THE FIRST PART OF THIS COMMUNICATION INFORMS PARLIAMENT OF THE ACTION TAKEN BY THE COMMISSION ON AMENDMENTS ADOPTED BY PARLIAMENT RELATING TO PROPOSED LEGISLATION DURING THE MAY I AND II 2018 PART-SESSIONS.

9.Outlook for amendment of the proposal:There is no need for a formal modified proposal, as the agreement reached during the informal trilogue meetings held from 13November2017 to 19 March 2018 between the European Parliament, the Council and the Commissionwas accepted by the Commission.

10.Outlook for the adoption of Council's position:The Council adoptedthe proposal on 21June2018.

8.Commission's position: The Commission can accept all amendments endorsed by the political agreement.The Commission has howeverissuedthe following statement on the role of the International Council for the Exploration of the Sea (ICES) in delivering Maximum Sustainable Yields (MSY) ranges:

"The Commission will request the ranges of FMSY and other biological reference points from the International Council for the Exploration of the Sea (ICES). The Commission considers that, as a general rule, the fishing opportunities should be based on the best available scientific advice provided by ICES. In the unlikely event that ICES is either unable to provide the ranges of FMSY and other biological reference points or where there are serious reasons to believe that the advice issued by ICES does not meet the requirement for the best available scientific advice, the fishing opportunities will be based on the best available scientific advice that has either been issued or reviewed by an independent scientific body that is recognised at the Union or international level."

9.Outlook for amendment of the proposal: There is no need for a formal modified proposal, as there is already agreement between the European Parliament and Council, endorsed by the Commission.

10.Outlook for the adoption of Council's position: The Council adopted the final compromise on 18 June 2018.

Reason:Commissioner Oettinger comprehensively addressed the requests raised in the resolution in the plenary debate that took place on 29 May 2018.

As regards the sharing of information and data, the Commission provided, together with its Communication on the Multiannual Financial Framework 2021-2027, detailed tables of the budgetary allocations of individual programmes in current and constant 2018 prices, in order to provide a complete picture and facilitate negotiations. Concerning the overall size of the budget and the cuts on the Cohesion and Common Agricultural Policies, the Commissioner confirmed that the proposal adopted on 2 May 2018 (completed by the sectoral policies adopted between end of May and mid-June), is a fair and balanced proposal. It strikes the right balance between competing pressures: the new challenges facing our Union, delivering on the positive agenda agreed by Leaders in Bratislava and Rome on the future of Europe, and the withdrawal of the United Kingdom.

The Commission will continue to provide the European Parliament and the Council with all information needed in order to facilitate the negotiations on the 2021-2027 Multiannual Financial Framework, and will do its utmost to support the negotiations throughout the overall process.
