MINUTES
REGULAR MEETING
FEBRUARY 10, 2016
The regular meeting of the Mount Penn Borough Municipal Authority was held on Wednesday, February 10, 2016, in the meeting room of the John A. Becker Municipal Building, 200 North 25th Street, Reading, PA 19606 at 7:00 p.m.
The meeting was called to order by Chairman Dennis Swartz. The following Board members were present in addition to Mr. Swartz:

An executive session was held at 6:00 p.m. to discussion personnel. No action was taken.
Brian Hassinger from PA American Water stated that they would like to start taking water from our Bingaman Street interconnection. The Board agreed to allow PA American Water to start pumping 200,000 gallons per day from the Bingaman Street interconnection beginning in March. PA American would eventually like to pump up to 500,000 gallons of water per day from the Bingaman Street interconnection. Since our wells haven’t been tested for several years, PA American will work with our engineer, Brad Smith, to complete testing of our wells. Our solicitor, Mark Merolla will work with PA American Water’s solicitor to revise our water supply agreement.
Motion was made by Tuan Duong, seconded by Thomas Smith, to approve the minutes of the January 2016 meeting. All approved.
Motion was made by Alfred Worrall, seconded by Thomas Smith, to approve the Treasurer’s Report for January 2016. All approved.
WATER SYSTEM
REPORT SUBMITTED – ATTACHED
Our new water system operator, Matt Heizmann, started working on 02/01/16. Rich Genova and Matt Heizmann will attend PA Rural Water’s Distribution Tools seminar on 03/02/16.
Rich Genova submitted the (attached) quote from Folk Paving to repave 1201 Butter Lane due to a water main break. We also received the (attached) quote from Folk Paving to repave the driveway at our Sylvan Dell pump station. The quote will be added to our five-year infrastructure plan.
Kaiser Corrosion will inspect the cathodic protection system on our steel reservoir tanks this month.
Rich Genova authorized Atlantic Electric to rebuild the soft start motor control unit for the booster pump at Sylvan Dell (Invoice Attached - $2,595.00). There is a two year warranty on the rebuilt motor.
Rich Genova stated that he would like to replace the old Sensus water meters in our system with used Neptune meters. The used Neptune meters were the meters that were removed from customers’ homes because of the battery problem with the Master Read meter heads. Our engineer, Brad Smith, stated that the used meters should be disinfected and calibrated according to D.E.P. and AWWA guidelines. After much discussion, motion was made by Tuan Duong, seconded by Thomas Smith, to purchase 100 Master Read water meters from Exeter Supply at a cost of $85.00 each. These water meters will be used to replace the old Sensus water meters in our system.
SAFETY MEETING
A safety meeting was held on vehicle safety.
SOLICITOR
Mark Merolla requested that the Board review the proposed changes (attached) to Mt. Penn B.M.A.’s rules and regulations for approval at next month’s board meeting.
Mark Merolla spoke with a representative from the Glatfelter Insurance Agency regarding the dog bite claim for Colleen Yoder. The Glatfelter Insurance Agency has closed the claim because the statute of limitations on the claim has expired.
ENGINEER
Brad Smith will review the proposed plans he received from Penn Dot for the Perkiomen Avenue pavement project scheduled for 2017. Mr. Smith recommends that we replace our water mains on Perkiomen Avenue. Penn Dot will reimburse us for a portion of the water main replacements.
BUSINESS OFFICE MANAGER
Teresa Christof obtained several quotes (attached) to have the heating system in the office replaced. Motion was made by Thomas Smith, seconded by Joseph Boyle, to approve Rossi Mechanical’s quote to install a Goodman 14.5 seer heat pump for $5,145.00. Alfred Worrall opposed the motion because he felt that the Borough of Mt. Penn should pay for the heating system since we rent our office from them.
We received the (attached) letter from the owner of 447 Parkview Road requesting a credit on their water bill. The water consumption for the property was 79,000 gallons this quarter. Their tenant passed away while standing at the kitchen sink, and the water was left running. The Board opposed the owner’s request for a credit.

Joseph Boyle stated that siding at the recreation center has been replaced.
Joseph Boyle stated that the Antietam Valley Recreation Commission was award a DCNR grant for $277,000.00 for improvements to Carsonia Park and for the acquisition of the parcel of land located behind Carsonia Park on Butter Lane. The Growing Greener Grant for the Carsonia Lake study should be announced next month.
Board approval was given to allow the Antietam Pool to include an insert with our April water bills.
Tuan Duong is organizing a golf tournament at the Reading Country Club to benefit A.V.R.C.C. and the Antietam Sports Boosters.

UNFINISHED BUSINESS
The Board members received the (attached) health insurance quotes for our new employee, Matt Heizmann. Motion was made by Thomas Smith, seconded by Alfred Worrall, to enroll Matt Heizmann in the Capital Blue Cross Healthy Benefits PPO 4500 health insurance plan for $939.43 effective 03/01/16. Matt Heizmann will be enrolled in our Aetna health insurance plan effective 04/01/16. All approved.
NEW BUSINESS
None.
Motion was made by Alfred Worrall, seconded by Thomas Smith, to adjourn the meeting at 9:01 p.m. All approved.
The next meeting will be held on Wednesday, March 9, 2016 at 7:00 p.m.
