Function :The primary function of the post will be to manage the PACS Project from inception to completion.

The role will involve working with Project Teams within IM&T, Radiology and other NHS organisations in XXX and suppliers. In terms of focus extensive liaison with clinical staff especially in Radiology will be required and ensuring that the completed project are capable of being supported by the First, Second, Third Line Support teams in IM&T.

Background

The XXX PACS Project Board consists of representation from across the local NHS community including:-

  • DDD Trust (PCT)
  • RRR PCT; and
  • XXX Hospital .

The Project Board committed to install a Picture Archive and Communications (PACS) as soon as possible at the meeting on DDMMYY subject to funding being identified for the appointment of a PACS Project Manager.

This commitment has since been mirrored in XXX own IM&T targets and the Trust's IM&T Board on DDMMYY decided to back the project and remove the funding hurdle to the appointment of a PACS Project Manager.

This important initiative is part of a wider FFF Health Authority led programme of work. It is also part of the local community's plans to complete what was known as the "National Programme for IT" (NPfIT). The PACS Project Board aims to be in the third of communities that deliver a working PACS by the ccc wave deadline of 2005-06?? Or other.

The PACS system, which has been selected by the National Programme for IT (NPFIT), will need to be:-

  • interfaced with the existing vvv EPR system (which includes the Radiology Module) and
  • a wide range of image capture devices primarily located in Radiology, but also in a number of other areas on zzz sites and other locations including hhhh and ttttt.

1.RESPONSIBILITIES:-

Project Management

The primary function of the post will be to manage the PACS Project from inception to completion. This will require the post holder to:-

  • Work with representatives form the National Programme for IT (NPFIT) as well as North West & West Midlands Region and XXX Health Authority PACS Teams to provide information and local support during the development of the business case, specification and contract.;
  • Develop and gain commitment to a LOCAL specific project plan;
  • Report progress to the PACS Project Board;
  • Deliver the project on time, within budget and in a way that delivers the benefits agreed at business case stage.

Performing the role of Project Manager will include:

  1. Production detailed project and stage plans and agreeing the plan with the PACS Project Board and [insert line manager title]. This will include:
  • Project resources (e.g. time, funding, equipment, staff)
  • Identifying key deliverables
  • Composition of the Project Team
  • Tolerances
  • Reporting structure
  1. Liase with associated/related projects and project managers.
  1. Monitor overall and day-to-day project progress.
  1. Advise the [insert line manager title] immediately if planned tolerance levels are exceeded.
  1. Send regular highlight reports and (when required) exception reports to the [insert line manager title] and also prepare progress reports for PACS Project Board and other groups as required.
  1. Liase with the PACS Project Board, Benefits Realisation groups, user groups AND SUPPLIERS to ensure overall integrity and direction of the project.
  1. Attend all Mid- and End-Stage Assessments, Project Initiation and Closure meetings.
  1. Agreeing the priority of sub-projects with the PACS Project Board, [insert line manager title] and end user representatives.

Business Case Development

Document the existing policies, procedures and processes (manual and computerised) relating to the requesting, capture of images and reporting especially in Radiology (all modalities).

Develop a new way of working using PACS. Develop and gain ownership of the new PACS process. Develop and gain ownership of a Transition Plan. Identify the resources and financing required to deliver and operate PACS through the transition process and beyond and feed the resource implications of that into the business case process.

Repeat the above across other imaging areas outside of the Radiology Department.

Specification Development

Review the national PACS Specification and work with the PACS Team to ensure local requirements are accurately reflected in the local version.

Contract Development

Review the national PACS Contract and work with the CMHA PACS Team to ensure local requirements are accurately reflected.

Change Management and Benefits Realisation Plan including and Transition Arrangements

Devise a Change Management and Benefits Realisation Plan to move existing users to new ways of working focussing on the human as well as technical aspects.

Take the service through the change form the old to new way of working. Work with Radiology, other imaging areas, Human Resources, Unions and Finance during role redefinition activities during the transition process and thereafter

Work actively with end users to deliver the step change in working practices needed to deliver the full benefits of PACS.

Development and Implementation

Manage the relationships with a range of suppliers. This will include the Local Service Provider (LSP), the sub-contracted PACS Supplier, epr? and existing imaging equipment providers. The aim of this element of work will be to interface the PACS solution to:-

  • the Radiology Information System (using NPFIT mandated HL7 data interchange standards);
  • a range of image capture devices using DICOM standards, computerised radiography and other technical solutions as required.

Research and commission solutions to all technical issues such as those relating to interfacing and DICOM compliance issues

Implement local data capture and reporting requirements using appropaitae database and reporting tools, the data repository?? where required to deliver clinical governance and management information.

Work with others in IM&T to ensure that the network infrastructure and bandwidth requirements and PC saturation and resolution needs are factored into other IM&T projects within the timescales required for the successful delivery of PACS.

Manage the provision of training to both end-users and IM&T in the use of the developed systems. Participate in the training programme. Produce training and procedural guides for end users of PACS.

Liaison with First Line Support in IM&T

1.Develop protocols and procedures for hand over of PACS technical support.

  1. Ensure that training packages and maintenance procedures are prepared for First Line Support staff in conjunction with the First Line Manager
  1. Work with the First Line Manager to assess the impact of projects on the First Line Support function.
  1. Plan the installation and specification of equipment (such as PC’s and networking) as part of discrete projects.

Liaison with Second Line Support in IM&T

1.Developing protocols and procedures for hand over of PACS.

  1. Working with the Second Line Support staff to assess the impact of projects on the Second Line Support function.
  1. Providing project management for Second Line Support Staff who are members of the PACS Project Team.

Other duties

  1. Play an active part in the development of the local communty IM&T Strategy and Business Plan.

Contract:To 2005-6 with potential for permanent extension into PACS Administration Manager post thereafter. Secondments applications are welcome.

The PACS Project Board is looking for an experienced Project Manager to lead the local Western Cheshire PACS system implementation. This is an exciting opportunity that will appeal to anyone with a strong desire to improve imaging services for the benefit of clinicians and patients. PACS will replace existing plain film x-ray images, for example, with digital pictures available to authorised clinicians over the computer network at a time and place of their choosing.

This project constitutes a major step change in every respect. So there will be a need for the appointed person to be a fast leaner and have good leadership and motivational skills. The nature of the role requires a person with a mix of project, computer and specialty/clinical department experience, preferably gained by working with Radiology.

It is intended that this role will transform from PACS Project Manager to PACS Administration Manager following go live of the PACS solution in 2005-2006 and that the funding for that will be built into the PACS business case in 2003.
