FOOD HYGIENE RATING (WALES) ACT 2013

PREMISES: COURTYARD RESTAURANT AND GARDEN COFFEE SHOP, POWIS CASTLE, WELSHPOOL

I refer to my visit to the above premises on the 2nd October 2015. The attached schedule details work which requires your attention.

Schedule A details the work needed to comply with the law and so to improve your future rating under the national food hygiene rating scheme. This work or work considered equally effective must be completed within the immediate future.

Only those matters observed at the time of the inspection have been listed and they are not necessarily a comprehensive list of all contraventions associated with your business undertaking. It is the responsibility of the person carrying out the business undertaking to ensure that the requirements of the law are met at all times. The remedies are not intended to be definitive and any other works that achieve the same end may be acceptable. The recommendations are intended as a guide to good practice.

As a result of your inspection, you have received the following food hygiene rating:

Any queries relating to the Food Hygiene Rating should initially be discussed with the inspecting officer in order that any disputes may be resolved informally. However, if you still consider that the rating is unjust, you may Appeal within 21 days of this Notification.

Please Note: If you do not appeal within 21 days of receiving this letter, your rating will be made public on the national web-site, and you will be required to display the rating sticker in a conspicuous place where it is capable of being easily read by customers, at or near each customer entrance to the establishment. Failure to display your rating sticker correctly is an offence.

Any previous rating stickers you may have must be removed from display and destroyed. Failure to remove previous ratings from display may constitute an offence under the Act.

Forms for lodging an appeal, providing a response to a rating (right to reply) or requesting a re-rating inspection, including more general information about the scheme can be found at Paper copies of these forms will be provided on request. Appeals should be made in writing to Mr S Lauder, Senior Environmental Health Officer, at the address at the top of this letter. The enclosed leaflet provides more information on appeal, right to reply and requesting re-rating inspections.

Re-rating inspections are chargeable and currently cost £150; this fee must be paid before a request for re-rating can be accepted.

Also, enclosed with this letter are 3 stickers for you to display your rating at your premises.

I do not intend to revisit to check compliance with this letter. A copy will be kept on file and will be referred to during the next routine inspection.

SCHEDULE A – LEGAL REQUIREMENTS

You are required to address the following contraventions of food safety law before the highest rating can be given:-

Compliance with Food Hygiene and Safety Requirements

  1. Currently the same wrapping materials are used for ready-to-eat food as is used for raw food wrappings. At the time of the visit, I could see polythene bags used for putting dry products in and also saw raw bacon stored in one of these bags. The Food Standard Agency’s E.coli Guidance document; states that materials used to wrap and/or pack ready-to-eat foods must be stored in a designated area and the wrapping material must be kept free from contamination at all times. Since the bags are used for raw food also, they may be contaminated when the bag roll is handled. Provide one set of bags for ready-to-eat food wrapping and one set for raw meat wrapping and store in a manner that does not subject them to contamination prior to use. (Regulation (EC) No. 852/2004, Annex II, Chapter IX, para.3).

Courtyard Restaurant

  1. The castor wheels on the moveable equipment in the kitchen were dirty. Thoroughly clean these. (Regulation (EC) No. 852/2004, Annex II, Chapter IX, para.1).

  1. The lower legs on the tray trolley stored in the wash-up room were dirty. Thoroughly clean these. (Regulation (EC) No. 852/2004, Annex II, Chapter IX, para.1).
  1. The wall underneath the dishwashing equipment was dirty. Thoroughly clean this wall area. (Regulation (EC) No. 852/2004, Annex II, Chapter IX, para.1).
  1. The lower painted wall area and door frames around the entrance to the wash-up room were flaking paint. (Regulation (EC) No. 852/2004, Annex II, Chapter IX, para.1).

6.The refuse containers in the kitchen and other food lids did not have lids. All refuse containers must be fitted with close-fitting lids to prevent access to flies and reduce unwanted smells. (Regulation (EC) No. 852/2004, Annex II, Chapter VI, para.2).

In your policy, it states that only bins for dishwasher waste discharge may be unlidded; and other bins will be pedal bins.

  1. A few flies were seen in the kitchen at the time of my visit. These pests carry food poisoning bacteria and will contaminated surfaces they land on.

The electric fly killer was not working. Ensure the electric fly killer is mended as soon as possible. In the meantime, protect food from contamination and regularly sanitise work surfaces. (Regulation (EC) No. 852/2004, Annex II, Chapter IX, para.1(d)).

  1. The stainless steel table/worktop adjacent to the hot bain marie was dusty, some of it directly above the plate storage area. Thoroughly clean this unit. (Regulation (EC) No. 852/2004, Annex II, Chapter IX, para.1).

Garden Coffee Shop

  1. The skirting boards in the preparation area and down by the dishwasher were dirty. Thoroughly clean this area. (Regulation (EC) No. 852/2004, Annex II, Chapter IX, para.1).
  1. The under counter area, especially the bottom shelves at the back were dirty. Thoroughly clean this area. (Regulation (EC) No. 852/2004, Annex II, Chapter IX, para.1).
  1. High level cleaning is necessary to remove cobwebs from the ceiling and beams above the dishwasher area and servery counter. Thoroughly clean these areas. (Regulation (EC) No. 852/2004, Annex II, Chapter IX, para.1).
  1. The container in which empty milk bottles are placed for recycling was dirty. Thoroughly clean this item. (Regulation (EC) No. 852/2004, Annex II, Chapter IX, para.1).

  1. The cleaning equipment (the two brooms) were dirty and needed to be cleaned since they are stored in the preparation room. (Regulation (EC) No. 852/2004, Annex II, Chapter IX, para.1).
  1. Cobwebs were evident down the side of the refrigerator unit in the preparation area, and down the side of the dishwasher and adjacent wall area. Thoroughly clean these areas. (Regulation (EC) No. 852/2004, Annex II, Chapter IX, para.1).

  1. Ensure cleaning regimes are carried out in accordance with your in-house policies. The Garden Coffee Shop in particular I felt could have been a lot cleaner. (Regulation (EC) No. 852/2004, Article 5, para.1).
