SENSATIONAL MURDER MYSTERY SOLVED

With the arrest of Jitender Singh Tanwar s/o Sh. Radhey Shyam, r/o A-6, Gupta Colony, Parhlad Vihar, Phase-II Delhi, the Staff of PS/Rohini, Outer District, Delhi had worked out a sensational murder mystery of a lady named Shalu Pal, r/o A-675 Sector-2 Rohini, Delhi.

BRIEF FACTS:

A call was received at PS/Rohini, Delhi on 17.09.08 regarding death of a lady at A-675, 3rd floor Sec-2, Avantika, Rohini, Delhi. The dead body of a female aged about 28 yrs. was found lying in the bathroom and the body was swollen. Blood had oozed out of the nose of the body. The mother of the deceased Smt. Neelam Pal, w/o Sh. T. Nath Pal, r/o H.No. B-949, Sec-1 Avantika Rohini, Delhi Aged 50 yrs. stated that the body was of her elder daughter Shalu Pal, r/o A-675 Sec-2 Rohini, Delhi, who was married to one Surender Sharma of Idgah Delhi. She (deceased) had been living separately from her husband from last 5 yrs. and a case of divorce was pending in the court. Her daughter Shalu was having intimacy with one Jitender at A-675 3rd floor Sec-2, Rohini, Delhi for the last one month. She was trying to contact her daughter Shalu on phone since 16.09.08 but there was no response. As such she herself came at her address A-675 Sec-2, Rohini, Delhi to see her and found that the latch of the main gate was closed from outside. She went inside the house after opening the bolt and found that the bedroom was also locked and the key was available nearby. She opened the room but no one was available inside. She checked kitchen, however it was also closed from outside. Then she went towards the bathroom and found the latch of bathroom closed from outside. She opened the latch and found that the dead body of her daughter was lying on the floor of the bathroom. Jitender above mentioned was not available in the house. She raised suspicion that Jitender murdered her daughter. From the inspection of scene of crime and statement of the mother of the deceased a case of murder was registered vide FIR No. 608 dated 17.09.2008 u/s 302 IPC, PS/Rohini, Delhi. The exhibits were lifted from the spot.

DETAILS OF INVESTIGATION:

This incident of murder of a young lady Shalu Pal aged 28 years created a sensational wave in the area of Rohini, Delhi. To bring back faith of people in law enforcement agency, a core team of PS/Rohini under the close supervision of Sh. Vikram K. Porwal, ACP/Rohini and Inspr. Vijender Pal Sharma, SHO/Rohini was constituted to solve the sensational case. The team comprising Inspr. Raj Kishore, HC Ramesh Chand, HC Baljeet Singh, HC Jitender, HC Labh Singh, Ct. Sunil, Ct. Pardeep, Ct. Amit and Ct. Rajender worked hard to nab the accused Jitender Singh Tanwar from various other probabilities. The painstaking efforts of the team yielded positive outcome when the accused Jitender was arrested on 02.10.08 from Sec-3 Rohini, Delhi. During sustained interrogation, he disclosed to have committed the murder of Shalu by smothering her in the bathroom which is corroborated by post mortem report. At the instance of the accused chunni of the deceased and her mobile phone were recovered from dicky of his Motor Cycle at Sector-25, Rohini, Delhi and from his native place in Rajasthan respectively. The mobile phone of the accused has also been recovered from Rajasthan. The accused Jitender Singh Tanwar is on Police remand and further remaining investigation is being carried out by the team.

MOTIVE BEHIND CRIME:

The accused Jitender Singh Tanwar had an intimacy with the deceased which was established under deception that he was not married previously. As the deceased came to know about the already married status of the accused, she threatened him to sue legally for having a sexual relationship with her under deception. To avoid all these impending legal complications, he executed the cold blooded to murder.

MOST WANTED CRIMINAL OF 80s CARRYING A REWARD OF Rs.50,000 FOR HIS ARREST, ARRESTED AFTER A COUNTRYWIDE MANHUNT SPREAD OVER 26 YEARS.

INTRODUCTION:

With the arrest of one person namely Ravinder Kumar @ Ravi @ Rajbir @ Surender Pal @ J.K. Narula, aged 54 years, resident of Sri Niwas Puri, Delhi, the South District police has been able to bring the desperate criminal to justice after a long police haunt for the last 26 years. The arrested criminal is a life convict and had been declared Proclaimed Offender in all the heinous cases he committed in past. He carries a reward of Rs.50,000/- processed by the Special Cell of Delhi Police and order issued vide letter no. 68234-313/313/C&T(AC-III) dated 12.10.2007. The arrested desperate criminal is also a Bad Character of the area of Sri Niwas Puri ( now Police Station New Friends Colony) and running absent since 1985.

TEAM AND INVESTIGATION:

A team consisting of SI Sukrampal, HCs Satender and Vinod under the supervision of Inspr. Rajender Singh, SHO/P.S. Lodhi Colony and Sh. Vikramjeet Singh, ACP/Defence Colony was formed to arrest this wanted criminal. The criminal details and personal details of the Ravinder Kumar were obtained from his History Sheet maintained in the Police Station Sri Niwas Puri (now Police Station New Friends Colony). The team visited many places in India on the basis of information they collected from his criminal associates, friends etc. The police experienced the difficulty in the identification as the criminal had become old and had changed his appearance. A few persons were apprehended on the basis of suspicion and their finger prints were also compared with the old record of wanted criminal. His old friends putting up in Mumbai, Madhya Pradesh, Dehradun were also contacted and it was learnt that Ravinder Kumar was putting up in Dehradun somewhere with a fake name. The team visited Dehradun thrice. In the last visit to Dehradun, the efforts made by the team and intelligence gathered from there bore fruits and the team finally nabbed him in Dehradun. The team carried out sustained interrogation and ensured that the apprehended person is actually the same person for whom many specialized units of Delhi Police were putting in efforts to nab and for whom the reward had been declared. The criminal even tried to dupe the police and also tried to self inflict injuries to his person, but the alert team overpowered him and arrested him u/s 41.1 Cr.P.C. All the concerned police stations where he had committed crime were informed accordingly.

INTERROGATION:

During sustained interrogation, he has disclosed that most of his main associates in crime have either died in shootouts or perished. They all had been involved in Bank Dacoities, Robberies at Jeweller shops and Diamond Merchants. During commission of crime and gunfight with his fellow criminals he had also received bullet injuries twice and one bullet is still lodged in his body. The other bullet pierced his neck and caused serious injuries.

·  His associate Bharat Bhushan, a dreaded criminal of eighties was killed in shoot out with the police in Central Delhi in which even police men also sustained injuries. He managed to escape.

·  In another sensational crime which they committed at a jeweller’s shop in Sunder Nagar area in Nizamuddin he received bullet injuries when his associates were trying to kill the jeweler. He was nabbed on the spot whereas other criminals managed to escape with the robbed diamonds.

·  On 26.07.1975, he committed a sensational murder in the area of Sri Niwas Puri in which he killed his own friend with a dagger on a very trivial matter. He was arrested in this case and the Court sentenced him for “Life Imprisonment”. .He remained in jail for five years and managed to escape from custody.

·  He again indulged in the crime and committed robberies in the areas of Mandir Marg, Sri Niwas Puri, D.B.G. Road and H.N. Din. After each incident, he used to move to Mumbai for the shelter along with his associates.

·  He has now disclosed that he along with his other associates viz., Bharat Bhushan, Hemraj Singh, Mahender Shastri and Subhash Verma had committed a dacoity in Canara Bank, Maharani Bagh Branch, New Delhi in 1982, before his going underground. In this dacoity, they had looted Rs.8 lakhs.

·  In the year 1980, he escaped from the police custody in the area of Darya Ganj. At every place of incident of robbery they opened fire to terrorise the people.

·  In a very sensational case, the P.O. Ravi Narula alongwith his associates killed one Sub Inspector I/c of P.P. Dev Nagar in the year 1984 when he rushed to the spot of dacoity. Due to the series of such sensational incidents, his gang became the most dreaded gang of of 1980s and Delhi Police picketed entire Delhi in order to curb the activities of this gang.

PROFILE

After release from jail he married a girl from Etta UP with whom he fell in love and was blessed with two male children. Both of his children studied in Dehradun in a good school and after doing computer engineering are working in reputed companies. He is living in Dehradun with fake name i.e. “J.K. Narula”. His wife is running Beauty Saloon in Dehradun. He is alcoholic. The rest of the family of Ravinder Kumar is living in Badarpur. He was born on 4.1. 1954 and studied upto 8th class. He is painter by profession and works in Kothies.

Further efforts are being made to find his other involvements. Staff involved in good work is being suitably rewarded.

Heroin Seized:- Acting upon a tip off, the Narcotics Branch of Delhi Police arrested one Farukh, 32 years old, R/o Barelli from Jalebi Chowk, Sultan Puri under NDPS act yesterday. According to DCP Crime, ½ kg heroin was recovered from his possession. A case under relevant sections of the law has been registered at P S Narcotics, Shakar Pur. Investigation is in progress.

Whereas, the area known as Old Secretariat (Purana Sachivalaya) together with its surrounding localities is a busy place frequented by heavy vehicular and pedestrian traffic.

2. And whereas reports have been received that large number of demonstrations/dharnas are being held around Vidhan Sabha premises. Large number of people gether at Metcalfe House, Chandrawal Water Works, Magazine Road, Jubilee Hall Delhi University, Mall Road in support of their demand and invariably march towards Vidhan Sabha. In order to maintain law & Order, it has thus, become absolutely essential to issue prohibitory order u/s 144 Cr.P.C. in the affected area as such demonstration/dharnas are likely to cause obstruction to traffic, danger to human safety and disturbance of public tranquillity.

3. And whereas it is necessary to take speedy measures in this behalf to prevent danger to human life or safety and disturbance of public tranquillity.

4. Now, therefore, in exercise of the powers conferred upon me by Section 144 Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/3/1978 (i) -- UTL, dated 1-7-1978, I, Yudhbir Singh Dadwal, Commissioner of Police, Delhi do hereby make this written order prohibiting

i)  the holding of any public meeting;

ii)  assembly of five or more persons;

iii) carrying of fire-arms, banners, placards, lathis, spears, swords, sticks, brickbats etc.;

iv) Shouting of slogans;

v)  making of speeches etc.;

vi) processions and demonstrations; and

vii)  picketing or dharnas in any public place within the area specified in the schedule and site plan appended to this order without a written permission

.

5. This order shall come into force with effect from 07.08.2008 and shall remain in force for a period of 60 days i.e. upto 05.10.2008 (both days inclusive) unless withdrawn earlier.

6. Any person contravening this order shall be punishable under Section 188 of Indian panel Code.

7. As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of public through Press and by affixing copies on the notice boards of the offices of all DCsP, Addl. DCsP, ACsP, Tehsil Offices, all Police Stations concerned and the offices of the NDMC and MCD.

8. Religious functions/rallies/public meetings etc. can be held with prior permission, in writing, of Deputy Commissioner of Police, North District, Delhi.
