/ The referendum does not outline a specific role for OSPI. However, if the referendum passes, the program will be modeled after two $50 million grant programs authorized for similar purposes in the capital budget – one to OSPI and one to Dept. of Commerce (see EHB 2836).
HB 2621 - Designating resource programs for science, technology, engineering, and mathematics instruction in K-12 schools. / Kathleen Lopp (Lead)

360-725-6264 / 1. By amending RCW 28A.290.010, OFM and OSPI shall now periodically reconvene the Funding Formula Technical Working Group.
2. By amending C 548 Section 302 Laws of 2009, the OFM and OSPI shall now convene the Local Levies and LEA Technical Working Group beginning on April 1, 2010, adding an examination of local school district capacity to address facility needs for full-day K and reducing class size in K-3 to its responsibilities. Additionally, this group will provide the QEC with an analysis of the potential use of local funds that may become available for redeployment and redirection as a result of increased state funding allocations for pupil transportation and MSOC.
3. By amending C 548 Section 601 Laws of 2009, OSPI in collaboration with OFM, shall convene a Salary Allocation Model Technical Working Group beginning on July 1, 2011.
4. The phase-in for the pupil transportation formula will now begin during the 2011-13 biennium and will be fully implemented by the 2013-15 biennium.
5. OSPI shall develop rules specifying the student transportation reporting requirement to the Legislature and school districts by December 1, 2010.
6. Beginning December 2010 – 2014, the Superintendent shall provide quarterly updates and progress reports to the fiscal committees of the Legislature on the implementation and testing of the distribution formula.
7. OSPI shall implement and maintain an internet-based portal that provides ready public access to the state’s prototypical school funding model for basic education.
8. The QEC is directed to submit a report to the Governor and Legislature by December 1, 2010 that includes recommendations for specific strategies, programs, and funding –including funding allocations through the funding distribution formula in RCW 28A.150.260, that are designed to close the achievement gap and increase the high school graduation rate. The council shall consult with the Achievement Gap Oversight and Accountability Committee and the Building Bridges Work Group in developing its recommendations.
9. One non-legislative representative from the Achievement Gap Oversight and Accountability Committee (AGOAC)is added to the QEC. This person will be selected by the members of the AGOAC.

By August 1, 2010, the Superintendent of Public Instruction, in consultation with representatives of parents, school personnel, the Office of the Education Ombudsman, the Washington State School Directors’ Association, and other interested parties, shall provide to the education committees of the Legislature a revised and updated model harassment, intimidation, and bullying prevention policy and procedure. The SPI shall publish on its web site, with a link to the School Safety Center web page, the revised and updated model policy and procedure.
2. The Superintendent shall adopt rules regarding school districts’ communication of the policy and procedure to parents, students, employees, and volunteers.

/ 1. OSPI is responsible for a new $50 million grant program for energy operational cost savings improvements to K-12 school facilities (related to EHB 2561 and #2 below).
2. OSPI is named to consult with Dept. of Commerce on a new $50 million grant program for investments in K-12 and higher education facilities. (This is related to EHB 2561 and #1 above).
3. Develop a K-12 Inventory System according to the JLARC report, including any energy audits completed for K-12 facilities and explicitly recognizing the link between school district owned facilities and the state capital and state facilities maintenance investments made in them.
4. Contract with Washington Assoc. of Sherriffs and Police Chiefs for school mapping for projects in the School Construction Assistance Program.

/ 1. By September 15, 2010 OSPI, in collaboration with the work group established in RCW 28A.175.075, shall develop and report recommendations to the QEC and the Legislature regarding the development of a comprehensive K-12 dropout reduction initiative.
2. The work group shall report annually to the QEC, appropriations committees of the Legislature, and the Governor with proposed strategies for building K-12 dropout prevention, intervention, and reengagement systems in local communities throughout the state. By September 15, 2010, the work group shall report on graduation and dropout reduction goals and targets, funding recommendations for career guidance and planning, and a plan for phasing in expansion of the current school improvement planning program.
3. OSPI is required to include an appendix of the Washington State Institute for Public Policy’s calculations of annual estimated savings resulting from changes in the extended graduation rate in their annual report to the Legislature, beginning with the 2010 report.

Sec. 513 (13) - OSPI shall report to the Legislature by Sept. 1, 2011 an accounting of the uses of Focused Assistance funds used during the 2009-11 fiscal biennium, including a list of schools served and the types of services provided.

/ 1. Beginning April 1, 2010, OSPI, with assistance from DEL, shall convene a technical working group to develop a comprehensive plan for a voluntary program of early learning.
2. The working group shall submit a progress report by July 1, 2011 and final report with the plan by November 1, 2011, to the Early Learning Advisory Council and the Quality Education Council.
3. The QEC, staffed by OSPI and OFM, shall submit a report to the Legislature by January 1, 2012, detailing recommendations for a comprehensive plan for a voluntary program of early learning.
