B. Owner’s Requirements- Reporting/ Circulars
1 / Please send the arrival and departure messages to Unique Shipping in their specified format.
2 / Please send Owner’s monthly reports to AESM by e-mail. These reports are:
a) Vessel Performance Report
b) Technical Defects- Deck/ Engine
c) QHSE Reports
d) Management Committee Reports
e) Crew List
f) GDR status (if applicable)
Please note that owner reviews these reports minutely especially the Vessel Performance Report, QHSE Report and Technical Defect List.
3 / Please give your comments if any deviation occurs from Charter Party Requirements in case of Vessel Performance Report.
4 / Please send Owner’s four monthly reports along with a CD containing photographs of tank inspection, deck and engine room photographs to AESM by mail – the office will forward the same to Unique Shipping. Every four month, Unique needs a report consists of Sea Passage Report, Port Log, ER Abstract Log, Maintenance Report Deck and Engine, Structural Inspection Report for Cargo and Ballast Tanks, Damage Report (if any), Officer’s Employment Contract, Fuel Oil/ Lubricating oil ROB, M/E Cylinder liner status, Oil Major Vetting Approval Status.
5 / Please read the owners requirements for Oil Major Inspections and the related vetting observations.
6 / Please ensure minimum sea water quantity for accommodation AC condenser and drain cooler.
7 / Please note that you can expect owner visit along with AESM Hongkong representative whenever the vessel calls Hongkong.
8 / Owners are very particular about proper record keeping especially related to “Spare part consumption”.
9 / Please be familiar with the location of major critical spares on board.
10 / Please ensure that white rag test is carried out to test the quality of inert gas whilst inerting/ purging cargo tanks as applicable.
C. Owner Specific PSC Detentions
1 / Berge Nantong was detained at Kwinana, Australia in Mar 2011-Starboard lifeboat on load release device was defective.
D. Owner Specific Major Problems/ Incidents
1 / Rainbow Star had a lost work case where in the AB when climbing the staircase after his meals slipped and hurt his shin bone badly at sea in March 2011. He was wearing flip flop slippers and not holding on to the staircase railings. Though flip-flops are considered to be comfortable they do not provide ankle support and can cause many foot related problems. Please note that henceforth FLIP FLOP slippers are NOT to be used even inside accommodation spaces except for bathroom use. Only Sandals with proper strap for ankle support to be used within accommodation. Proper safety shoes and PPE must be worn at all work area.
2 / Berge Nantong made contact with a fishing vessel while navigating off Korea Strait on 01st April 2010. The Second Officer did not take early and bold action and did not call the Master as he was under the impression that the fishing vessel would stay clear. He was in the chart room and preparing charts for inspection. Master informed the Office three hours after the incident and did not inform MRCC.
E. Ship Specific Issues
1 / Rainbow Quest and Unique Sunshine
  • Please strictly follow special procedure for operating Auxiliary Engine and her turbocharger.
  • Whenever carrying out annual ballast tank inspections, the bell mouths flange and piping needs to be opened up and turned by 180 degrees. Please carry out close up inspection of the same.
  • These vessels follow HEDMAR special pool requirements. Charter Party is based on vessel’s performance and C/P requirements need to be strictly complied.
  • Proper monitoring, operation and maintenance of Accommodation AC must be carried out strictly in accordance with the locally pasted instructions as well as maker’s guidelines due to past incidents.

Please try to avoid any kind of incident such as black-out or stoppages of cargo on vessel’s account particularly in Japanese ports due to previous history of this particular vessel.
3 / Whilst carrying out cargo tank inspection, the area under the bell mouth should be thoroughly checked for pitting. Office should be informed if excess pitting is found under the bell mouth.

7 / Port calls to Argentina-
  • Kindly be reminded to ensure compliance with BW exchange and BW chlorination regulations for Cholera prevention,
  • Please note that this is very high risk area for Sea Borne Drug Smuggling and be on alert accordingly.
  • Kindly beware in case of transiting River Plate that in certain sections the banks shift continually and buoys may drift out of position or the buoyage may not yet have been re-aligned to the navigable channel, for which the most up-to-date information must be obtained from the local Agent or the Pilot authority in good time before the transit and extra care is to be taken when navigating in suspect areas.
  • Kindly be warned that exorbitant fines are imposed on ships for any misdeclaration of bunkers, lubes, paints, spares, equipment stores, cargo or crew's personal effects. The Customs or other authorities will look for the slightest excuse, even minor, innocent, discrepancies or mistakes, to levy huge fines (USD20-30,000 upwards) and/or extort underhanded payments. Please, therefore, ensure that all port papers and customs declarations are prepared carefully and accurately, all items and quantities are diligently accounted for and declared according to local regulations and requirements, to be ascertained by you from port agent early to allow you sufficient time to ensure proper compliance.
