Instructions to Candidates

Your community has received a budget of 100 million euro from the government. You are a member of the committee that will decide how to best spend this money. The people in the area fall into various groups, e.g., school children, senior citizens, workers etc. The money will be spent with a view to providing buildings and services for the community. At all times the community must ensure that the needs of the various groups are catered for in terms of health, education, transport and jobs etc.

On the following page you will find a list of items that you can spend the money on.

You do not have enough money to purchase all that is on the list; therefore you will need to spend the money wisely, and on the services that you think are the best options for the community thus ensuring that the needs of the community are best catered for.

Each service and building has a price attached to it. Your duty is to decide which services and buildings to spend the 100 million on WITHOUT going over budget.

After you have made your choices (you do this part on your own) and filled in your list you will meet with the rest of the committee.

During that meeting the committee will decide on the final list of items that the community will spend the budget on. This decision will be done on a “consensus” basisand NOT by taking a show of hands or voting etc. Therefore the committee will need to agree on each item before moving on to the next item etc.

When you are choosing your list, you should consider all the needs of the different groups within the community e.g., the young children and the senior citizens etc.

Part 2 – You will now meet with the committee.

The committee MUST agree on a FINAL list of services and buildings for the community and stay within the 100 million budget. The committee’s decision will be made on a consensus basis and NOT on a voting system.

Remember, it will be necessary for you to ensure that your voice is heard so your list is considered along with all the others before the final list is prepared.

NOTE:

The final decision of the committee is binding and cannot be changed later. The committee’s decision will be made with the needs and the welfare of the community in mind. It is the duty of ALL members of the committee to put the needs of the community first NOT just their individual list of choices.

Consensus (NO VOTING) and compromise, along with good solid reasoning is the order of the day!!!
