On Friday, Dec. 13, 2008, In Woodburn, OR., a suspicious device was discovered at a local bank. In the course of the investigation, the explosive device detonated killing Capt. Tennant of Woodburn PD and Sr. Tpr. Hakim, an Explosives Technician of the Oregon State Police. Woodburn Police Chief Russell was seriously injured.

Memorial Information

Woodburn Police Captain Tom Tennant

A memorial service for Woodburn Police Department Captain Thomas Paul Tennant is scheduled for 1 p. m., Friday, December 19th at the Salem Armory, in Salem, Oregon.

Prior to the service, a memorial procession will take place from the Woodburn Drag strip (7730 Hwy 214, Woodburn, Or.), to the Salem Armory located at the Oregon State Fairgrounds in Salem. Fire Apparatusare to report to the Woodburn Drag strip at 0800, Friday, December 19, 2008.

Oregon State Police Senior Trooper Bill Hakim

Senior Trooper Bill Hakim’s service is scheduled for 11:00 a. m., Saturday December 20th at the Salem Armory.

Fire Apparatus are to report to the Salem Armory at 1000 hrs., Saturday, December 20th, 2008. Report to the RED GATE on 17th street neat the Oregon State Fairgrounds in Salem. At the conclusion of the ceremony, fire department apparatus will join the motorcade procession towards the DPSST. However, the fire service portion of the motorcade will disburse at Lancaster Rd. and Hwy. 22 and return to home stations.

Apparatus

These services will be attended by hundreds of vehicles. Please car pool members to reduce the number of apparatus attending. There will not be a vehicle wash site prior to the services or processions.

Uniforms

Class A uniforms preferred. An option is Department Station uniform, jacket and hat. Suit and tie is preferred for all non-uniformed personnel.

Protocol issues for all uniformed personnel attending memorial services for Woodburn Police Captain Tom Tennant and OregonState Police Sr. Trooper Hakim:

No Radios, No large key chains, No pagers, No cell phones

  • Hats may/will be worn indoors; you will remove it when you are seated.
  • Jackets/coats if worn will be zipped or buttoned. It will be frigid so consider long underwear.
  • If/when given the command of attention while seated, rise and put on your hat.
  • When given the command “Present Arms” salute if wearing a hat, hand over heart if not wearing a hat.
  • When given the command “order arms” place arms at sides and stand at attention.
  • When told to “Be Seated” remove your hat and be seated.

There will be seating reserved for attendees. Ushers will guide attendees to pre-designated seating areas.

At the end of the service, you will be asked to rise and go outside for a final formation. Uniform personnel only, spouses stay seated.

Hats/coats on and make your way out to the front of the Armory where you will be directed.

OSP will be on one side, and other agencies will be on the other side of the Honor Corridor.

From here you will be dismissed. DO NOT DO AN ABOUT FACE WHEN DISMISSED. Just step off and make your way to your apparatus and join the motorcade procession toward the DPSST facility.

The fire service portion of the motorcade will disburse at Lancaster Rd. and Hwy. 22 and return to home stations.
