WSP/OSPI Inspection Interpretations (Sept 2017)

1.  ABS Brake Light Check:

a.  The state patrol will be checking to make sure the brake system ABS light functions when the key is turned on and goes out after it does its diagnostic test. An ABS light that remains on will be reported as an Un-Sat.

2.  Air Tank Color Coding:

a.  Air tanks need to be color coded as follows: The tanks just need to be marked by the drain valve, not the whole tank. If not marked, this will be Un-Sat.

b.  Primary Tank = Green

c.  Secondary Tank = Red

d.  Wet Tank = White

·  “If the air tanks/drain valves are already labeled, they do not need to be color coded”.

3.  Brake Release:

a.  The PP1 spring break application release aid lever pictured here is allowed.

b.  The Safety Brake Sets “Brake Alert System” which warns the driver when they leave their seat is also allowed.

4.  Interior Cameras

a.  Cameras may be mounted in the front, side, back, and/or mid-ship of the bus. If mid-ship, they must be mounted off center and over a seat back. Corners and sharp edges shall be rounded or covered with a protective material. If mounted on the windshield, they must not be in the Out of Service Area as referenced in the WSP Inspection Manual.

b.  Recording equipment shall be mounted as not to produce any tripping hazard, if floor mounted.

5.  Eight-light System Lights:

a. If one light in the eight-light system is not operating, it is an out-of-service item. Lights alternately flash between 60—120 flashes per minute. One light can’t meet this requirement.

6.  Fuel Door Latches (Mouse-Ears):

a.  Could constitute a snagging hazard. Ask vendor or district to remove “ears.”

7.  Head Start Labeling:

a.  Some Federal Head Start auditors have interpreted their rules in a way that may cause districts to label the location of the safety equipment (first aid, belt cutter, fire extinguisher). Labeling that is appropriately attached and reasonable in size is allowed.

8.  Inspection Timeframes:

a.  Summer: 3/15—8/31, Winter: 11/1—3/14.

9.  Loose items:

a.  Towel or air cushion on the driver’s seat is acceptable. Kleenex box secured on the dash is acceptable.

10. Pole Vaults:

a.  It is recommended that pole vaults be transported in “modified” exterior storage compartments whenever possible

b.  Transporting pole vaults that are securely fastened (no bungie cords) underneath passenger seats next to the interior wall or to the outer seat legs is acceptable as long as no portion of the poles extend in front of an emergency exit or into the bus aisle.

11. W/C Securement:

a.  All wheelchair tie downs in the tracks immediately adjacent to the aisle or any exit, must be removed when not in use and stored properly. If not removed, it will be reported as an Out of Service. Page 2 of 2
