Human Resources Benefits Specialist
(Analyst II level)
General Statement of Duties
Under the general direction of the Human Resources Director, this position coordinates the planning, implementation, and administration of the County’s various benefit and risk management programs, including medical and dental coverage, group life insurance, retirement and deferred compensation benefits, Worker’s Compensation, and other employee benefits. Assists in ensuring cost-effectiveness, market-competitiveness, and consistency with the organization’s overall strategic plan and objectives. Principally responsible for oversight of all compliance matters, including but not limited to FMLA, FLSA, ERISA, IRS regulations and other legislative rules that impact benefit matters. Maintains benefit records and related documents necessary for implementing benefit coverage.
Illustrative Examples of Work and Other Functions
The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.
- Actively assists the HR Director in managing the evaluation, planning, and administration of the County’s various benefit and risk management programs, including medical and dental coverage, group life insurance, retirement and deferred compensation benefits, and other employee benefits.Assesses effectiveness of programs in meeting overall strategic objectives, and oversees the development and implementation of changes and improvements to benefits programs, as appropriate.
- Administers the Worker’s Compensation program; coordinates activities with third-party administrators; prepares injury reports and OSHA records and reports.
- Manages the approval process of Family Medical Leave Act applications; counsels employees and assists them in applying for FMLA benefits; maintains related records.
- Administers the Retiree Insurance program; does Retiree Exit interviews and counseling, coordinates activities with NCLGRS; prepares/transmitsappropriate related forms.
- Interfaces with vendors of County benefit plans, legal and actuarial consultants, etc.
- Serves as an authoritative source to County employees and outside inquiries relative to the County’s benefits programs.
- Develops, updates and/or presents various communications (such as announcements, articles, materials for meetings, plan descriptions, benefit statements, etc.).
- Responds to and resolves employee concerns regarding County benefits programs; advises, approves, or denies exception requests, as appropriate.
- Serves on designated committees and advisory boards as appropriate in order to maintain open communications with employees, retirees, insurance carriers, and other constituent groups.
- Oversees processing of all documents necessary for implementation of various benefits programs and maintenance of such records as required for compliance with ERISA, COBRA, and other applicable regulations.
- Prepares various reports required by the County, state and federal agencies.
- Prepares and submits timely reports required by law to be filed with federal and state agencies; coordinates and prepares various reports related to benefits programs for in-house, insurance and regulatory purposes.
- Assists in preparing and administering assigned budgets; processes accounts payable and prepares related reports.
- Participates in development, implementation, and maintenance of benefits related policies, objectives, short- and long-range planning; assists in the development and implementation of projects and programs to accomplish established goals.
- May represent the Haywood County Human Resources at various business meetings; promotes existing and new programs and/or policies, including serving as back-up for HR Director at Orientation.
- Maintains thorough knowledge of benefits, pension, tax and government legislation, and court decisions related to areas of responsibility. Informs Human Resources Director of developments and trends that presently or potentially impact areas of responsibility.
- Attends training, meetings, seminars and/or workshops to enhance job knowledge and skills.
Minimum Experience and Training
Two year degree with a minimum of 3-5 years of increasingly responsible benefits experience, or equivalent combination of education and experience supplemented by special courses or self-education that is equivalent to satisfactory completion of two years of college education or specialized advanced training in Human Resources administration, office administration or a closely related field.
Work Hours/Benefits
This is a permanent full time position Monday through Friday – 8:00 – 5:00. All county benefits such as health, dental, drug, life, retirement, 401(k), vacation and sick leave.
Salary
The pay grade assigned to this position is 70 with a salary range of $39,193-$58,789.93.

Maintenance Technician I

General Description of Position
The purpose of the class is to maintain County buildings, facilities and grounds, and to perform related work as required. This class works according to some procedures but decides how or when to do things; work is reviewed regularly by supervisor.
Essential Tasks
The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.
- Performs general building maintenance activities, including but not limited to electrical, plumbing, mechanical and HVAC installation, maintenance and repair work; interior and exterior painting; general carpentry and renovation work; masonry; roofing repair, etc.
- Performs general grounds maintenance activities, including but not limited to installing and maintaining landscape materials, removing weeds, mowing grass, trimming trees and shrubbery, applying fertilizers and herbicides, raking leaves, removing debris, etc.
- Maintains sidewalks, parking lots, driveways and roads on County properties.
- Moves furniture, appliances, and fixtures as directed.
- Performs all work in compliance with County and department policies, procedures and standards of quality and safety.
- Receives and responds to inquiries, requests for assistance and complaints in areas of responsibility.
- Maintains accurate and complete records of work orders completed.
- Attends training, workshops, meetings, etc., as appropriate to maintain or enhance job knowledge and skills.
Minimum Training and Experience
Requires high school diploma or GED equivalent. Must possess a valid state driver’s license. Requires over six months and up to and including one year.
Work Hours/Benefits
This is a regular full time position Monday through Friday. (No flex time)

Salary
The pay grade assigned to this position is 59 with a salary range of $23,931 – $35,896.
