JOB PURPOSE

·  To assist in the management of the effective provision of customer focussed services in line with current legislation, appropriate business plans and service requirements provide supervision in cases of complex need.

·  To supervise the Team around the Family employees, enabling them to carry out their functions as required from the Families First Grant.

·  To be responsible for managing thresholds of intervention and promoting the use of the Joint Assessment Framework (JAFF) within a multiagency context. To act as a social work reference point for advice and guidance for team members.

·  Holding responsibility for social work risk assessment and decision making.

·  To work with team members to ensure that workloads reflect their individual skills and level of competence.

·  To promote evidence based practice to deliver better outcomes for children and their families.

·  To promote a Signs of Safety approach and to support the Practice Signs of Safety Leads in the Team around the Family.

PRINCIPAL RESPONSIBILITIES

·  In addition to the above primary responsibilities the Assistant Team Manager (ATM) will be required on the direction of the manager to undertake monthly supervision and feedback on performance.

·  To undertake annual Performance Reviews for TAF employees.

·  Provide opportunities for professional self-development

·  To work within the preventative agenda supporting families to access services to prevent the escalation of need.

·  To provide a link with Social Services in the event of escalation of need.

·  Integrate the Signs of Safety approach within the Team around the Family practice.

·  To assist the Manager allocate work appropriately to TAF workers and the Community Nursery Nurses.

·  To undertake appropriate risk assessments as required when supporting staff working with children and their families and to review risk assessments.

·  To ensure that the quality of service provided is of the highest standard in terms of customer focus, professional competence and timeliness.

·  To ensure that policies and procedures relating to the service are operated and monitored. Where service gaps are identified, to take a proactive approach to addressing the shortfall via line management

·  To use business objects in order to provide accurate and evidential reports of work undertaken with families in relation to outcome focussed planning and to assist service development.

·  To chair multi agency meetings to develop TAFF/ Family Support Plans.

·  To assist the Families First manager in supporting the anti-poverty grants and aligning services delivered to prevent duplication.

·  To work closely with the business support to provide quarterly data and narrative reports for submission to Welsh Government. To assure quality assurance and cost benefit mechanisms are implemented in order to monitor and evaluate the TAF process of intervention.

·  To represent Pembrokeshire TAF at Regional and National Level including account meetings with Welsh Government.

PERSON SPECIFICATION

·  Educated to Degree level with an appropriate social work qualification for the specific post, registration as a social worker with the Care Council of Wales.

·  A recognised management qualification or commitment to undertake management training as prescribed by the Authority

·  Experience of working with children and families. Theoretical and practical experience of the delivery of customer focussed services, experience of working with complex issues that impact on children and their families.

·  Theoretical and practical experience of staff supervision.

·  The ability to be actively involved in the setting and supporting of customer orientated goals.

·  Experience and understanding of evidence based practice and the ability to contribute positively to the team’s performance.

·  An ability to work independently and as part of a multi – agency team.

·  A thorough working knowledge of the Microsoft suite of software.

·  Experience of providing clear, concise written and verbal reports.

·  To be able to represent the Department positively in strategic planning forums.

·  Valid driving licence and car available for work.
