Present: Representative Powers,Representative Koutnik, Representative Marietta, Representative Carson

Also present: Penney Gentile

Representative McCartywas unable to attend.

Penney Gentile requested an executive session to discuss the matters leading to the appointment, employment, promotion, demotion, discipline, suspension, dismissal, or removal of a particular person. Representative Koutnik moved for approval. Seconded, Powers. Total: 2,021; Ayes: 1,241; Absent: 780- McCarty and Bliss. Motion carried.

The committee reconvened.

Penney Gentile discussed reviewing some of the grades for certain CSEA positions and potentially changing some of them.

The committee discussed how certain positions are getting upgraded when it becomes vacant.

Representative Powers discussed it being difficult to re-establish M/C salaries where they need to be and stated there needs to be some incentive tothe M/C staff for their responsibility.

Dan Crowell, Treasurer, discussed the model for M/C raises that was presented at the Budget Review Committee noting that the fund balance is strong and the IGT funding that will be forthcoming soonis more than what was anticipated. Penney Gentile stated that she and Dan Crowell will be taking the M/C raise proposal back to the Budget Review Committee.

PUBLIC SECTOR HR CONSULTANTS, LLC PRESENTATION- RONNIE TRAVERS

Present: Representative Powers, Representative Marietta, Representative Koutnik, Representative Bliss, Representative Stuligross, Representative Carson, Board Chair Clark, Heidi Bond, Susan Matt, Doug Czerkies, Carol McGovern, Brian Pokorny, Frances Wright, Bill Mason, Tony Gentile, Penney Gentile, Eve Bouboulis, Mary Jane Waters, Allen Ruffles, Dan Crowell

Ronnie Travers from Public Sector HR Consultants, LLC presented on a salary administration program for Management/Confidential positions discussing the following including but not limited to:

-Look at the internal equity-examine the internal relationships between positions within the County

-external competitiveness-county comparisons

-Point Factor Method-define compensable factors, break down factors into degrees and assign a weight to each factor

-Knowledge and Skills- look at education, experience, communication skill, and any specialized skills

-Responsibility and Complexity

-Supervision and Leadership- type and scope of supervision

-Environmental conditions- exposures in the workplace

-Building the salary structure- determine benchmark positions, develop “midpoint payline”, develop salary ranges

-Compa-Ratio calculations- identify employees who are paid below minimum and employees who are paid above maximum; competent employees should be paid near the midpoint

-Program implementation- create salary Administration manual , educate and train HR staff, communication of program

-This program will take an objective, systematic approach to compensation management and puts OtsegoCounty on target for sound fiscal management and positive employee relations

-Representative Clark asked if the benefits package is factored in to this model, Ronnie Travers stated that it is not done as part of the initial process

-Bill Mason, Highway Superintendent asked about how to factor in the number of hours actually worked

-Susan Matt, Director of Community Services asked about contracts and how they should get worked in

-Representative Bliss asked about a timeline for implementation of the plan. Ronnie Travers stated about 4-6 months.

Ronnie Travers stated that she will submit a written proposal to the Personnel Director to move forward.

Representative Koutnik moved for approval to move forward with getting a proposal from Public Sector HR Consultants, LLC. Seconded, Bliss. Total: 2,021; Ayes: 1,646; Absent: 375- McCarty. Motion carried.
