Rosalie Edes called the Executive Session to order at 3:37 p.m. She asked Council members to agree to have Leanne Winchester participate in the session. Members of the Council agreed.

Rosalie addressed the roll-out date of January 1, 2014 as stated in the side letter. She believes with the current schedule for developing the curriculum faced by the orientation workgroup, a roll-out date of July 1, 2014 is ambitious therefore she proposes a change in the roll-out date to the side letter.

The proposal to the union would push back the full imiplementation date to January 1, 2015. This change reflects the need to pilot the program. A revised schedule would include:

  • January 1- June 30, 2014 Pilot phase focusing on recruitement of participants
  • July 1 – December 31, 2014 Staged implementation of the program. This period would involve required participation with no penalty for not completing orientation within six months of employment.
  • January 1, 2015 Full implementation requiring participation by all new hires, with sanctions imposed for noncompliance.

Rosalie asked for a motion to open discussions with the union. Paul Spooner made the motion to extend the deadline for full implementation of the orientation training to January 1, 2015 and to accommodate a pilot program beginning January, 2014. PCAs participating in the pilot phase will receive compensation. Ann Ackil seconded the motion and it passed unanimously with the following roll-call vote:

Rosalie Edes asked for a motion to adjourn the Executive Session. The motion was seconded and Council members agreed by the following roll-call vote:

The Executive Session ended at 4:06 p.m.
