LOCAL LEAGUE RULES
K BALL 4/5 – Fall 2016
All rules contained in the “2016 LITTLE LEAGUE -Official Regulations and Playing Rules” shall apply unless expressly changed by the rules contained herein. In such case, the rules contained herein shall apply.
THE PLAYERS
- All defensive players play in the field every inning.
- Each player may only play a maximum of one inning at each position during each game.
- Each player must play a minimum of 1 complete inning at an infield position (P, 1B, 2B, 3B, SS) by the end of the 3rd inning and 2 complete innings by the end of the 5th inning.
- Exception for teams with 13 or more players – the 2nd inning of infield play requirement may be fulfilled by the end of the 6th inning.
SELECTION OF PLAYERS
- Players will be pre-assigned to rosters by the Player Agent based on schools when possible.
- No players will be allowed to “play up” above their league age.
FIELD DECORUM
- Only 2 coaches for the defensive team may be positioned in the outfield, behind the outfield arc, for the purpose of placing players back in their assigned positions after a defensive play. Coaches may not interfere with a play in progress.
- One manager and three coaches are allowed in the dugout for each team.
- A batting coach will place the ball on the tee for the players. The coach is allowed to physically position thebatter in the batter's box.
- The batting tee will be placed in the middle of home plate.
- Both teams are responsible for field maintenance. Both teams should assist in setting up the fields for play and raking after each game. Al equipment should be returned to the Field 10 score box after the final game has been played that day.
OBJECTIVES OF THE GAME
- A chalked arc shall be drawn in the outfield midway between the back of the infield and the outfield fence for the purpose of identifying the minimum distance from home plate that an outfielder may take a defensive position.
- The pitcher's mound shall be encircled by a line ten feet in diameter which shall be known as the"pitcher's circle".
- An arc measuring 12 feet from the back of home plate shall be marked in fair territory from foul lineto foul line and be known as the "dead ball area".
- There will be no player positioned at catcher for safety reasons.
DEFINITION OF TERMS
- FOUL BALL - In addition to the definition found in the Little League rule book, a batted ball which fails to clear the "dead ball area" shall be considered a foul ball. A ball resting on the dead ball line will be considered fair.
STARTING AND ENDING THE GAME
- "Play" shall be called when the pitcher is in contact with the rubber and the batting coach has placedthe ball on the tee.
- An unlimited number of defensive players shall be allowed on the field.
- No outfielder may take a defensive position closer to home plate than the outfield arc, as described in 1.04 (b).
- Outfielders will not be allowed to tag base runners or tag bases for force outs.
- No defensive player may take a position closer to home plate than the pitcher.
- Each team must bat the entire lineup and change the order each inning. In the event of 3 outs, clear the bases, and continue with the remainder of the order.
- No ten-run rules will be enforced.
- No inning may start one hour after the scheduled start time. It will be held that an inning starts the moment the third out is made in the preceding inning. Any inning started will be completed only if the outcome of the game could be affected by the completion of the inning.
- There are no protests in K Ball.
THE BATTER
- The batter can only be put out on a batted ball that reaches fair territory.
- The infield fly rule will not be enforced.
THE RUNNER
- Each runner may be permitted to advance one base at a time. In the event of a ball hit over the fence, a child may be awarded a home run or ground rule double, whichever is applicable.
- No runners may advance unless a batted ball has been put in play (no stealing).
THE PITCHER
- The pitcher shall have both feet on the pitcher's rubber until the bat contacts the ball.
- The pitcher shall not, after fielding the ball in the pitcher's circle, tag a player running to first base, or step on first base to record an out.
- The Pitcher must wear a batting helmet at all times while playing defensively.
THE UMPIRE
- Games will be umpired by coaches/parents of the players on the participating teams.
