Performance-based INFORMATION MANAGEMENT (PBIM)

SUMMARY
The concept of performance-based information management (PBIM):
  • submitted as a Working Paper to ANC/12; and
  • ANC/12 accepted the concept.
Action: The Study Group is invited to review the concept described in the study note and detailed in the presentation.

1.INTRODUCTION

1.1The way information is managed needs to evolve to support the ICAO aviation system block upgrade initiative. The timely exchange of high quality, secure information across borders is fundamental for future air traffic management service provisions. Adoption of common performance standards, business rules and exchange models is critical to optimize the ability to deliver seamless information services in a globally harmonized fashion.

2.DISCUSSION

2.1 The United States’ concept of Performance Based Information Management (PBIM) focuses on globally harmonized information throughout its lifecycle. PBIM will help form the foundation for a framework of how the global ATM community will manage information in the future.

2.2 Today’s world of information technology is rapidly transforming. PBIM builds on the oversight practices of today by adding performance based measures, thereby transforming the regulatory processes from a rigid oversight framework to one that adds more dynamics. PBIM provides a mechanism to facilitate global harmonization, interoperability and situational awarenessToday’s world of information technology is rapidly transforming. 2.3 In its working paper, the US suggests a series of information management principles to begin discussions with our international partners. The US believes PBIM must also be implemented through strategic planning initiatives and the monitoring and measuring of management and operations from both the implementing organization and the regulator.

2.4 The ultimate goal is to deliver effective information services to support global harmonization and situational awareness as the world transitions from paper products to a digital information environment.

3.ACTION BY THE AIS-AIMSG

3.1The AIS-AIMSG is invited to:

a)note the contents of this Study Note and accompanying presentation;and

b)based upon ANC/12 acceptance, include the PBIM concepts in relevant ICAO documents and publications.
