PARISH COUNCIL OF BISHOP WILTON
Minutes of a Meeting of the Parish Council held on Monday 16th May 2016 at 19:30hrs at the Bishop Wilton Hall.
The meeting was opened by the Clerk.
Present: Cllr Young, Jackson, Bell, Raby, Black and Grimley
Dr Ashley Wilson sat as a member of the public before being invited to sit on the parish council.
OPEN FORUM
ERYC held a By-election due to the death of Councillor Chapman. The results from the 5th of May are as follows; Cllr Paul Lister of the Conservative party won the majority, then Labour and finally UKIP. The results from the Police and Crime Commission elections are as follows; Keith Hunter won the majority, followed by the previous Police Commissioner, UKIP in third place and finally the Liberal Democrats.
Representatives of each parish council are invited to attend the Wolds Weighton and Pocklington liaison Group to discuss any main issues. The next meeting is at 7pm, 28th July at Barmby Hall.
The library service is currently out forconsultation. It is likely that some village services could be made less frequent if they currently have a mobile library. The only major change in East Yorkshire is the amalgamation of the two libraries in Bridlington into one. Anybody is able to take part in the consultation by visiting the ERYC website.
There have been two major highway grants awarded to ERYC. The first is £16.4 million to improve A roads and the second one is a pot-hole fund of £690,000 for 2016/17.
The new leisure centre in Bridlington is available to the public to tour on the 22nd May before its official opening on the 23rd May.

Election of Chairman – Councillor Young was proposed by Councillor Jackson, seconded by Councillor Grimley and elected unanimously.
The rest of the meeting was chaired by Councillor Young assisted by the Parish Clerk.
Election of Vice-Chairman – Councillor Black was proposed by Councillor Bell, seconded by Councillor Raby and elected unanimously.
Election of Treasurer – Councillor Grimley was proposed by Councillor Jackson, seconded by Councillor Black and elected unanimously.
Election of Animal Warden – this is currently held by Cllr Bell but this was not discussed at this meeting. ACTION: Agenda this for next meeting.
Election of Other Offices – it was agreed unanimously that the following responsibilities be retained:
Village Hall Representative – this will now be passed to the new Vice Chairman, Cllr Black.
Poor Lands Trust Representatives – To be discussed at the next meeting. ACTION: Agenda this for next meeting.
Police Liaison Officer – Councillor Black
Parish Paths Representative – CouncillorBell
- Declarations of Interest - None.
- Minutes of the Last Meeting -Signed and agreed as a true and correct record.
- Matters Arising– The clerk has contacted ERYC regarding the state of the ditch next to the layby on the A166, asking whose responsibility this as it has still not been cleared. The clerk is awaiting a response. ACTION: To contact ERYC again regarding this.
The clerk has advertised the three councillor vacancies on the notice boards, in the Parish Pump, The Pocklington post and via ERYC.
The clerk contacted the internal auditor and instructed her to go ahead with the parish council’s audit. The clerk has started preparing an audit pack.
The clerk responded to Mike Connor regarding who will be attending the Village Taskforce Walkabout. This has since taken place.
The clerk wrote to Ashley Wilson inviting him to the next parish council meeting.
The clerk queried who would be responsible for the new Public Space Protection Orders in relation to Dog Fouling in Bishop Wilton. ERYC responded stating that the council dog warden will enforce this. Cllr Bell is currently the dog warden for Bishop Wilton. The Environmental Control Department will be responsible for issuing FPNs and prosecutions. Currently they run the Parish Project, The Dog Poo Challenge and numerous press campaigns regarding dog fouling. Cllr Bell is aware of this.
The clerk has been updating the Parish Council web site with the information she has gathered so far regardingcouncillor biographies, refuse collection days and broadband speed.
The clerk has reported to ERYC the potholes on Worsendale Road and on the corner of Main Street.
The clerk has put the matter of the Village Hall car park as agenda item number 12.
Cllr Bell has reported to Leslie Whitehead the broken handrail on footpath 14 opposite Cautley Farm. Cllr Bell is awaiting a quote for the handrail.
- Accounts–The bank statement was signed by CllrGrimley and Cllr Raby.
The clerk notified the parish council of the VAT repayment of £3747.93 that has been received. There were no other payments.
Cllr Young presented Dave Lee’s invoice from the last meeting and asked the clerk to ask Dave to break this down into materials and labour. ACTION: Clerk to contact Dave Lee asking for a detailed invoice.
- Planning Applications–15/03076/PLF: Retention of temporary 16.5m high Wi-Fi mast. Location: Land at East Riding Sacks Ltd, Full Sutton Industrial Estate, Access Road. The notification of the withdrawn appeal on the decision was read out by the clerk.
- Internal Audit - The clerk presented the completed annual audit to the parish council. There were some figures that were incorrectly entered in last year’s submission which the clerk wanted to bring to the parish council’s attention. Cllr Grimley stated he would like time to go over the figures before the chair and clerk sign these off. ACTION: Clerk to send all audit documents and calculations to Cllr Grimley. ACTION: Clerk to look at moving the dates for the period of exercise of public rights. It was agreed that the parish council would need to schedule an extraordinary meeting to sign the audit off before sending this back to the external auditors.
The National and savings and Investments account also needs an updated balance. ACTION: Clerk to request this information.
- Co-Option of Councillor–Cllr Young gave Ashley Wilson the forms to complete in order that he may sit on theparish council later in the meeting. Ashley Wilson was invited to sit on the council upon completion of these.
- Parish Council Website – The clerk asked those councillors who haven’t yet written a shortbiography to send something via email. Local walks, the school and village medical services in Bishop Wilton were discussed. ACTION: Clerk to update the website by next meeting with the new information received.
- Transparency Grant – The clerk informed the parish council of possible funding for the extra time it now takes the clerk to establish and maintain the parish council’s website. As yet no details have been formalised but the clerk will keep the parish council updated on this.
- Accounts Spreadsheet– Cllr Grimley had sent all councillors an account summary for 2015/16 to show the total income and expenditure, including the percentage difference from the previous year. The summary was reviewed by all councillors at the meeting.
- Budget Headings and Settings – Cllr Grimley had sent this spreadsheet to the councillors prior to the meeting. The new budget headings incorporated into the finance spreadsheet will help keep all members of the parish council informed on exactly the areas where the parish council fundsare being spent. Currently all income and expenditure is entered into a finance spreadsheet and sent by the clerk to the Treasurer each month. This will be the new format of the monthly spreadsheet updated by the clerk. Cllr Grimley asked if all members of the parish council were happy to approve the new budget headings. All councillors were in agreement with the set out budget headings.Cllr Rudd said that most parish councils present an updated account summary like this at the monthly meetings. It was agreed by all that this would now be a permanent document present at each meeting for members of the parish councilto review. ACTION: Clerk to incorporate headings into new spreadsheet and bring to next meeting.
- Grass cutting – Cllr Grimley discussed the surplus that the parish council have at the end of each year. He believed due to the Parish Council now having to pay for the village green grass cuts out of parish councils funds, that there will no longer be a surplus. The cost of the village green cuts will now be absorbed by last years increase of the precept.Cllr Young stated that several residents had raised concerns that the village green willnow not be cut. This is not the case, the village green will be cut as usual. ACTION: Clerk to publish this information on the parish council web site.
- Village Hall Car Park–Cllr Jackson informed the parish council that a member of the Village Hall committee is currently looking into how to fund the car park. The parish council will help in any way possibly but is not able to assist financially.
- Parish Paths – Cllr Bellinformed the parish council that she has nowreceived paperwork to complete and return by August, detailing the costs incurred for parish paths.
- Correspondence – Cllr Young presented a letter he had received from Liz Jones asking for a donation for themaintenance of the churchyard. It was agreed by all councillors that the annual donation remain the same at £220. ACTION: Clerk to respond to Liz stating that a cheque will be written for this amount at the next meeting.
The parish clerk informed the parish council of both Cllr Jackson’s and Cllr Raby’s resignation. Cllr Young thankedboth the councillors for all their hard work. He stated that Cllr Raby’s contribution has been both helpful and supportive. He went on to say that Cllr Jackson has done considerable work throughout her time as councillor. ACTION: Clerk to report both resignations to ERYC.
Cllr Black informed the parish council that the grips between Youlthorpe and Gowthorpe have now been reinstated as of last week.
Cllr Black informed the clerk that he had responded to the further query regarding the location of possible Brownfield sites in Bishop Wilton. Cllr Wilson mentioned another possible Brownfield site. Cllr Black informed him that he would send details of the contact from ERYC who was requesting this information.
- Community Issues - Cllr Young stated that Street Scene have carried out most of the work raised from the Village Taskforce walkabout. The handrail opposite the church hasnot been repaired as yet. A clerk of works is to visit the site.
Cllr Young asked the parish council for approval to purchase aheavy duty stainless steel lock for the new chalk pit gate, all councillors were in agreement that this should be purchased.
The clerk informed the council that she will be on holiday for the week commencing 23rd May until 31st May inclusive.
Cllr Young asked all members of the meeting to respect a minute’ssilence for the recent death of Cllr Hall.
