DEER MANAGEMENT PERMISSION AGREEMENT

Thank you for your interest in our Deer Management Permissions.

The purpose of FCS Deer Management Permissions is to facilitate the protection of the forest environment and tree crops from damaging deer impacts (ie browsing, grazing, fraying, bark stripping and/or soil erosion), via the culling of deer. Forest protection, deer welfare and health & safety are fundamental to the Permissions system.

These Permissions are not for business or sporting use.

This letter contains information on the tendering process, time scales and contact details.

  • Copy of FCS Permission Agreement. It is the potential prospective Permit Holders responsibility to read and fully understand the Agreement.

All prospective Permit Holders who submit offers will be held to have satisfied themselves as to FCS management objectives, forest protection requirements and the cull target to be achieved. They must also have satisfied themselves as to the precise area and nature of the ground involved, access routes and the terms of the agreement to be entered into. Before submitting a tender, it is essential that the ground is visited and inspected by the prospective Permit Holder or one of their potential authorised controllers/representativein the presence of a local Forestry Commission member of staff.

Prospective Permit Holders must possess the following:-

Deer Stalking Certificate 2

Prospective Permit Holder and Persons authorised by the Permit Holder to cull deer on the area must:-

  • Hold a Valid British Firearms Certificate including authorisation to hold or purchase a firearm which is legal for shootingdeer in Scotland.
  • Have DSC 2 or equivalent British qualification, see above, (or obtain this award within 12 months - for authorised controllers only)
  • Authorised Controllers(s) who only hold the DSC 1 or an equivalent British qualification, must be accompanied by the Permit Holder or another authorised person who has the DSC 2 or equivalent British award. Please note that this 12 month period is the maximum period that an authorised controller can be a syndicate member on any Forestry Commission Scotland permission area until they have obtained their DSC 2 or equivalent award.
  • Have valid Public Liability Insurance to a minimum value of £10m
  • Road Legal Vehicle.
  • Any controller who will be using an ATV must hold an appropriate qualification to LANTRA, BORDA or NPTC standard.
  • Have valid Emergency First Aid at Work certificate by 1st April 2014.

Before any offer is submitted, tenderers should consider carefully all information shown in the attached permission area descriptions, discussions with Forestry Commission staff and the contents of this letter.

Attached is a Tender Document for your completion. This must be completed and returned along with all additional supporting documentation evidence as requested.

All tenders must be delivered to the address above, with reference Deer Management Permission Tender – Dull or Deer Management Permission Tender - Grandtullymarked on the outside of the envelope. It is your responsibility to ensure that the correct postage is paid and that the tender documents are delivered to the correct address on time.

A separate tender form must be completed for each individual permission area.

All Tenders must be submitted by noon on Friday 27 February 2015.

Tenders received after this time will be opened but will be counted as VOID.

Tenders will be opened at TayForest District Office on Wednesday 04 March 2015.

The Forestry Commission is not bound to accept any tender and reserves the right to withdraw any or all of its proposed areas at any time.

Faxed and email tenders will not be considered.

The selection of potential permit holders for interview will follow asift of the tender results. The scoring system will be based on the information that you supply by completing the Tender Documents. A score of 60 or above in Section C of the tender document must be achieved before you will be considered for interview. Please note that there is no right of appeal against either non-selection for interview or award of a Permission.

Please note:

  1. That if you are selected for interview, you will be required to bring along with you on the day, copies of the relevant documents (firearms certificates (all pages), DSC awards, public liability insurance) for all your authorised controllers as named in your Tender Document.
  1. Failure to do so, will results in:-

a).A lower score under the experience and qualifications sections.

b). An additional charge of £200 plus vat to add persons into the agreement who were not on the list of named Authorised Controllers submitted in the Tender Document.

  1. Prospective Permit Holders who tender for more than one permission area and are successful cannot merge permission areas into one or merge with any existing lease/permission areas that they may hold.
  1. If the Permission agreement is extended, there will be an annual increase of 2.5% on the previous year’s charge.

Interviews will take place on Wednesday 18 March 2015 at Tay Forest District, Inverpark, Dunkeld PH8 0JR.

All prospective Permit Holders must Register an Interest to ensure that they are granted a viewing date and are updated of any changes. Closing date for Registering an Interest is Friday 06 February 2015.
