LWENGO DISTRICT DEVELOPMENT PLAN REVIEW RETREAT AND STRATEGIC PLANNING WORKSHOP

1.0.Background

This proposal for Lwengo District Development Plan Review Retreat and Strategic Planning Workshop has been formulated to form the basis for initiating a fast tracking development agenda for the District. It is organised after holding several consultative meetings with the District stakeholders involving the communities, Ministry of Local Government, many development partners, and subsequently with the Uganda National Entrepreneurship Development Institute (UNEDI) as specialized agency in strategic thinking, Planning and social entrepreneurship ,and DFCU Bank one of the major financial institution in Uganda with key portfolio in Rural Agriculture financing .

2.0.The Plan

The plan is about fast tracking Lwengo District development agenda by reviewing the District development bottlenecks, identity and analyzing existing development opportunities, clustering development projects and initiation of the Lwengo District Economic Forum as a platform for idea generation, debate , packaging and information sharing including the development of an effective local government public-Private partnership that is robust; and establish the Lwengo District Trade and Investment Office to effectively develop and implement high quality Entrepreneurial and Economic education programs for Small, Medium and Micro-enterprises (peasantry class) through partnership with the business community, Local Leaders and educationist.

The programs are implemented by UNEDIs’ Enterprise Corps from the UNEDI Centre for Rural Economy, Entrepreneurship, and Cooperatives Extension Services (CREECES) though a community based training approach to help the peasants (SMEs) and the Local Leaders gain the understanding of:

The importance of market-driven economies;

The role of business in national and global economy;

The commitment of business to environment and social Issues;

The commitment of business to operate in an ethical manner;

The relevance of entrepreneurship education in the work place; and,

The impact of economics on their future

Benefits of ICTs by SMMEs, while actively promoting their usage; and

Assist SMMEs in connecting to new markets, and have a multiplier effect where the target group creates momentum and raises the standards for the utilization of ICTs in Uganda.

3.0.Basic Data on Lwengo District

Total Population of Lwengo District 267,300 people according to mid 2012 Unicef projections

Male 129,106 people [48.3 % of the District total population]

Female 138,194 people [51.7 % of the District total population]

Numbers of house hold, 58,613 according to 2009 CIS (community Information Systems) statistics produced by UBOS.

4.0.Economic and Social Potential

The available data which is also supported by evidence through consultations at different levels show that there is a strong potential for Lwengo district to foster quick economic development. Available statistics do indicate that the population density is 261 persons per square kilometer, compared to the national average of 123.9. The population of people living in the urban area is low, hence there are many people living in the rural areas than in towns. Out of the total population 5,610 (2.1% of the total District population) are orphans and presumably disadvantaged, and while others are people who have disabilities in different ways.

There indicators of a strong human potential, good physical and material resources base available in the District namely; fertile land for crop production, diary and animal farm production as some of the main activities. Agriculture as cash economy of Lwengo forms a strong basis for rapid economic development.

In terms of social services, Lwengo is on national average well served with easy access to both health facilities and good roads, with good infrastructure for primary schools, but at the same it’s a water stressed District only 59.1% of total population have access to safe water.

The nearest Major Financial institution is located about 3km from Lwengo district; however the district is served by the Microfinance institutions in form of SACCOs, MDIs, and CBO self help including village savings and Loan associations.

All registered MFIs operators in the district if combined have about 6200 membership (clients). The MFIs operators have concentration their lending activities as follows;

Commercial and Trade 50%

School fess 40%

Building and construction 5%

Agriculture production 5%

The interest rates being charged range from 2.5%-5% per month or (30%-60%) and the loan period differ from institution to institution but range from 4 month to 10 month.

During the consultations, different views expressed were about the above pattern of lending rates. The concerns are limited as follows;

  • With respect to school fees, there is need to study experiences from other countries on how lending for education has been achieved at low or no interest, in order to suggest how the district and government could come in to adopt such similar financing mechanism.
  • Need to ascertain the economic status of those rural households which have borrowed from microfinance for financing education in order to determine the impact on their livelihood.
  • Study the options to how poor households can access to reliable, acceptable and affordable financial services for production including access grants for Investments.
  • To share experience with organizations involved in Micro financing through a retreat and study tour.

  • How do we ensure every person in Lwengo is at work or in classroom?
