Minutes of the Full Council meeting on22nd May 2017were received and approved as a true record of the meeting.

128/17 / To receive Chairman’s announcements
The Chairman made the following announcements:
- The Parish Council has received a request from an ITV reporter for a member of the Parish Council to take part in an interview about the Gurkha Street names at Crookham Park. There were no Councillors that felt they had sufficient knowledge to participate and suggested the reporter contacts the Gurkha Welfare Trust or Taylor Wimpey.
- The clerk has resigned on the 22nd May 2017, she is on one month’s notice but will help out until a replacement is appointed. The role has been advertised on the HALC and SLCC websites. The closing date was 13th June and 3 applications were received. 2 of which were interviewed
- Councillor Julia Adams resigned on the 12th June, this vacancy will be filled in July.
- Street Snooker is to be held on Thursday 27th July – HB and HC volunteered to assist.
- FACC meeting 6th July,2.00pm, Rushmoor Borough Council offices, No councillors were able to attend. The clerk will give their apologies.
- QEB transport steering group meeting - Wednesday 5th July at 10.00am in committee room 2 at the civic offices. Cllr. Burford is unable to attend Cllr. Butler will confirm if she is available.
- Community bus service meeting: 7th, 11th, 12th and 14th July during the day or early evening. Cllrs Butler and Connolly are available to attend on the 11th and 12th July. Meeting date to be confirmed.
- Reminder for councilors to review and update their interest forms

129/17 / Public Session
An opportunity for members of the public to bring matters to the attention of the Parish Council (3 minutes per person, 15mins’ maximum)
A local resident raised concerns about the recent increase in anti-social behaviour and wanted to know if it was acceptable to take photos of people that were causing concern. He was advised to call 101 and ask the police. Cllr. Chatfield gave a brief update on the CCTV camera installation timetable.
Cllr. Jenny Radley (HDC) reported that the Church Crookham Societies Heritage list was a useful local document and asked councillors to review it and add details where they could. She also commented on the list of successful grant applications for the Farnborough Airport environment fund which gave out 70K last year to local causes none of which were in Church Crookham. She asked councillors to encourage any local groups to apply to the fund for grants as Church Crookham is impacted by the airport.
Cllr. John Bennison (HCC) gave an update on the recent elections and local Highways projects.
Cllr. Simon Ambler (HDC) reported that the Local plan consultation had received approx. 1000 responses which will take 6-8 weeks to analyse.
130/17 / Parish councillor vacancies
To receive applications for parish council vacancies and to decide whether to co-opt applicants to the vacancy in Gally Hill ward and the vacancy in Church Crookham East Ward.
Three candidates gave a brief overview of why they would like to be considered for the vacancies.

-Councillors considered 3 applications for 2 parish councillor vacancies. After some discussionall three candidates were proposed and seconded as being suitable candidates. Voting took place for each post in turn. It was resolved to appoint Cameron Miller to the Gally Hill Ward and Richard Martin to the Church Crookham East ward. / Clerk
131/17 / Clerk vacancy
To consider appointing a new clerk following resignation of the parish clerk on 22nd May 2017 and interviews held during week commencing June 19th 2017.
The Chairman reported that following the clerks resignation on 22nd May the post had been advertised for two weeks on the SLCC and HALC website and they had received 3 applications including one internal candidate. Interviews took place on the 19th and 20th June. Interviews were conducted by two members of the staff committee and the Deputy Clerk and Clerk.
The staff committee proposed that Claire Inglis is appointed as clerk on grade 31 on a 30 hr week. FTE Salary £27,668 pro rata to £22,433 for a 30-hour week from 1st July. Claire Inglis is currently the allotment and recreation officer for the council and it was resolved that this post will now have to be filled.
It was resolved to appoint Claire Inglis as clerk from 1st July on a 30 hour week at grade 31 FTE salary of £27,668. GS/DM all in favour.
It was resolved to advertise the role of Facilities Officer at 20 hrs per week at grade 20 FTE £19,430 pro rata for a 20 hour week £10,502 for a 20 hour week. GC/GS all in favour.

132/17 / Wheel Park
To receive an update on an increase in anti-social behaviour at the wheel park.
The Chairman gave the following update:
Monday 19th June reports of fight between 15-25 youths, some with bats
Wednesday 21st June report that knives had been seen on the wheel park and knife found on the athletics track by a resident.
Both incidents reported to 101 but police advised that we need to encourage residents to report the incidents directly as when we report them second hand they are considered hear say.
The police were delivering letters to local residents asking them to report any incidents to 101 and there will be some additional patrols in the evenings.
In order to get further police patrols there needs to be more reports to 101.
Police made some arrests on Wednesday evening, still investigating and there will be an increased presence in the area.
Local PCSO Ben Allman and Sarah Hyde are very responsive and visited parish office three times last week.
133/17 / Harlington
To receive a proposal to hold a public consultation on whether Church Crookham Parish Council should contribute to the building of the new Harlington.
The chairman reported the following:
-Alan Oliver presented Fleet Town Councils plans to rebuild the Harlington at a cost 9.8M at the APM on 31st May
-Fleet Town Council have asked Crookham Village, Elvetham Heath and Church Crookham PCs if they would be prepared to contribute. Crookham Village and Elvetham Heath have declined.
-Would need to consider how much and whether Church Crookham PC should get anything in return e.g. seat on the management committee, share of profits/losses if there were any.
There followed a discussion about the importance of a public consultation and raising of the precept.
Cllr Connolly proposed that the Church Crookham Parish Council should not contribute to the building of the new Harlington as it was a long term commitment and they should have been involved at the planning stage. This was seconded by Councillor Scott. 4 in favour 2 against
It was resolved not to hold a public consultation.

134/17 / Grant Requests
To receive grant requests from:
- Victim Support for £100
- Fleet Business Improvement District (BID) Company Limited for £750
It was resolvednot to give a grant of £750 to the Fleet Business Improvement District. Towards the Nutcracker trail to take place 6 weeks before Christmas to help local businesses / Clerk
135/17 / Church Crookham Heritage List
To receive a list of assets in Church Crookham that has been prepared by the Fleet and Church Crookham Society has been working with the Fleet and Crookham Local History Group and to decide if the Parish Council wishes to add any further assets or information about the assets on the list.
It was resolvedthat councillors would review the list and add details to the list via the clerk. The clerk would add the street names and an explanation of where they came from. / Councillors/

136/17 / Parish Lengthsman - 2017/18.
To identify tasks for the parish Lengthsman in 2017/18 within available budget of £1000.
Yateley Parish are the lead parish and book the work with their groundsman. If additional work needed could use Hampshire probation service.
It was resolved toput the following forward for the 17/18 lengthsman scheme.
- Improve sight lines from Malthouse close to Malthouse bridge and cut back bushes so road signs can be seen
- Cut back trees growing over pavement on Aldershot Road and Tweseldown Road so residents can pass
- Clean welcome to parish signs and gateway signs,
- Clean school / Children playing sign Quetta,
- Clear weeds around welcome to parish signs and around canal bridge on Coxheath Road
- Remove Ivy on the island at the Verne where tree was removed.
- Clear out cycle paths along Naishes Lane and Leipzig Road behind build outs.

To agree if Plot 123 (230sqm) should be converted to 1 or more plots as requested by the tenants association and if so how many plots (approx..2 standard, 4 small or 6 starter)
The Chairman reported the following:
Plot 123 Approximate size = 230m2
Standard Plots average – 120m2
Small plots average – 62m2
Starter plots average – 35m2
Waiting list of 13 [2 waiting for Standard; 5 waiting for Small; 4 waiting for Starter; 2 any size]
It was resolved to set up plot 123 as more allotment plots as requested by the tenants association and to split it into as many small plots (62m2) as can be accommodated on the230m2area. / Clerk
139/17 / Bank mandates
To agree to remove Julia Adams and Jayne Hawkins from all bank mandates and to add any new councilors.
It was resolved to remove Julia Adams and Jayne Hawkins from all bank mandates and to add the new clerk Claire Inglis to all mandates as primary user.
The following new councilors should also be added: Cllr. Cameron Miller and Cllr. Richard Martin. Cllr Debbie Moss also agreed to be added to the mandate.

It was resolved to approve the payments for June 2017. GC/HC all in favour. Please see website for Finance report.
It was resolved to accept the following quotes
1)To provide and install 4 x 9 litre water fire-extinguishers in single fire cabinets for the allotment shed. £368 plus vat.
2)To approve purchase one case of dog waste bags for dispensers at Azalea Park and Peter Driver playing fields. (800 per case) £247 plus vat.
3)Rhyno mulch patch repair at Azalea £125
4)Annual Playground Inspections - Azalea, Peter Driver, Jubilee, High Trees, Skate Park

141/17 / To receive the clerks report.
1)The grant application for the Gym project was unsuccessful. There is sufficient in the budget to complete the project.
2)Anti-social behaviour on the wheel park has increased with the better weather. There have been reports of fights and knives on the site. The Police have been contacted but they need residents to report issues directly to them via 101. Anything that we pass on is treated as hear say as we did not witness the actual incidents. PCSO Ben Allman has delivered a letter to local houses asking them to report issues via 101. A number of arrests were made on the evening of 21st June, investigations are ongoing, police presence in the area will increase.
3)CCTV planning permission received. Order for cameras placed week beginning 19th June. GTC booked to install electricity and internet week commencing 31st July 2017. Due to recent increase in anti-social behaviour the clerk will try to bring this date forward.
4)Flower tubs delivered at 3.00 am, delivery and watering noisy + complaint from resident on Northfield Road. Planters to be watered at 8pm Sundays & Wednesdays, frequency or day may change through the summer.
