The Pennsylvania Narcotic Officers’ Association will host a three (3) day seminar at the Holiday Inn East in cooperation with MAGLOCLEN, and the U.S. Attorney’s Offices from the Middle, Eastern and Western Districts of Pennsylvania.
DATE:
The conference will begin at 12:00 PM on Wednesday, March 28, 2012 and concludes at 12:00 PM on Friday, March 30, 2012. Registration will be conducted on Wednesday from 9:00 AM to 12:00 PM.
Registration Fee:
Seventy dollars ($70.00) covers the cost of the conference incidentals. Please mail the registration to the PNOA, P.O. Box 249, Mountaintop, PA 18707-0249 no later than Monday, March 19th, 2012. Business casual dress and pre-registration are required for this conference. No registrations will be accepted at the door without prior approval. Department ID will be required at time of registration. Conference activities are limited to conference attendees only.

LODGING:
Lodging is available at the Holiday Inn East. A package plan has been arranged which includes two (2) nights lodging, two (2) buffet breakfasts, a dinner voucher for Wednesday night (in the hotel restaurant) and a dinner on Thursday, March 29th, 2012. The cost of the package is $213.00 per person based on double occupancy and $303.00 based on single occupancy. All hotel reservations MUST be made on a Holiday Inn Reservation Form. Las Vegas, Nevada. Dr. Murphy is a renowned motivational speaker and has lectured throughout the world on a variety of Law Enforcement Topics. Dr. Murphy will address stress and how it affects people in high stress jobs such as ours.

Course will cover basics of cell phone technology, information and data contained within the cell phone, forensic methods used in retrieval of information, cell site analysis and information available from service providers.

Larry O’Neill – Philadelphia P.D. –Criminal Intelligence (Retired)
Current - LEC-MAGLOCLEN
Course will cover membership process, current trends, rivalries, local people involved, officer safety, Outlaw Motorcycle Gangs history and recognition. A former member of an O.M.G. will speak about the lifestyle of the Outlaw Biker.

PARCEL INTERDICTION
Detective Jerry Peters – Columbus (Ohio) Police Department
HIDTA Unit
Course will cover characteristics and indicators common to parcels and freight containing contraband, methods utilized to assist the Narcotics Officer in developing partnerships with the common carriers, search warrant issues, utilizing narcotic canines in parcel interception and types of equipment needed for controlled deliveries.
ONE POT LABS MORE
Dennis Lowe - Special Agent, Ohio Bureau of Criminal Investigation
Course is designed to give attendees a comprehensive but basic understanding of the primary methods of meth manufacture encountered throughout the United States, with an emphasis on “One Pot/Shake-n-Bake” method. There will be an emphasis on the physical hazards associated with these meth clandestine labs.

TACTICAL FIRST AID FOR STREET OFFICERS
Dr. Scott Goldstein – Chief of Tactical Medicine
Albert Einstein Medical Center
Course will cover current abuse of bath salts and synthetic marihuana. Dr. Goldstein will also do a presentation on Tactical First Aid for Street Officers. Presentation will cover techniques Officers should know and certain items every Officer should carry which could save theirs or another Officers life during a tactical situation.
DRUG FIELD TESTING CERTIFICATION
Jack Thorndike – Sirchie Labs
Officers will be certified in drug field testing. A separate certificate will be issued for this training segment.
