This session is focused on the social determinants of mental health and mental illnesses; those factors stemming from where we grow, live, work, learn, and age that impact our overall mental health and well-being, and those factors that contribute to mental illnesses. Although there has been considerable recent focus on the social determinants of physical health, there has been surprisingly little emphasis on the social determinants of mental health. Special consideration will be given to the social determinants of mental health, as they are largely neglected with regard to their role in causing and worsening mental illnesses. These underlying causes of mental illnesses are modifiable precursors to behavioral risk factors and are largely responsible for social injustice and mental health inequities.

If a bill proposed by Rep. Jacque becomes law in Wisconsin as attached would preempt the nearly 50 local social host ordinances that currently exist. It would set the forfeiture at a maximum of $500 for a first offense. In addition, unlike the Two Rivers model ordinance adopted by many communities, this draft does 1) not state that the "host" need not be present, 2) only applies to individual age 18 or older and 3) fails to enumerate the wide range of locations including hotel rooms listed in the Two Rivers draft. The primary proponent, Rep. Jacque argue a state wide bill would be more effective than the "existing patchwork" of local ordinances.
