Option 1 – BDS provision via Training of Trainer (ToT Modality)

The approach will be delivered via a ‘quasi-incubation model’, where BDS providers give hands-on training to support PSOs to design and implement tailor-made BDS. Moreover, as a form of exit strategy, approved BDS providers will be required to assist PSO grantees to institutionalize trainings; this is expected to lead to technical sustainability in the delivery of BDS by PSO to its members. For this option, PSOs will select members, who will be trained to provide BDS for their PSO members. The type of BDS that are applicable to this option are the so called Core modules that are simple and can be easily implemented by selected PSO members. This option seeks to ensure ownership of the BDS provision process by PSO members in order to achieve technical sustainability. The steps for implementing the BDS facility under this option are as follows:

Step 1: Selection of BDS modules

At the concept note stage, PSOs will select a BDS training module that best addresses their perceived BDS needs. PSOs will as part of their concept note will, nominate 3 PSO members who will become Nucleus Trainers for the provision of the BDS to PSO members.

Step 2: BDS training needs assessment

BDS training needs assessment will be conducted for PSOs whose applications have been approved. At this stage, an approved BDS provider, will carry out the training needs assessment with support of nominated Nucleus Trainers to firm up decision on the selected BDS module. The duration of preparing for and conducting the training needs assessment is estimated to take 2 days.

Step 3: Training of Trainers

After training needs assessment have been conducted, nominated Nucleus Trainers, who will participate in a training of trainers will be assigned groups based on their selected modules. Irrespective of the selected modules, each group will be trained on the mandatory module on Fundamental BDS provision. The Fundamental BDS provision module will equip and build the skill of Nucleus Trainers to deliver BDS to their members. Though, the number of participants for each group will depend on the number of PSOs that select specific modules as well as the total number of grants to be awarded during a call, it is estimated that the number of participants for each group will not exceed 20. The training of trainers (TOT) will be intensively conducted, residential and is estimated to last for 4 days. Since, the TOT will be organized for a group of PSO grantees, the total cost will be shared among the number of PSO and deducted from the total grants awarded.

Step 4: Training of PSO members

This final step of the TOT implementation option is intended to give Nucleus Trainers an opportunity to receive hands-on coaching in BDS provision to PSO members. As such, Nucleus Trainers with the support of the approved BDS providers will tailor the training delivery of the selected BDS module to meet the standards and specific BDS needs of their PSO members. This will be done without altering the content of the module. In the ideal situation, the Nucleus Trainers are expected to lead the facilitation of the training sessions with the support and guidance of the approved service provider. The training of PSO members will be organized on a strictly non-residential basis. Hence, PSOs will be required to select venues that reflect the sustainability of the BDS provision process, which enables the PSO to easily replicate trainings to their members in-house. The first training of PSO members organized by Nucleus Trainers is expected to be a practicing ground, hence the training session will be restricted to a maximum of twenty (20) PSO members. Subsequently, Nucleus trainers can provide BDS to other PSO members. It is expected that by offering this type of services to their members, the PSOs will increase their credibility and thereby attract more dues-paying members.

Option 2: - BDS provision via PSO facilitation (PSO Facilitation)

For this option, PSOs will be supported to facilitate the process of BDS provision to their members. The nature of BDS that can be implemented using this options are those that are specialized and considered as elective BDS, hence require approved BDS providers to train PSO members. The steps for implementing the BDS facility under this option are as follows:

Step 1: - Selection of BDS modules

At the concept note stage, PSOs will selects a BDS training module which best addresses their perceived BDS needs. Successful applicants will have to indicate their BDS provider with a C.V attached during the application stage.

Step2: - BDS Training Needs Assessment

The approved accredited BDS provider will conduct a BDS training needs assessment to firm up decision on the selected BDS and contextualize the training design to meet the standards of the PSO members. The PSO will support the approved BDS providers to identify, meet and discuss issues with PSO members during the training needs assessment.

Step 3: Preparation and training

The PSO will support the preparatory process for the BDS training by organizing venues and mobilizing PSO members to participate in the training, which will be non- residential and estimated to last for a maximum of 4 days.
