The Secretary of the Permanent Council of the Organization presents his compliments to the permanent representatives and is pleased to advise that, in keeping with a request made by the Permanent Mission of Peru (copy attached), the Chair has convened a special meeting of the Council to be held tomorrow, Thursday, February 12, 2004, at 3:00 p.m., in the Hall of the Americas.

The Permanent Mission of Peru to the Organization of American States presents its compliments to the Chair of the Permanent Council and hereby requests that a special meeting of the Permanent Council be convened for Thursday, February 12, at 3:00 p.m. to listen to a statement by the Permanent Representative of Peru, Ambassador Eduardo Ferrero Costa, and to consider a draft resolution on the efforts by the Government of Peru to strengthen the democratic institutional structure in the country.

SUPPORT FOR THE CONSTITUTIONAL GOVERNMENT OF THE REPUBLIC OF PERU
(Presented by the delegation of Peru)
THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,
HAVING HEARD the statement by the Permanent Representative of Peru to the Organization of American States on the political situation in that country;
REAFFIRMING the principles embodied in the Charter of the Organization of American States and the Inter-American Democratic Charter;
HAVING TAKEN COGNIZANCE of the support jointly expressed by the subregional mechanisms for political consultation in support of the democratic institutional framework in Peru; and
TAKING INTO ACCOUNT declaration AG/DEC. 33 (XXXIII-O/03), “Support for Peru in Its Fight against Corruption and Impunity,” adopted by the General Assembly of the Organization at its thirty-third regular session,
RESOLVES:
1. To express its full and decisive support for the constitutional Government of the President of Peru, Alejandro Toledo Manrique, and its efforts to consolidate the democratic institutional process in Peru, in particular through initiatives to elicit broad national consensus to that end.
2. To reiterate that stable democratic processes in the region are a shared objective of the hemispheric community, as is the fight against poverty and corruption.
3. To urge all political and social forces in Peru to guarantee the success of the efforts being made to give the Government the national consensus needed to ensure democratic stability.
