OPERATIONS, MAINTENANCE AND MONITORING BRANCH

Classification: SEWER USE BY-LAW ENFORCEMENT OFFICER
Temporary Full-Time, Approx. 24 months
Start Date: Immediate / Salary $38.11 - $41.42 per hour

POSITION PURPOSE

Reporting to the Program Manager, Environmental Monitoring and Enforcement, and under the guidance and direction of the Senior Sewer Use By-Law Enforcement Officer, is responsible for enforcing the Regional Sewer Use By-law, including monitoring and sampling non-residential wastewater discharges, supporting site inspections and investigations, and educating the public and premise owners on the relevant regulations/compliance requirements; taking enforcement actions for the control of industrial commercial and institutional liquid waste discharges to storm and sanitary sewer systems.

QUALIFICATIONS

·  Successful completion of a three (3) year Community College Diploma in Civil/Environmental Technology or approved equivalent combination of education and experience.

·  Minimum two (2) years monitoring and sampling experience including equipment handling and maintenance procedures.

·  Knowledge of sample preservation, sampling procedures and interpreting lab results.

·  Knowledge of operating and calibrating field monitoring equipment.

·  Knowledge of by-law enforcement and legal evidence collection.

·  Knowledge of industrial processes and wastewater treatment systems.

·  Valid Ontario Class “G” driver’s license and reliable vehicle for use on corporate business.

·  Knowledge of the Occupational Health and Safety Act, Ontario Water Resource Act and the Environmental Protection Act.

·  Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, team work, initiative/self management, accountability, flexibility and adaptability.

·  Computer literacy utilizing MS Office software applications.

·  Demonstrated skills in mediation and conflict resolution.

·  Analytical, problem solving, and organizational skills.

·  Ability to maintain objectivity while enforcing the requirements of the By-law.

·  Ability to monitor, analyze and assess circumstances in order to conduct investigations.

·  Ability to interpret technical data, engineering drawings and documents.

·  Ability to work evenings and weekends on occasion, as required.

This is a Union position – CUPE Local 905 (York Region Unit). Initial area of employment will be 380 Bayview Parkway, Newmarket, ON.

Scheduled Weekly Hours: 35
