to be more visual and noticeable as well as noting other ground signs being in the neighborhood. It was understood and communicated by all present from Mr. Lombard the sign will be internally lit with solid white light only. Sign will stand 10 feet from the ground on two 4x4 pressure treated posts that will sit in-ground 2 feet. Signs’ dimension will be 37 3/8” high by 61 3/8” wide. The board will expect built measurement from the ground to the sign when work is complete. A. Golas motioned to grant the Special Permit. Seconded by K. Burns. Motion passed 4:0.

2.  Continuation of Site Plan Approval and Special Permit-

Industrial Towers and Wireless, 668 Old Warren Road, Palmer Map 32, Lot 30 sent a correspondence requesting a continuation to the next available agenda, 1/7/2013 at 7pm. T.Skowyra motioned to accept request. Seconded by N. Czech. Voted 4:0

3.  Year End Gravel Reports - Prepeared by John Furman, of Vanasse Hangen Brustlin, Inc., the Town’s Peer Review Engineer.

JJC -acknowledging receipt N.Czech motioned to acknowledge receipt of the report. Seconded by K.Burns Voted 4:0

RB- Acknowledging receipt N.Czech motioned to acknowledge receipt of the report. Seconded by K.Burns Voted 4:0

RDL- Acknowledging receipt T.Skowyra motioned to acknowledge receipt of the report Seconded by N.Czech Voted 4:0

4 Knox Pond construction report #60 – acknowledge receipt

Site inspection conducted on Wednesday, November 14, 2012 to assess the “fair” rating. Board is comfortable with “fair” rating. It was explained that “fair” is an indicator that the area under review shows minor decline. The Board observed “fair” slopes to have signs of erosion. The next stage would be “fair” with a comment of “needs repair”. Repair should be noted in the next report. A “poor” rating signifies immediate rectification of the issue by the applicant. At this time the board discussed the height of an observed slope. T.Skowyra noted that the face had been reduced to a reasonable height. T.Skowyra motioned to acknowledge receipt of report. Seconded by N.Czech Voted 4:0

5 Home MPG Program Re: Energy audits for residents of Palmer

K.Burns spoke of a recent National Public Radio program and how MA residents are taking advantage of the energy audits.

6 Solarize Mass Program

Linda Leduc, Town Planner, updated board on program conclusion.

7 New Counsel Representation

M.Marciniec updated board on new counsel hired by The Town Manager recently. The firm Mirick O’Connell of Worcestor has been hired to represent the town in various capacities. Attorney Steve Madaus will be representing the Planning Board.

II. Adjournment

7:53 - Motion was made by T. Skowyra and seconded by N. Czech. Motion passed 4:0.

III.  Next Meeting Dates: December 10, 2012 and January 7, 2013
