PAGE South Africa Country Strategic Framework and Log Frame: 2016 – 2019 (Draft 8)

South Africa has made great strides in adopting green economy strategies, with the hallmark signing of the Green Economy Accord in 2011 and the unveiling of the National Development Plan in 2012, infusing significant political support to a new, multi-stakeholder approach to a green economy transition. Green economy strategies and initiatives, backed by public and private investments in a range of sectors and provinces, are regarded as key in the country’s economic restructuring towards a low carbon economy. South Africa’s green economy transition is being supported at all levels of governance in the country, i.e. national, provincial and local levels of government. Five of the nine provinces in South Africa have developed provincial green economy strategies, which illustrate the key role of sub-national planning for green economy transitions. However, measurable progress has been hampered by parallel programmes with untapped potential for synergy and effective coordination.

In 2015, South Africa joined the PAGE programme, to support and strengthen the cooperation, coordination and capabilities required to implement the country’s transition to a low-carbon, resource-efficient and pro-employment development path. PAGE has three main objectives in South Africa. The first is to contribute to better policy coordination and help deepen collaboration of green economy policy, planning and implementation processes. The second is to identify potential and enabling factors for selected green economy sectors and/or industrial segments with the intent of promoting sector reform. The third objective relates to strengthening capabilities through enhanced green economy learning and training, including support for national learning institutions and the development of a green economy knowledge sharing platform for South Africa.
