Parowan Entryway Signs & Interpretive Kiosk Pads/Sidewalks

Utah’s Patchwork Parkway Committee, Inc. is soliciting bids to construct two stone entryway signs and three interpretive kiosk pad areas for National Scenic Byway – Utah’s Patchwork Parkway (Hwy 143) and Parowan City. More specifically: Site 1 located at the northeast corner of Parowan City’s Maintenance Yard (500 North Main); Site 2 located near the Exit 75 (1650 W. 200 S.); and Site 3 southeast corner of Lions Park (200 S. Hwy. 143). Deadline for submitting proposals is 6:00 p.m. (MST) on Friday, March 8, 2013.

BYWAY BACKGROUND

Utah’s Patchwork Parkway is located in southwest Utah, connecting I-15 at Exit 75 (Parowan, UT) with Utah Heritage Hwy. 89 in Panguitch, UT, traversing through the alpine resort community of Brian Head. The 51-mile byway crosses through Garfield and Iron counties, Dixie National Forest, Cedar Breaks National Monument, Bureau of Land Management and state public lands.

“Utah’s Patchwork Parkway Committee was created in 2002. The committee completed its Corridor Management Plan in 2006 and was designated as a National Scenic Byway for its historical intrinsic qualities on Oct. 16, 2009. The committee is currently completing its Interpretive Master Plan and Sign Guidelines, and four Interpretive Kiosk structures with interpretive panels.

Utah’s Patchwork Parkway Committee, Inc. incorporated and became a 501(c)3 non-profit organization in 2012. Byway committee partners include representatives from the following entities: Garfield County, Iron County, Garfield County Tourism Office, Cedar City-Brian Head Tourism Bureau, Brian Head Town, Panguitch City, Parowan City, Brian Head Chamber of Commerce, Parowan Chamber of Commerce, Panguitch Main Street Program Inc., Paiute Indian Tribe of Utah, Five County Association of Governments, Utah Department of Transportation – Region 4, Dixie National Forest Service, Bureau of Land Management, Parowan Heritage Foundation, local businesses and private citizens.

The goals of Utah’s Patchwork Parkway’s committee are to enhance the visitor’s experience and stimulate and sustain economic growth in the communities along its byway and with its public lands and byway partners.

PROJECT BACKGROUND

Utah’s Patchwork Parkway Committee, Inc. received a Federal Highway Administration Reimbursement Grant for this project in September 2012. Please note that the fabrication and installation of Interpretive Kiosks are part of an earlier FHWA grant awarded in 2010 and all contractors for this specific project were selected and hired in 2011. However, the selected contractor for this project will need to coordinate the design and construction of concrete pads and exterior lighting for the Interpretive Kiosks with the Interpretive Planner/Kiosk Fabricator.

SCOPE OF WORK

Using attached conceptual designs, the contractor will construct two stone entryway sign monuments; two interpretive kiosk pads, including exterior lighting of signs and interpretive kiosks; sidewalks and parking areas. Please note that Interpretive Kiosks will be fabricated and installed by the Byway Committee’s Interpretive Planning Contractor Kimley-Horn and Associates, and its subcontractors iZone and YESCO.

STONE ENTRYWAY SIGN MONUMENT DESIGN

Approximate size: 18-feet long x 2-feet wide x 9-feet tall

Sign Material:

·  All concrete wrapped with cultured stone as depicted in design, including cultured stone, hearth stones to cap underneath the natural stone, and caps for both pillars on either side of the natural stone

·  “Welcome to Parowan” Stone is to be a natural stone with a sculpted top and engraved lettering

Excavation and Fill materials to prepare site in accordance with drawings

Fabrication and installation of Parowan City’s Logo sign and Utah’s Patchwork Parkway’s Logo sign – one on each pillar

INTERPRETIVE KIOSK PAD, LIGHTING AND WALKWAYS

This is applicable to the Exit 75 and Lions Park sites and not the North Main City Yard site.

Using conceptual drawings (not drawn to scale):

·  Construct concrete walkways in accordance with handicap accessibility guidelines and Parowan City sidewalk guidelines

·  Construct interpretive kiosk pad with footings and brackets for kiosk to be attached (Selected contractor will need to coordinate needs and specifications from Kimley-Horn and Associates and YESCO)

·  Construct public parking area

·  Install exterior lighting in Kiosks

PROJECT TIMELINE

March 14, 2013 at 1:30 p.m. (MST) at Brian Head Town Hall – Bid Awarded

March 30, 2013 – Project Contract signed and Notice to Proceed issued

June 1, 2013 – Work completed

PROJECT MANAGEMENT AND RESPONSIBILITIES

·  Utah’s Patchwork Parkway Committee, Inc.’s Byway Coordinator will serve as the Grant Project Administrator. She will provide conceptual drawings to the Contractor; oversee the project in conjunction with the City’s Special Projects Coordinator; gather labor, material, and all financial data for the purpose of preparing and submitting reimbursement requests to UDOT; manage funds including paying eligible expenses; and prepare final project reports.

·  Parowan City’s Special Projects Coordinator will oversee the project and ensure that all construction standards are adhere to and will inspect project sites.

·  Parowan City will mark project sites

·  Contractor will provide labor, equipment and materials to perform work in accordance with provided designs and construction/electrical standards; and will provide labor, equipment and material expense invoices to Byway Coordinator in a timely matter.

INSPECTION AND ACCEPTANCE

Representatives from the Committee and representatives from the City will approve the stone materials and sign materials before materials are purchased as well as final design. Upon completion of the project, this same body will inspect and give final approval.

ELIGIBILITY TO SUBMIT A PROPOSAL

All qualified individuals, businesses, firms, and organizations (contractors) are eligible to submit a bid. To be considered eligible, each contractor must meet the minimum qualifiers listed below:

1.  Contractor must hold appropriate current and in good standing general contractor license; and any subcontractors hired by the Contract must hold appropriate current and in good standing contractor licenses.

2.  Selected Contractor and any subcontractors will be required to provide Committee with W-9, Certificate of Liability Insurance; Workers Comp Insurance; and a copy of contractor licenses.

3.  Contractor must be willing to effectively communicate and coordinate with the Committee, City, Kimley-Horn and Associates, and YESCO regarding concrete interpretive kiosk pads and exterior lighting for kiosks.

4.  Two references of past experience/projects with stone masonry are required.

5.  A brief description of Company’s background, focus of work, and scope and nature of services routinely provided to clients.

6.  A list of subcontractors.

7.  A list of projects, and description of role (not title) on each project related to constructing quality community focal points and stone signs and monuments.

8.  Knowledge of National Scenic Byways Program—Provide a statement describing your familiarity with the National Scenic Byway Program, and if applicable identify any previous experience working with a National Scenic Byway, National Park Service, US Forest Service, Utah Department of Transportation, and Community Grant Funded Projects.

9.  Proposed Approach—Describe how this project will be approached according to the scope of work listed above. Describe planning philosophy and how it will be applied to this project in addition to how you will work with the Committee and City to complete this project.

10.  Project Management—Describe past project management experience and how this project will be managed.

11.  Budget—Please provide a detailed project budget to for completing the scope of work including:

a.  Labor

b.  Materials (please provide detailed material description, photographs of materials)

c.  Equipment

d.  Miscellaneous

SELECTION PROCESS

All bids submitted will be evaluated by the Byway Committee’s Executive Committee and will be based on eligible qualifications listed above including the proper quality stone materials and lighting fixtures. In accordance with the National Scenic Byways Program 2012 Grant Criterion of “Restoring Economic Health and Job Creation,” preference will be given to companies within a 25-mile radius of the Byway communities whose bids are within 10% of the low bid.
