Meeting Minutes

1.  Call to Order- Ron Hill

Members present: Ron Hill, Kim Pearson, Lucie Parker, Stephanie Stewart and Stephanie Miller

Members absent: Max Meise and Melissa Davidson

Others present: Town Manager Tonya Galbraith and Plan Director Ryan Crum

3.  Approval of Jan. 28, 2013 meeting minutes

Tabled until next meeting.

4.  Introduction of Ryan Crum to the Board

Ryan Crum was originally a planner for Fishers for 7 years. He is McCordsville’s first Director of Planning & Building.

5.  Introduction of new members of the Board

Lucie Parker is originally from France but has lived in McCordsville for 7 years.

Stephanie Miller is the principal at the McCordsville Elementary School. She lives in the area and currently has one child at McCordsville Elementary.

Stephanie Stewart is a software consultant, has lived in McCordsville for approximately 4 months and enjoys being outdoors.

6.  Review of Town Hall Park- Ryan Crum

The majority of Phase I items have been completed with the exception of native shrub plantings, interpretive signage and the salt barn buffer strip. A grill will also be installed next year. Eagle Scouts helped install the mulch path surrounding the park and Outlook Christian Church Volunteers planted trees, built picnic tables and installed the benches in the Park. Eventually the Shelter will be available for rent as the Community Room is.

7.  Ideas for Phase II of Town Hall Park- Ryan Crum

Mr. Crum would like the board to think of ideas that could be accomplished for Phase II of the park. There will be approximately $20,000 to go towards Phase II. Kim Pearson would like to see either a soccer field or baseball diamond but will get some information on the requirements for this use. The Council does not want to see any high impact uses since the park does abut residents and parking is limited.

8.  UWRWA grant status update- Ryan Crum

A grant was received from the Upper White River Watershed Alliance and was used to install permeable pavers to help with storm water run-off along with native tree and shrub plantings. The grant also provided the stream bank stabilization project that was done to the ditch on the east side of Town Hall.

9.  Update on all multi-use path projects- Ryan Crum

Spring or summer of 2014 will be spent building the multi-use path along 600W from 1000N to the ditch near Aspen Self Storage. The tri-county connector which will connect Hampton Cove to the Marion/Hancock line was submitted for a TAP grant and has help from the Geist Harbors Property Owners to cover costs. This project and the Schultz pedestrian bridge project should start in 2015. The Schultz pedestrian bridge will run from Aspen Self Storage to the railroad tracks. Eventually the more challenging pieces such as the crossing over the railroad and Broadway will be done to fill in the pieces for full connectivity.

10.  Summer Event- Tonya Galbraith

Ms. Galbraith would like to have a 5k of some sort for when the rec trails work is completed. The race could start at the beginning of the path along 600W near Aspen Self Storage and end up at the Town Park Shelter for an event. Ms. Galbraith would like parks board members to help figure out a route. The event could also start or tie into the new monument sign that will be placed at 1000N and 600W. The monument sign will be built from the $12,000 grant money received from Ninestar Connect and Vectren and will help traveler’s know when they are entering the Town of McCordsville. Ms. Galbraith would like to work with Stephanie Miller to have a contest at the school to name the park.

11.  Brainstorming on park uses during the spring and summer- Tonya Galbraith

12.  Ms. Galbraith would like to know what summer events should be done at the park such as a concert, picnic or famer’s market. Kim Pearson would like to see some a “Food Truck Friday” or some sort of event for food trucks such as the popular downtown Farmer’s market and food truck event. The Town is working on a food truck ordinance.

5-year Parks Master Plan is available for review.

14.  New Business- 2014 meeting schedule

The Parks Board will meet every other month on the second Monday at 6:00 p.m. The schedule will be revised if needed.
