Minutes of the Ballyragget Electoral Area Meeting

Held in Council Chambers, County Hall, John Street, Kilkenny

On Monday 12th September 2005 at 2.30pm

1 Minutes of previous meeting held on 13th June 2005

The minutes were proposed by Cllr M Shortall, seconded by Cllr P Millea and passed.

A number of issues were raised under the minutes:-

a)Drainage at Tubrid near the Valley Inn

M Murphy confirmed these works are due for completion in 2005.

b)Revision of traffic calming proposals at Chatsworth Street, Castlecomer

M Murphy is to investigate when the revision is due to be published.

2 Recreational Grant Scheme

T Walsh made a very informative presentation to the members outlining details of a new grant proposed under the Recreation Funds Policy. The members expressed both support and enthusiasm for this new initiative and also expressed their desire for equity for all areas within the electoral area under the scheme. Members submissions in relation to this scheme are to be channeled via the Area Office to the Community and Enterprise Department.

3 Speed Limit Review

Details of proposed revisions of speed limits were circulated at the meeting. The proposals which were confined to villages were discussed in detail and agreed. The provision of a continuous white line through GalmoyVillage during the next round of road lining was also agreed. Further proposals for speed limit revisions are to be submitted by the members to M Murphy prior to the December Electoral Area Meeting.

4 Review of Public Lighting Programme

Details of works completed under the 4 Year Public Lighting Programme were circulated to the members. M Murphy advised of a figure in the region of €25,000 remaining under this programme. The members agreed the following proposals for additional public lighting in the order presented.

Amendments to the programme were proposed by Cllr M Shortall, seconded by Cllr P Millea and passed.

5Three Year Roads Programme 2006 - 2008

Details of amendments to the three year roads programme, 2006 – 2008 were circulated to the members. M Murphy highlighted to the members the implications on the roads programme as a result of increased oil costs. M Murphy also recommended to the members that the roads programme should be reviewed at the end of each year. The amended Roads Programme was proposed by Cllr P Millea, seconded by Cllr C Connery and passed.

6Any Other Business

A number of issues were raised under Any Other Business:-

Traffic Calming, Clogh

M Murphy confirmed works have commenced and are due to be completed in the coming weeks.

Pedestrian Crossing, Ballyragget

M Murphy advised the members that a site for the provision of a pedestrian crossing in Ballyragget has not yet been identified by the Road Design Section. This decision will be made in the coming week.

Goul Drainage

M Murphy confirmed works to repair damage at Henderson’s Bridge will be included under Discretionary Improvement Works in 2006.

The meeting concluded with a minutes silence in respect of the late Mrs Brennan, Clogh, Cllr John Brennan’s mother.
