Position description: CCLP seeks to retain a motivated and effective person for a one-year project. The goal of the project is to assure that the State Implementation Plan for the Workforce Innovation and Opportunity Act (WIOA) addresses the needs of people who are, or who have recently experienced, homelessness. The project is also intended to address local plans developed by Workforce Investment Boards and includes follow-up monitoring of implementation of the plans to insure that employment and training services address the needs of workers who have been or are homeless.

The person hired will be responsible for outreach to existing advocates for people who are or have recently experienced homelessness, providers of employment and other services to this population, employment and training specialists, and local workforce centers so that the voices and needs of this population are represented in development of state and local plans. The person will monitor implementation of plans. They will develop a transition action plan for the conclusion of the grant. This is a one year only position.

Skills and qualifications of the ideal candidate:

  1. Demonstrated interest in addressing the interests of populations with barriers to employment.
  2. Willingness to work collaboratively and to develop productive working relationships with community service providers.
  3. Experience with employment programs working with populations with barriers to employment.
  4. Experience with systems level advocacy or policy change.
  5. Experience working in the non-profit and/or governmental sectors in Colorado.
  6. Demonstrated ability to build positive relationships with government representatives, homeless service providers, and well as persons who have experienced homelessness.
  7. Familiarity with the Workforce Innovation and Opportunity Act (WIOA).
  8. Self-motivated and able to work independently.
  9. Excellent writing skills.
  10. Comfort with public speaking.
  11. Ability to travel frequently in the metro area, and occasionally to other parts of Colorado.
  12. Effective planning and organizational abilities.
  13. Knowledge of communities served and/or the ability to help CCLP build strategic alliances with racially and ethnically diverse organizations are important qualifications.

Minimum qualifications:

  1. Bachelor’s degree or higher in a relevant field.
  2. Working knowledge of Microsoft Word and Excel, Microsoft 365 and Outlook.
  3. Car or other reliable form of transportation.
  4. Three or more years of experience in the area of policy advocacy, policy analysis, or related fields.
