Introduction

Carl D. Perkins Career and Technical Education Improvement Act of 2006 requires the state to use a percentage of leadership funds to support non-traditional occupations or fields (NTO). The Department of Public Instruction (DPI)will subgrant this portion of discretionary funds to school districts for purpose of addressing NTO specifically in Science, Technology, Engineering, and Mathematics (STEM) education.

NON-TRADITIONAL FIELDS—The term ‘non-traditional fields’ means occupations or fields of work, including careers in computer science, technology, and other current and emerging high skill occupations, for which individuals from one gender comprise less than 25 percent of the individuals employed in each such occupation or field of work.

Carl D. Perkins Career and Technical Education Act of 2006 states: No funds received under this Act may be used to provide career and technical education programs to students prior to the seventh grade, except that equipment and facilities purchased with funds under this Act may be used by such students.

Summary of Need

Wisconsin faces the challenge of developing an economy that is more knowledge based than is presently the case.Encouraging a significantly higher number of students to consider careers in STEM could be an important step in remedying this situation.Furthermore there is a gender gap in several STEM occupations along with participation gaps in STEM that have the potential to widen the achievement gap if they are not successfully addressed. Given STEM-related advances and the influence of those advances on the economy, it is critical for all Wisconsin students to have a solid foundation in these areas of study.

STEM education and courses, are an innovative approach to actively engaging, motivating and inspiring learners of all ages.STEM courses actively integrate science, technology, engineering, and mathematics and raise the achievement of all students so they are college and career ready and can successfully pursue a career pathway.Quality STEM education depends upon community and industry partnerships and helps close the technical skills gap between economically disadvantaged students, students of color, and their peers.It is equally as important to address NTO and discover how we can engage the under-represented gender in emerging high skill occupations. STEM education inspires learning which benefits the common good, resulting not only in individual gains in STEM skills, but also in stronger communities as a result of students applying their skills to solve relevant community issues.

Funds

This one-time award of funds is available for CTE STEM activities with a clear NTO focus for January 1, 2019–June 30, 2019.

Eligible Applicants

Only school districtswho are current recipientsof Carl Perkins formula funds (either directly or through a consortium) are eligible to apply. Applications are reviewed based on NTO focus within a STEM field; therefore a school district may submit more than one application based on NTO need.

SUPPLEMENT NOT SUPPLANT—Funds made available under this Act for career and technical education activities shall supplement, and shall not supplant, non-Federal funds expended to carry out career and technical education activities and tech prep program activities.

If your school district currently uses Carl Perkins formula funding to support a NTO STEM activity, you cannot use this grant funding for the same activities. You could however use these funds to expand your NTO STEM activities. Reference guidance on supplanting found at

Funding Availability

There is a minimum of $3,000,with a maximum of $7,000 per application.

Grant Period

Grants shall be for the period of January 1, 2019–June 30, 2019.

All Applications Shall Include

A Career and Technical Education NTO STEM program grant application shall include all of the following components:

  • Summary of the project vision and goals.
  1. Signature
  2. Needs Assessment
  • Innovative, evidence-based STEM program activities designed to address NTO.
  • Relevant connection to the development, implementation, or refinement of a program of study.
  1. Project Description
  • A description of how the NTO STEM program will enhance college and career readiness, close the achievement gap, and encourage traditionally under-represented students in STEM careers.
  • Evidence of collaboration with one or more of the following: Institution of higher education, a business, industry, or a community-based organization that serves youth.
  1. Goals/Objectives
  • Goals with measurable objectives of the proposed NTO STEM program grant.
  1. Evaluation and Sustainability
  • A description of how the NTO STEM program grant will be implemented and sustained.
  • A description of how the NTO STEM program grant will be evaluated.

Applications will be reviewed based on the following primary criteria using the rubric.

  1. The extent to which the measurable program goals, objectives and activities specifically address NTO and clear evidence to be sustainable beyond the grant.
  2. The extent in which the NTO STEM grant connects to college and career readiness and closing the achievement gap.
  3. The extent to which the program design and activities are innovative, evidence-based, and appropriate to the purpose of the NTO STEM program grant and likely to make a measurable impact.
  4. The NTO STEM grant rubric used to review all applications should have been forwarded with this grant application.

All proposals must be submitted on the NTO STEM grant electronic application form and must be completed in 10-point font.
