Project/ Department background
Bringing an end to Female Genital Mutilation (FGM) in one generation is now a growing reality. The Girl Generation will run for five years from January 2014. It will use a wide range of social communications approaches at multiple levels to bring about a cultural transformation in attitudes towards FGM:
·  Globally, it will mobilise a critical mass of people, organisations and networks as part of a powerful and united global movement to end FGM
·  It will raise financial resources to end FGM and promote increased political will to tackle the issue
·  Across Africa, it will support a network of grassroots activists to create a critical mass speaking out for change and supporting social change in communities to end FGM
·  Within ten focal countries, it will strengthen and support national coalitions against FGM, resourcing them with communications expertise and products for social change and accountability
·  Working with the diaspora, it will mobilise people to contribute skills and resources to support efforts to end FGM in their countries of origin
The Girl Generation started in January 2014 with a six month inception phase. It is part of a wider programme supported by the UK Department for International Development (DFID) to end FGM which also includes supporting work at community and policy level, and research and learning to create an evidence base for future work.
The Deputy Programme Director will be based in Option’s office in London, with occasional travel to Africa and internationally.
Main Purpose of Job (Describe the overall objective of the role and how it fits into Options)
The purpose of the Deputy Programme Director post is to support the Global Director in ensuring that The Girl Generation is successfully implemented to bring about a cultural transformation in attitudes towards FGM. The Deputy Programme Director will work closely with the Global Director on the operational delivery of the programme including day-to-day direction and coordination of activities, to ensure effective delivery of project inputs, processes and outputs. She will closely support the Global Director to develop and maintain effective partnerships with a range of key stakeholders, including DFID, consortium partners, the UNICEF-UNFPA Joint Programme on FGM/C, the IAC, members of the Strategic Advisory Group, and others.
(S)he will play a key role in ensuring that the roll out of The Girl Generation follows its vision and strategy, and that it is appropriately adapted to national contexts. She will lead monitoring and evaluation activities, ensuring that learning is effectively captured and disseminated to build the impact of the programme.
Main Duties (Outline areas of responsibility)
·  Supporting the day-to-day preparation, implementation and monitoring of the programme’s workplan to ensure The Girl Generation delivers against objectives and targets, aligning with UNICEF-UNFPA Joint Programme on FGM/C work plans and indicators where possible to facilitate reporting and communication and maximise value for money and impact.
·  Working closely with partners and the core team to translate the global social change communications strategy into a set of operational activities, appropriately tailored in each country.
·  Leading the development and implementation of the Monitoring, Evaluation and Learning framework, including on-going strengthening of mechanisms for monitoring progress and impact.
·  Quality oversight of national level M&E data collection systems and data analysis
·  Ensuring learning is shared between stakeholders.
·  Ensuring that mechanisms are in place for the quality assurance of technical inputs and outputs to meet the standards required in order for The Girl Generation to meet its objectives.
·  Supporting the development of Terms of References to guide technical inputs from across the core team, consortium partners and external consultants.
·  Supporting the Global Director to ensure that the programme complements, works with and builds on other activities through harmonising efforts through joint planning and design with relevant partners
·  Contributing to the drafting of quarterly and annual programme reporting to DFID, and contributing regular updates to other programme communications channels including updates to partners and consortium members, working closely with the Programme Manager and Senior Brand and Communications Strategist.
·  Leading the mid-term evaluation of the programme’s strategic plan
·  Supporting in the publication and documentation of the programme’s results
·  Line managing the regional Monitoring, Evidence and Learning Coordinator
·  Line managing the Diaspora Coordinator
·  Secretary to the Programme Steering Group
Other responsibilities
·  Providing information and updates on programme progress to the Options’ Senior Management, as required
·  Participating in Options’ knowledge management and learning as appropriate.

Criteria / Essential / Desirable
Qualifications
·  Post-graduate degree in relevant subject area (e.g. international development, public health, social anthropology, communications for development/social change communications, monitoring and evaluation) / X
Experience
·  Proven expertise in leading the design and implementation of monitoring, evaluation and knowledge management strategies in the field of social change communications (or similar), using both qualitative and quantitative approaches
·  Strong technical expertise in the field of FGM
·  High degree of competency in working in multiple countries across the African continent, including working within trans-national teams / X

·  Strong skills in managing the operational delivery of complex, multi-country programmes
·  Excellent interpersonal skills, including the ability to bring together diverse groups with different perspectives under a shared goal
