PARK AND RECREATION BOARD MEETING
Regular Meeting September 4, 2008

Hether Quillman called the meeting to order at 8:02 PM.
APPROVAL OF PRIOR MEETING MINUTES:
David Anspach made a motion to approve the minutes of the August 7, 2008 Regular Meeting, seconded by Robert Ramsey. Hearing no questions, all voted in favor. The motion passed unanimously.
PUBLIC COMMENTS:

MANAGER/TREASURER’S REPORT:
The Board reviewed the Manager/Treasurer's report. Diane Hollenbach was asked about the $100,000 CD earmarked for the Community Park bathroom project proposed at the August meeting. Mrs. Hollenbach advised the Board that the Board of Supervisors requested that she obtain interest rates prior to purchasing the CD.
Motion:
Robert Ramsey made a motion to approve the Manager/Treasurer's report, seconded by Kim Rossetti. Hearing no questions, all voted in favor. The motion passed unanimously.
ENGINEER’S REPORT:
Community Park- Large Loop
Mark Kitzmiller of Systems Design Engineering presented the Board with a site plan. This plan included ideas for the proposed putting and chipping green areas, relocating one section of the walking loop along the property line, the installation of 3 LifeTrail stations at intervals around the walking trail, as well as the proposed traffic island at the park entrance. The board reviewed and discussed the plan to add a gazebo and benches to the large loop. Since the LifeTrail stations can be purchased individually, they are spaced along the trail to allow additional stations to be added as needed. Mr. Kitzmiller will review and revise the plans and provide an estimate for the suggested changes.
The Board discussed the design of the park entrance/traffic island at length and agreed that an island entrance would not be beneficial. The board had considered a traffic island to address the issue of the large depression/sewer grate in the center of the park entranceway. The board noted the need for left and right turn entrance and exit ability, and a traffic island would not allow this without significant expansion of the entrance and considerable expense. One thought was to raise the depressed area by installing a larger grate and leveling it with the roadway. Any improvements to this area will require approval from PennDot. Mr. Kitzmiller will look into this alternative.
Blandon Fire Company Parking
Mr. Kitzmiller presented the Board with an updated plan of the Blandon Fire Company property. The boundaries are not exact due to sale and deed issues in the area; the survey is within a few inches around the proposed parking area. If the Board chooses macadam over stone or grass, he will be able to add 3 more spaces to the original design. The two sideways spaces would be appropriate for handicapped spacing. If the parking area were stone or grass, no parking space designation is required.
Mrs. Hollenbach stated that the Blandon Fire Company Relief has received a copy of the initial plan. The Board agreed to table this matter pending a response from the Relief
Wyatt Drive
Mr. Kitzmiller provided an update on the tot-lot project. The contractor was told by the Township Engineer to have the project completed by Thursday, September 11th. The contractor was also unable to obtain the lighting specified in the bid and included in the contract. The Board discussed the construction delay and lighting issues and how they relate to the signed contract with Progressive Products & Materials Distributors, Inc.
Motion:
Kim Rossetti made a motion to recommend the Board of Supervisors enforce the contract, as written, and assess the contractor, Progressive Products & Materials Distributors, Inc., the construction delay penalty of $300 per day; the total cost to be determined when the project is completed, seconded by David Anspach. Hearing no questions, all voted in favor. The motion passed unanimously.
Motion:
Robert Ramsey made a motion to recommend the Board of Supervisors remove all costs associated with the lighting from the contract because the contractor, Progressive Products & Materials Distributors, Inc., will be unable to provide the lighting as bid, seconded by David Anspach. Hearing no questions, all voted in favor. The motion passed unanimously.
OLD BUSINESS:
Community Day/Car Show- September 27th
The board reviewed the checklist for both the car show and Community Days. The DJ and rides are confirmed. The event will be advertised in the Reading Eagle and a flyer was included in the recent township-wide mailing. WFMZ and Service Electric Cablevision offer free advertising for these types of events and may include it in their community calendar/bulletin board. Car show and vendor registrations continue to come in.
There will be one more meeting prior to the event. Volunteers are still needed and can contact the township office if they are interested in helping or have any questions.
2009 Budget
Diane Hollenbach presented the Board with a copy of the proposed 2009 budget. A few items are estimates and will be readjusted as better figures are obtained. Again, the Board members will review the items and advise Mrs. Hollenbach of any changes, additions, or recommendations prior to the next meeting.
NEW BUSINESS:
Park & Recreation meeting time
Due to some conflicts, the Board agreed to change the meeting time to 7:30pm for the remainder of 2008. Meeting dates will remain the same. (October 2, November 6, December 4)
ADJOURNMENT
Having no further business, David Anspach made a motion to adjourn the meeting, seconded by Robert Ramsey. All voted in favor. The motion passed unanimously.
The meeting adjourned at 9:24 PM.
The next meeting will be on Thursday, October 2, 2008.
