Outline of the Asw Process

OUTLINE OF THE ASW PROCESS

**Please note this is the TENTATIVE ASW Process for the Spring 2014 Pilot. The process is subject to adjustments and refinement based on the results of the pilot and input from stakeholders.***

TEACHER CONFIRMS SCHEDULE AND SELECTS OBJECTIVES

Teachers will log on to the Online Platform at the beginning of the Year to confirm schedules and select objectives for the ASW Process. The Online Platform is a secure, web-based portal that is currently under development.

Year-Long Courses

At the beginning of the year, the Teacher will confirm the class schedule for the year. The Online Platform will select 5 classes, and the Teacher will select objectives for those five classes. The Teacher should use the Strands and Standards Guidance Chart for each content area, available on the NC ASW Wikispace when choosing the objectives. If the teacher has fewer than 5 classes, then the Teacher will select multiple objectives from the classes selected by the Online Platform. For example: a K-2 teacher might choose 1 objective for Kindergarten, 2 objectives for 1st grade and 2 objectives for 2nd grade. It is important for elementary teachers to remember that they are collecting evidence for individual classes in a grade level, NOT the entire grade level.

Semester and Quarter Courses

Teachers on Semester or Quarter schedules follow similar procedures as the Year-Long teachers. The major difference is that Semester and Quarter Teachers must complete the schedule confirmation and objective selection process twice; once at the beginning of the first semester, and again at the beginning of the second semester. At the beginning of the first semester, the Teacher will confirm the first semester schedule. The Online Platform will select 3 classes, and the Teacher will select objectives for those three classes. At the beginning of the second semester, the Teacher will confirm the second semester schedule. The Online Platform will select 2 classes, and the Teacher will select objectives for those two classes. The Teacher should use the Strands and Standards Guidance Chart for her content area, available on the NC ASW Wikispace when choosing the objectives.

Who selects the classes during the pilot?

The Teacher selects three classes during the Spring 2014 pilot.

During Full Implementation, who selects the classes? When does the Teacher find out?

Starting in 2014-2015, the Online Platform will select the classes. Teachers will learn which classes have been selected at the beginning of the semester or year.

Will the Online Platform select the objectives?

No. During both the pilot and full implementation, the Teacher selects the objectives.

TEACHER COLLECTS EVIDENCE OF STUDENT WORK

Alignment of Objectives and Evidence

Once the Teacher has chosen the objectives, the Teacher should begin collecting evidence of student work. When collecting evidence, the Teacher must ensure that the student work appropriately measures and aligns to the chosen objective. For example, Healthful Living objective 8.PCH.4.2 asks for students to “Demonstrate basic CPR techniques and procedures on a mannequin and pass a Red Cross or AHA approved test of CPR skills.” An assignment asking students to write or talk about CPR skills would not align to this objective because the objective specifically asks students to demonstrate the skill.

How should the evidence be collected?

Teachers have two options for collecting their evidence: Individual or Whole Class Samples. For examples of both methods, please see Training Module 6 on the NC ASW Wikispace.

Individual Student Work Samples

Theteacher collects and keeps 2 work samples:

•for each class member,

•for the objective,

•at 2 separate points in time.

Whole Class Student Work Samples

Ateacher collects and keeps 2 work samples that represent the entire class:

•for the objective,

•at 2 separate points in time.

How should the Evidence be formatted?

Evidence can be collected in a variety of formats. Teachers can submit photos, videos, audio recordings, scanned tests or written assignments. Evidences can be any kind of uploadable file or filesthat convey meaningful and authentic student learning in the classroom. DPI is currently working with the Online Platform developer to determine parameters for those files. Video and photographic evidence must be accompanied by a DPI photo release form. The form is available in the NC ASW Wikispace under “Important Forms.” Teachers only need photo release forms for students included in the photographic or video evidence they actually submit to the platform.

TEACHER COMPILES TIMELAPSE ARTIFACTS

What should be included in a Timelapse Artifact?

•A specific objective measured over 2 distinct points in time;

•The selected Timelapse Artifact option, either individual or whole class;

•A method or tool for collecting;

•2 work samples;

•Teacher context.

The two evidences that encompass a Timelapse Artifact should demonstrate growth from the same student or group in relationship to the identified objective.

Details about what to include in the Teacher context section will be available in Training Module 7.

If needed, supporting document(s) may be linked to each Timelapse Artifact (For example, dance notation, sheet music, clips of audio or video prompts, readings, scoring rubrics, event programs, excerpts of published works, play diagram, etc.).

Student Selection (Individual Student Work Samples)

At the end of the semester, teachers will receive a random sample of 3 students for whom they must upload Timelapse Artifacts to the Online Platform. The Timelapse Artifact for this objective will be compiled using the Student Work Samples from these selected students.

If a work sample from a selected student is unavailable, the teacher may request that the Online Platform identify a new student to replace that one. This may occur if a student was not present for instruction or if he or she is no longer in class. Another possible reason for requesting a new student might be that the student originally selected does not have a signed photo release form.

Then, the missing student will be reshuffled by the online platform and another student will be selected.

TEACHER SUBMITS THE EVIDENCE COLLECTION TO THE ONLINE PLAFORM

Once the Teacher has compiled all of the Timelapse Artifacts (3 for the pilot, 5 for full implementation), the Teacher will then upload the entire Evidence Collection to the Online Platform. The Department of Public Instruction will determine a window of time at the end of the semester or year during which all participating Teachers must submit their Evidence Collections to the Online Platform.

REVIEWERS EVALUATE THE EVIDENCE COLLECTION

After the Teacher submits the Evidence Collection to the online platform, it will be reviewed by 2 separate Reviewers as. The Reviewers evaluate the Evidence Collection independently (neither Reviewer knows the score given by the other Reviewer). If both of the scores match, then the review process is complete. If the scores do not match, the online platform automatically sends the Evidence Collection to a third Reviewer to make a final decision about the rating (Exceeds, Meets, or Does Not Meet Expected Growth).

Who are the Reviewers?

Reviewers are fully licensed North Carolina educators with a minimum of 5 years classroom experience in the subject areas they wish to review.

TEACHER RECEIVES RATING FOR STANDARD 6

After the review process is complete, the teacher receives an overall rating for the Evidence Collection (Exceeds, Meets, or Does Not Meet Expected Growth). Standard 6 is determined using 3 years of growth data. Teachers participating in the ASW process will receive their first year of data in 2014-2015. Year two of growth data will be 2015-2016, and Year three will be 2016-2017. That means that teachers receiving their Standard 6 rating will receive their first Status (Highly Effective, Effective, or In Need of Improvement) in Fall 2017.
