The staff bank has been established in Peninsula Dental Social Enterprise (PDSE) to supplement our permanent team and help with peaks and troughs of activity and to provide cover for planned and unplanned shortfalls in staffing, covering vacancies and staff absences as well as bringing specific required skills for short periods of time.
We offer ad hoc, flexible shifts that can work with personal circumstances and commitments. Once on the bank register, you will be contacted with details of the shifts available which you can offer to work.

Joining the PDSEBank – essential information
Quality lies at the heart of all that PDSE does and it therefore seeks to ensure that the best people for the job are available through the PDSE Staff Bank. As an NHS provider, PDSE is required to be registered with theCare Quality Commission(CQC) and, as part of this registration is required to comply with theHealth and Social Care Act 2008 (Regulated Activities) Regulations 2014(as amended)and theCare Quality Commission (Registration) Regulations 2009.The Regulations outline a set of fundamental standards which must be met, including having robust recruitment and employment practices in place to verify a person's suitability for the job they are being appointed to do. PDSE demonstrates that it is in compliance with the relevant fundamental standards by undertaking the checks outlined within the NHS Employment Check Standards.The NHS Employment Check standards apply to all applications, including permanent and temporary staff and staff working on a bank.The process ensures that everyone working for PDSE has passed the following checks:
- Identity
- Right to work
- Professional registration and qualifications
- Employment history and references
- Criminal record and barring
- Work health assessments

How do I join?
To ensure quality of care and that our standards are maintained, it is essential that all individuals selected to join the bank register meet the same criteria as a substantive post holder.
External applicants
An external applicant wishing to join the staff bank register will be required to complete a full application form and will be interviewed by a panel.
In addition, PDSE will carry out all the required pre and post appointment checks as detailed above.

What happens when I am accepted?
Once all the pre-employment checks are completed, all staff bank workersmustattend aPDSE induction and make arrangements to complete all the mandatory training required.
Uniforms
You will be provided with a uniform if appropriate.
Shift Patterns
Working patterns are generally Monday to Friday, 8.45am to 5.00pm primarily during University term time although there may be limited opportunities outside of term time.

Terms and Conditions of PDSE Bank Employment
Hours of Work
Bank staff must work in accordance with the Working Time Directive. This also applies to staff who are multi post holders, i.e. substantive and bank orbank staff who are employed by another organisation. It is an individual’s own responsibility to ensure they comply with the Working Time Directive.
Payment
Payment will be made in accordance with PDSE terms and conditions, monthly in arrears against timesheets submitted by the payroll deadline, fully completed and authorised by the appropriate manager.Failure to submit timesheets prior to the deadline (normally the 15th of each month) for Payroll processing will result in a delay of payment.
Hourly rates of pay are used based on PDSE point B of the relevant pay band. Bankemployees are entitled to pro-rata annual leave. PDSE calculates the cash value of annual leave entitlement and pays this as an addition to the basic hourly rate. Indicative rates for 2015 are shown below.
Band 2£8.81 per hour

Pension Scheme
PDSE will automatically enrol bank staff into the Scottish Widows workplace pension scheme who:
- are not already in a workplace pension scheme
- are aged between 22 and State Pension age
- earn more than £10,000 a year in PDSE employment
- work in the UK
Sickness
Any periods of sickness should be notified to the manager and dealt with in accordance with the PDSE sickness absence policy. There is no entitlement to occupational sick pay, but Bank staff may be eligible to receive statutory sick pay in accordance with Benefit Agency regulations provided they meet the required earnings level and submit the appropriate sick notes. Should sickness absence be due to a work related injury in PDSE employment, advice should be sought from Human Resources and or Occupational Health as appropriate.
Professional Registration
Bank staff are required to maintain professional registration where appropriate. Bank staff who allow their professional registration to lapse will be contacted and suspended from duty on no pay with immediate effect. If bank staff fail to reregister within a reasonable length of time their contract of employment will be terminated
Training
In order to remain employed on the bank, all bank staff must complete the mandatory training requirements for their discipline on an annual basis. Managers must ensure attendance on mandatory courses. Failure to attend the mandatory courses during the financial year will result in the individual being unable to work any shifts until successful completion of the course.
Annual appraisal/review
PDSE staff members will continue to have an annual appraisal which will include their work for the Bank. Non-PDSE staff will have an annual review.
Booking/ Cancellation of Shifts
On accepting a shift it is the individual’s responsibility to ensure they arrive on time for work. Failure to attend for a pre-booked shift will be deemed as unauthorised absence and will be dealt with accordingly and could lead to disciplinary action. After accepting a shift the individual must give at least 48 hours’ notice to the manager should they be unable to attend. Should a shift need to be cancelled the appropriate manager will endeavour to give 24 hours’ notice of the cancellation. Should less than 24 hours’ notice be given, bank staff will be eligible to claim two hours payment in lieu of the cancelled shift from PDSE. If 24 hours or more notice is given, no payment will be made.
Work Refusal
All offers of work to bank staff should be recorded by the bank co-ordinator. All refusals of work should be recorded along with the reason for a refusal. Bank staff who fail to work any shifts for PDSEduring a six month period will be contacted to ascertain their intention to remain on the bank. A failure to respond will be regarded as a termination of contract by the individual. Failure to work any shifts in a 12 month period will be regarded as a termination of contract by the individual and a P45 will be issued.
Standards/ Codes of Conduct
All Bank staff are expected to comply with PDSE standards of conduct and rules and regulations as stated in PDSE policies and procedures. All registered grades are bound by their own Professional Code of Conduct and any breaches may be reported to the relevant body.
