Parish of Trinity Roads Committee Minutes

A meeting of the Parish of Trinity Roads Committee was held at Trinity Parish Hall on Wednesday 8thFebruary 2017 10.00am.

Present were the Rector Reverend G Houghton, Mr C.E Ahier and Mr B.C Fossey.

The minutes of the previous meeting held on 1st July 2016 were read, approved and signed bythe Connétable.

Matters arising

  • Drainage in Rue du Pont no further developments.
  • Visit Royale will be on Wednesday 2ndAugust this year.
  • Bouley Bay Farm a revised planning application has been approved.
  • Flooding in La Rue de La Fontaine de Collard is with DfI.
  • A draft of the amendments to the Trinity Traffic Order has recently been approved by the Minister and will move to law drafting.
  • The Powder Magazine access driveway no further developments matter still resting with planning
  • Problem trees on La Rue d’Egypt and La Rue Du Nord had been removed by relevant landowners

The Connétable reported on works that have been undertaken since the previous meeting.

Potholes and general repairs by contractors.

  • La Rue desBrulees– reinstate large patch.
  • L’Allée - install dropped curbs at field entrance to retain the edge of the road and reinstate large patch.
  • La Rue de l’Epine - reinstate two large areas.
  • La Rue Coutanche - repair 6 potholes.
  • La Rue de Diélament - reinstate three large areas.
  • Rue du Moulin de Ponterrin - repair one patch.
  • Rue de la Hauteur - repair 4 patches.
  • La Rue de la Blanche Pierre - reinstate large patch.
  • La Rue des Monnières - repair one patch.
  • Jardin D’Olivet - repair one large patch.
  • La Rue du Moulin de Ponterrin - repair one large patch.
  • Rue du Hurel - repair one patch.
  • Rue au Bailli – repair 5 patches.
  • La Rue de La Garenne - repair pothole.
  • La Rue du Mont Pellier - repair to potholes.

Sundries

  • 10 yellow lines have been repainted and “3 No Entries”
  • One new “Give Way” sign and post erected at the end of Rue de la Falaise.
  • Replacement hardwood backboards to road signs is an ongoing project.

Major projects

  • A section of Rue de Brabant adjacent to La Carrefour was resurfaced by Pallot Tarmac, as agreed in accordance with the estimates obtained and approved by committee members.
  • The culvert under La Rue de La Fontaine de Colard was replaced by Brenwal Ltd in accordance with the agreed estimate and the financial contribution by both the landowner and farmer have been received.
  • The ramp access to the car park at the Riley Field has been improved and the area at the top adjusted so that stationary vehicles exiting onto La Route de La Trinite level and the ramp has been finished with tarmac. This work was also undertaken by Brenwal Ltd.

Roads Account

A copy of the latest financial management report prepared by Alex Picot dated 23/01/17 was circulated to those present, a copy of which is attached to the minutes.

It was agreed that in view of the available balance circa £35/40k the committee would consider resurfacing a further section of Rue de Brabant in this financial year.

Any other business

There was a general discussion about the Road Works and Events (Jersey) Law 2016 the first part of which had come into force this year.

On a recommendation from the Connétable the Committee agreed to upgrade from a “give way” sign to a “stop” at the junction of La Rue Coutanche and Route d’ Ebenezer and where La Vielle Charrière joins La Rue du Tas de Geon.

The Committee reviewed a quotation received from Drainway Services Ltd to replace the existing damaged pipe between two road gullies on Rue au Bailli adjacent to the bottom of La Commune, in the sum of £4,685 to provide a 200 mm ductile iron pipe and full reinstatement and agreed that the work should be instructed to proceed.

It was noted that Antler Homes have applied to install private sewer and water pipes in Rue de la Falaise, in connection with the redevelopment of Bouley Bay Farm. This matter is on the agenda for consideration at the Parish Assembly to be held on 9thFebruary 2017.

The Connétable reported that an approach has been received from Rothwells Consulting Engineers acting on behalf of Mr Mrs O’Donnell of Serenity, La Rue Des Fontaines in connection with the resolution of a problem with surface water run-off from the adjacent field flooding across their driveway. The Committee agreed that the Connétable should meet the applicant and agree a solution.

It was noted the resurfacing of La Rout de la Trinité by DfI is proceeding well, the road markings yellow lines etcwill be repainted on completion in accordance with the Trinity Traffic Order (in some instances the original lines did not correspond with the Traffic Order).

The Committee considered the comments made by Mrs P Small in her letter, and agreed to make good the areas concerned upon completion of the resurfacing of the main road.

The Committee agreed to erect the 6’6” width restriction signs on La Rue des Grès before the Traffic Order is amended albeit they will not be legally enforceable until the Traffic Order comes into force.

The Committee considered the email request for a yellow line on La Rue de la Garenne from Mr Mrs Clark but decided that an approach to the offending vehicle owners would be a more appropriate course of action in the first instance.
